【摘要】 信息资源是科学决策的前提和支撑,开放式创新环境迫切需要挖掘信息资源价值为决策提供知识驱动力。政务信息作为渗透政府运转各层级的信息资源,是政府决策者了解情况的主要渠道、科学决策的参谋助手、指导工作的有效依据。如何迎合信息化发展和各领域深入改革,为决策者挖掘信息资源价值、提供及时有效的信息服务,是公共管理重要的研究课题,也是各级政府工作开展的现实难点。其中,政务信息采编流程作为政务信息资源应用性价值开发的核心,对促进政务信息发挥提高行政效率、引导决策科学职能具有无法比拟的助推作用。所谓政务信息采编流程实际是由各级政府建立的政务信息采编机构,依托采编制度、队伍、体系支撑,按照采集、报送、加工和编发等环节处理政务信息的过程。经过多年发展,该采编流程已相对成熟,但仍面临挑战,如何通过优化政务信息采编流程,进一步提升政务信息资源价值维度,是亟需解决的问题。本文梳理了国内外政务信息采编流程的发展脉络,辨析了政务信息和政府信息的内涵和外延,针对政务信息采编流程所供与行政决策所需存在信息不对称的现实困境,选取J市政务信息采编流程为研究对象,梳理了政务信息采编流程的运转现状和成效,结合流程再造理论通过对现有流程各阶段的分析、围绕支撑各阶段的关键要素改革的内涵,从采编流程各环节着眼分析存在的问题,以采编制度、采编队伍和采编体系等支撑采编流程运转的核心要素为切入点,探究问题的原因并提出针对性的优化建议。通过对访谈和案例的梳理分析,探究出当前政务信息采编流程存在采集环节缺乏深度广度、报送环节规范程度不足、加工环节价值供给错位、编发环节降噪流转效能不高等问题,并剖析出成因:采编制度支撑力不强、采编队伍专业化不够、采编体系结构化程度不足等。最后,针对性提出通过强化组织领导、优化考核奖惩、健全配套管理等制度,引领采编流程规范运转;通过优化队伍架构、培养模式,增强服务意识,推进采编流程增值改革;通过搭建多层次采集网络、建立采编目录体系、升级采编运转系统、整合政务信息机构,推动采编流程价值转化。期望能据此探索出优化政务信息采编流程的有效途径,提升政务信息价值维度,为政务信息更高效发挥支撑行政决策职能提供借鉴。更多还原

【Abstract】 Information resources are the premise and support of scientific decision-making.The open innovation environment urgently needs the value of information resources to provide knowledge driving force for decision-making.As an information resource that permeates the operation of all levels of government,government affairs information is the main channel for government decision makers to understand the situation,the staff assistant for scientific decision-making and the effective basis for guiding the work.How to meet the new requirements of the rapid development of informatization and the deepening of reform in various fields,explore the value of information resources for decision makers and provide timely and effective information services is an important research topic of public administration,and also a practical difficulty for the work of government affairs information agencies at all levels.Among them,as one of the core links of the applied value development of government affairs information resources,it plays an incomparable role in promoting government affairs information to improve administrative efficiency and guiding decision-making science.So-called government affairs information editorial work practice is established by all levels of government affairs information agencies,the government affairs information collection,submit,processing and distribution process,after years of development,its operation mechanism is relatively mature,but still faces challenges,how to standardize the government affairs information editorial process management,improve government affairs information resources value dimension,is the need to be solved.This paper combs the development context of government affairs information collection and editing process at home and abroad,On the connotation and extension of government affairs information and government information,In view of the practical dilemma of information asymmetry between the process of government affairs information collection and editing and the need of administrative decision-making,Select the government affairs information collection and editing process of J city as the research object,Sorting out the operation status and effectiveness of the government affairs information collection and editing process,Combined with the theory of process reengineering,through the analysis of each stage of the existing process and the connotation of the reform of the key elements supporting each stage,Analyze the existing problems from each link of the editing process,With the core elements supporting the operation of the editing process,such as the editing system,editing team and editing system,as the entry point,Explore the causes of the problem and put forward targeted optimization suggestions.Through combing analysis of interviews and cases,to explore the current government affairs information editorial process acquisition link lack of depth and breadth,submit the link specification degree,processing link value supply dislocation,distribute link noise reduction circulation efficiency is not high,and analyze the causes:editorial system support is not strong,the editorial team specialization,editorial system structural degree,etc.Finally,it is proposed to lead the standardized operation of the editorial process by strengthening organization and leadership,optimizing assessment rewards and punishment,improving supporting management system,optimize the team structure and training mode,and promote the value transformation of the editorial process,establishing the editorial catalog system and upgrading the editorial operation system and integrating the government affairs information organization.It is expected to explore effective ways to optimize the process of government affairs information collection and editing,improve the value dimension of government affairs information,and provide reference for the deeper function of government affairs information supporting administrative decision-making.更多还原
