【摘要】 政府职能总是在时代的变迁与发展中不断变化与发展,在政府—市场—社会的关系中予以调适与变革。区(县)级政府是持续、稳定的国家结构的基本单元,同时作为整体性政府职能在地方发挥作用,既是有效落实党和国家重大方针政策的执行者,又是所管辖区内政治稳定、经济发展与社会管理的指挥者、决策者,这也决定了区(县)级政府的职能极其宽泛和具体。目前,服务型政府已成为新时期我国政府建设的首要目标,相应的地方政府的职能重点也发生了变化,集中于经济调节、公共服务、市场监管、社会治理等方面。现实中,地方政府职能的新旧问题叠加,既存在地方政府职能定位问题,也存在职能履行问题。因此,构建区(县)级服务型政府为政府职能转变提供新的目标模式和内源动力。区(县)级政府职能从经济建设型向公共服务型转变也意味着市域治理体系的重构,有利于实现地方经济社会的发展和稳定,有利于创新社会管理,有利于丰富地方政府职能转变的理论基础、方式方法、问题、对策等研究内容。本文在界定服务型政府、政府职能和职能转变等相关概念的前提下,在分析国内外研究现状的基础上,通过运用新公共服务理论和新公共管理理论等,利用综合分析法、对比分析法等方法,阐述了S市D区政府职能在经济调节、公共服务、市场监管、社会管理等方面的转变现状,对D区政府职能转变存在的职能定位“缺位”“错位”、职能转变不彻底、系统的机制保障缺乏、有效的考评和评估机制不足等存在问题进行分析研究,从而找出D区政府职能转变存在问题的主要原因,进而探索出服务型视角下完善D区政府职能转变需要强化服务型政府执政理念、明确政府职能和角色定位、建立健全保障制度和机制、建立健全考评和评估机制等相应对策。最后得出结论:一是服务型政府是当前各国行政体制改革的新趋势,二是服务型政府建设需要明确总体思路,三是D区政府职能转变尚属提升阶段。更多还原

【Abstract】 Government functions are always changing and developing in times of change and development,in the government-market-the relationship between society to be adjusted and reform.The district level government is the basic unit of the sustained and stable state structure.At the same time,it acts as an integral government function at the local level.It is an effective implementer of the major policies of the party and the state,as well as the political stability,Development and social management of the commanders,policy makers,which also determines the district level government functions are extremely broad and specific,play an important role.At present,the service-oriented government has become the primary goal of the construction of our government in the new period.The corresponding local government’s functional focus has also changed,focusing on economic regulation,public service,market supervision and social governance.In reality,the old and new problems of local government functions are superimposed,and there exist the problems of local government function orientation and function fulfillment.Therefore,the construction of district level service-oriented government for the transformation of government functions to provide a new target model and endogenous power.The transformation of the functions of government at district level from economic construction to public service also means to reconstruct the governance system of the city.It is conducive to the development and stabilization of the local economy and society,to the innovation of social management,and to the enrichment of the transformation of local government functions.The theory foundation,the way method,the question,the countermeasure and so on the research content.On the basis of analyzing the current situation of domestic and foreign research,this paper,by using the new public service theory and the new public management theory and so on,uses the comprehensive analysis method,contrastive analysis method and so on to analyze the current situation of service government,government function and function transformation.This paper expounds the status quo of the transformation of government function in D district of S city in economic adjustment,public service,market supervision and social management,and the "vacancy" and "dislocation" of functional transformation of D district government function,The lack of system mechanism,the lack of effective evaluation and evaluation mechanism,so as to find out the main reasons for the problems of D district government function transformation,and then explore the service-oriented transformation of D district government functions It is necessary to strengthen the concept of service-oriented government governance,clarify government functions and role positioning,establish and improve the government functions It is necessary to strengthen the concept of service-oriented government governance,clarify government functions and role positioning,establish and improve the security system and mechanism,establish and improve the evaluation and evaluation mechanisms and other corresponding countermeasures.The conclusion is that:firstly,the service-oriented government is the new trend of the current administrative system reform,the second is the construction of service-oriented government needs to clear the general idea,the third is the D district government functions change is to upgrade stage.更多还原
