鞍山基层公务员专项治理借调意愿的影响因素研究

【摘要】 党政机关单位通常会针对某一个时期的突出问题开展专项治理工作,这样便需要借调一些工作能力强、业务水平高的公务员参与到专项治理工作中。专项治理借调意愿不仅能够反映出基层公务员参与专项治理工作的主观能动性,同时也能够反映出专项治理借调制度上的不足。因此,研究鞍山基层公务员专项治理借调意愿的影响因素意义重大而深远。本文以鞍山基层公务员为研究对象,利用文献研究法对国内外借调的相关问题研究进行梳理、归纳、分析,再运用访谈方法对15位有专项治理借调经历的基层公务员进行深入的访谈,通过深入的谈话了解基层公务员对专项治理借调的感受和看法,探讨影响专项治理借调意愿的因素,访谈资料经过整理后运用扎根理论构建基层公务员专项治理借调意愿的影响因素构架模型,反映专项治理借调的现状。对影响专项治理借调的四方面原因(公平因素、个人因素、单位生态因素、经济因素)进行深度的剖析,结果表明:公平因素和个人因素是影响基层公务员专项治理借调意愿的主要因素,单位生态因素和经济因素是影响基层公务员专项治理借调意愿的次要因素。同时给出了 4条提高专项治理借调意愿的建议:一是规范基层公务员专项治理借调制度,二是探索建立市直、基层公务员双向交流制度,三是完善人力资源管理制度,四是实行编制动态管理。
【Abstract】 Party and government organs and units usually carry out special governance campaigns for prominent problems in a certain period,so that some civil servants with strong working ability and high professional capacity need to be seconded to participate in it.In the special governance,the willingness of secondment can not only reflect the subjective initiative of grassroots civil servants to participate in the work of secondment,but also reflect the deficiency of secondment system.Therefore,it is of great significance and far-reaching to study the influencing factors of Anshan grassroots civil servants’ willingness to secondment in special governance.This paper takes the grassroots civil servants in Anshan as the research object,uses literature research method to sort out,summarize and analyze the research on the issues related to secondment at home and abroad,and then uses the interview method to conduct in-depth interviews with 15 grassroots civil servants who have the secondment experience of special governance.Through in-depth talks,the feelings and opinions of grassroots civil servants on special governance secondment are understood,and the factors affecting their willingness to secondment are discussed.After the interview data are sorted out,the framework model of influencing factors of grassroots civil servants’ willingness to secondment for special governance is constructed by using grounded theory to reflect the current situation of secondment in special governance.An in-depth analysis of the four reasons(equity factor,individual factor,unit’s ecological factor,economic factor)affecting the secondment of special governance shows that:The equity factor and individual factor are the main factors that affect the willingness of grassroots civil servants to secondment for special governance,while unit’s ecological factor and economic factor are secondary factors that affect the willingness of grassroots civil servants to secondment for special governance.At the same time,four suggestions are given to improve the willingness of secondment in special governance:First,standardize the secondment system for grassroots civil servants in special governance;Second,to explore the establishment of a two-way exchange system between municipal and grassroots civil servants;Third,improve the human resource management system;Fourth,implement dynamic management of staffing.
