【摘要】 2020年,国家税务总局就新形势下税收现代化提出了“新六大体系”,首先强调的就是“坚强有力的党的领导制度体系”,充分展示了党建工作对税务部门的重要意义。新民市税务局作为基层税务机关,是国家税收政策的贯彻落实者,也是地方财税保障的践行者,直接服务于一线纳税人和缴费人。加强基层税务机关党建工作,有利于助推税收政策平稳落地、有利于服务地方经济、有利于防范化解各类税收风险、有利于税务干部队伍团结稳定。本论文以习近平总书记提出的社会主义新时期党建理论为基础,总结了新民市税务局党建工作的先进经验,提出存在的问题并分析原因,就如何通过党建引领新民市税务局工作稳步发展提出了建议。近年来,新民市税务局的党建工作主要围绕强化政治引领,开展思想教育,落实新“纵合横通”机制体制,加强组织管理,规范作风纪律,牢记初心使命展开;同时开展了党建与业务“双师徒制”、税务及社区党建共建等具有新民税务特色的党建活动。各项党建工作的开展取得了一定的成果:管党治党工作落到实处,税收征管质效得到提升,精神文明建设取得实效。然而,新民市税务局党建工作中存在完成规定任务多创新性开展工作少、党建与业务融合仍不紧密、组织建设不够完善、部分制度过于繁琐的问题。针对上述问题产生的原因,对新民市税务局党建工作提出了如下建议:一是要建立联动机制,加强规范化建设;二是要强化思想建设,提升党员党性;三是要配齐配强党务工作人员;四是要加强信息化建设。通过对新民市税务局党建工作的分析,笔者得出了如下结论:主动与业务融合是以业务为工作主体的政府机关党建工作的必然选择;党的建设应在坚决维护思想原则的基础上进行方法形式创新;加强党的凝聚力,必须真正了解、关怀党员;新时期人才工作对基层党组织建设具有重要作用。更多还原

【Abstract】 In 2020,the State Administration of Taxation put forward the "new six systems" for tax modernization under the new situation.The first emphasis is the "strong and powerful party leadership system",which fully demonstrates the importance of party building to the taxation department.As a grassroots tax authority,Xinmin City Taxation Bureau is the implementer of national taxation policies and a practitioner of local fiscal and tax protection,directly serving frontline taxpayers and payers.Strengthening the party building work of grassroots tax authorities will help promote the smooth implementation of taxation policies,serve the local economy,prevent and resolve various tax risks,and help the taxation cadres to unite and stabilize.Based on the theory of party building in the new era of socialism proposed by General Secretary Xi Jinping,this paper summarizes the advanced experience of the party building work of the Xinmin City Taxation Bureau,proposes existing problems and analyzes the reasons,and proposes how to lead the steady development of the Xinmin City Taxation Bureau through party building Suggestions.In recent years,the party building work of Xinmin City Taxation Bureau has mainly focused on strengthening political leadership,carrying out ideological education,implementing the new "vertical and horizontal" mechanism,strengthening organization and management,standardizing work style and discipline,and keeping in mind the original mission;at the same time,it has carried out party building and business.Party building activities with Xinmin tax characteristics,such as the "dual apprenticeship system",taxation and community party building and co-construction.The development of various party building work has achieved certain results:the management of the party has been implemented,the quality and efficiency of tax collection and management have been improved,and the construction of spiritual civilization has achieved practical results.However,in the party building work of the Xinmin City Taxation Bureau,there are many problems in completing the prescribed tasks and innovating to carry out less work,the integration of party building and business is still not close,the organization building is not perfect,and some systems are too cumbersome.In view of the reasons for the above problems,this article puts forward suggestions for the party building work of the Xinmin City Taxation Bureau:one is to establish a linkage mechanism to strengthen standardization;the second is to strengthen ideological construction and enhance the party spirit of party members;and the third is to fully support party affairs.Personnel;The fourth is to strengthen information construction.Through the analysis of the party building work of the Xinmin City Taxation Bureau,the author came to the following conclusion:initiative and business integration is an inevitable choice for the party building work of government agencies with business as the main work;party building should be carried out on the basis of resolutely upholding ideological principles Innovative methods and forms;to strengthen the cohesion of the party,we must truly understand and care for party members;talent work in the new era plays an important role in the construction of grassroots party organizations.更多还原
