【摘要】 中国特色社会主义进入新时代,所有制形式更加多样、社会阶层更加多样、社会思想观念更加多样,各种利益冲突日益凸显,基层治理面临着诸多新的挑战。人民政协能够发挥专门协商机构的优势,畅通各界群众的利益表达渠道,在解决基层社会问题方面具有独特作用。县(区)政协在政协组织架构中是与基层社会联系最紧密的层级,但在现实情况中基层政协在参与乡村、街道事务中面临悬浮与缺席的困境。为解决这一问题,政协组织通过机构延伸、委员延伸和工作延伸等途径参与基层协商治理,这对于推动人民政协将制度优势转化为治理效能有着重要意义。本文运用案例研究法,以人民政协参与杭州市X小区加装电梯和泰安市T镇特色农业发展为研究对象,构建人民政协参与基层协商治理的分析框架,主要为通过理念嵌入、制度嵌入、组织嵌入、资源嵌入、权力嵌入、关系嵌入、功能嵌入七个核心要素展开分析。本文将人民政协参与基层协商治理划分为协商前的初始情境构建、协商中的具体运行过程以及协商后的成果落实反馈三个阶段。研究发现,在初始情境的构建阶段通过理念、组织和资源嵌入,营造协商氛围,促进政协机构向基层延伸并通过政策出台,推动协商活动的开展;在具体运行阶段,通过权力、制度和功能嵌入,实现议题确认、主题聚集和集体协商,弥合不同主体间的利益诉求,推动共识的凝聚和方案的达成;在成果落实反馈阶段,通过组织、制度和关系嵌入,保证协商成果的转化落实,并通过具体案例的成功推动社会协商氛围与和谐关系的塑造。在对案例进行分析的基础上,总结案例中值得借鉴参考的经验并分析存在的问题,在理论和实践研究的基础上提出相应的实践路径,推动我国人民政协参与基层协商治理更加制度化、程序化、规范化。更多还原

【Abstract】 As socialism with Chinese characteristics enters a new era,it brings along more diverse forms of ownership,social classes,and ideologies.Consequently,various conflicts of interest are becoming increasingly prominent,posing numerous new challenges to community-level governance.In this context,the Chinese People’s Political Consultative Conference(CPPCC)plays a pivotal role.Leveraging its strengths as a specialized consultative body,the CPPCC facilitates the expression of interests from all walks of life,thereby uniquely contributing to solving social problems at the grassroots level.Although the county(district)level of the CPPCC is structurally the most closely connected to grassroots society,it often faces challenges in effectively participating in rural and street affairs.To address this,the CPPCC engages in grassroots consultation and governance through institutional,membership,and work extensions.This approach is crucial in transforming the CPPCC’s institutional advantages into effective governance.Employing a case study methodology,this paper examines the CPPCC’s involvement in two specifc cases:the installation of elevators in an Hangzhou community and the development of characteristic agriculture in a Tai’an township.Through these cases,an analytical framework for the CPPCC’s participation in grassroots consultation and governance is constructed,encompassing seven core elements:concept,system,organization,resource,power,relationship,and function embeddedness.The paper further delineates three distinct stages of the CPPCC’s participation:initial situation construction preceding consultation,the operational process during consultation,and feedback on the implementation of results postconsultation.In the initial stage,ideas,organizations,and resources are embedded to foster a consultative environment,facilitating the extension of CPPCC institutions to the grassroots and promoting consultation activities through policy introductions.During the operational stage,power,system,and function embeddedness enable issue confirmation,theme gathering,and collective negotiation,bridging diverse interest demands and fostering consensus and program achievements.In the feedback stage,organization,system,and relationship embeddedness ensure the transformation and implementation of negotiation outcomes,promoting a successful social negotiation atmosphere and harmonious relationships through specific cases.Based on this case analysis,the paper summarizes valuable experiences,analyzes existing problems,and proposes practical pathways grounded in theoretical and practical research.This aims to enhance the institutionalization,proceduralization,and standardization of the CPPCC’s participation in grassroots consultation and governance.更多还原
