山西省营商环境政策问题及对策研究

【摘要】 营商环境对推动国家和地区的经济发展有重要意义,不断激发市场主体活力,推动地区营商环境优化,可以助力现代化经济体系建设和高质量发展。作为资源型省份,山西省一直在探索资源转型升级新路径,营商环境作为山西省经济建设的重要一环,对山西省资源型经济转型有重大意义。本文以山西省2003—2023年间营商环境政策为研究对象,纵向梳理了山西省营商环境政策发展历程,横向分析了山西省营商环境政策内容及政策过程并总结了政策实施取得的成效。综合对山西省营商环境政策分析的结果,发现存在政策主体间协同性较弱、政策制定内容不够完善、政策过程接续力不足的问题,结合协同治理理论和新公共服务理论提出了有针对性的对策建议,以期促进山西省营商环境优化,进而推动山西省经济转型升级。更多还原

【Abstract】 The business environment is of great significance in promoting the economic development of the country and the region,and constantly stimulating the vitality of market players and promoting the optimization of the regional business environment can help the construction of a modern economic system and high-quality development.As a resource-based province,Shanxi Province has been exploring new paths for resource transformation and upgrading,and the business environment,as an important part of the economic construction of Shanxi Province,is of great significance to the transformation of the resource-based economy of Shanxi Province.This paper takes the business environment policy of Shanxi Province during 2003-2023 as the research object,vertically combs through the development history of business environment policy in Shanxi Province,horizontally analyzes the content and policy process of business environment policy in Shanxi Province,and summarizes the effectiveness of the policy implementation.The results of the analysis of the business environment policies in Shanxi Province reveal the existence of weak synergies among policy subjects,insufficiently developed policy contents,and insufficient continuity in the policy process.Targeted countermeasures are proposed in combination with the theory of synergistic governance and the theory of new public service,with a view to promoting the optimization of the business environment in Shanxi Province,and then promoting the transformation and upgrading of the economy of Shanxi Province.更多还原
