【摘要】 随着我国的经济的快速发展,我国的道路旅客运输行业也得到了较快的发展,道路旅客运输的客运量逐渐提高。但是道路旅客运输行业在得到发展的同时也存在着许多问题,包括管理不规范,服务质量参差不齐等。特别当前道路旅客运输面临着高铁、航空强有力的竞争,企业经营收到冲击,安全投入减少,且班线运输减少,道路旅客运输不确定性增加,道路旅客运输行业发展面临的环境和挑战更为复杂,如何在新的发展形势下有效地抓好安全管理工作,成为管理部门需要解决的首要问题。近年来关于道路旅客运输行业安全管理的研究也比较多,但是大多数研究都停留在理论层面,和实例结合的比较少,且存在政府与运输企业的权责分担不明确,安全管理缺乏系统性,停留在改善局部环境上。因此,对道路旅客运输行业政府监管部门全面加强安全管理工作指引性不强。本论文以广州市的道路旅客运输行业安全监管作为研究对象,利用作者在从事广州市道路旅客运输行业监管工作时,对行业安全管理情况的了解,以及对管理部门监管措施的熟悉,运用多中心治理理论、政府规制理论,采用文献研究法和实证研究法,分析广州市道路旅客运输行业安全管理现状并总结出事故成因多样化、执法行为主观化、信息化程度低等问题。最后针对以上问题提出相应的建议,一是加强道路交通安全教育,做好道路基础建设;二是加强车辆技术管理,做好车辆动态监控;三是加强多方协同治理,规范政府行政检查平台建设;四是制订第三方监控管理规范,推广第三方监控平台应用;五是加快智能视频监控建设,推广智能视频监控应用。为实践工作提供一定的指导和帮助。更多还原

【Abstract】 With the rapid development of Chinese economy,Chinese road passenger transport industry has also achieved rapid development,and the passenger volume of road passenger transport has gradually increased.However,while the road passenger transport industry is developing,there are also many problems,including non-standard management,uneven service quality,and so on.In particular,road passenger transport is currently facing strong competition from high-speed rail and aviation.The business operation of enterprises has been impacted,the safety investment has been reduced..The number of scheduled line transport has decreased,and the uncertainty of road passenger transport has increased.The environment and challenges facing the development of road passenger transport industry are more complex.How to effectively do a good job in safety management under the new development situation has become the primary problem that the management department needs to solve.In recent years,there are also many researches on the safety management of road passenger transport industry,but most of them stay at the theoretical level,and few of them are combined with examples.In addition,the power and responsibility sharing between the government and transport enterprises is not clear,and the safety management is lack of systematicness,and they stay in improving the local environment.Therefore,the guidance for government supervision departments of road passenger transport industry to comprehensively strengthen safety management is not strong.This paper takes the safety supervision of the road passenger transport industry in Guangzhou as the research object,and makes use of the author’s understanding of the industry safety management and familiarity with the regulatory measures of the management department when he is engaged in the supervision of the road passenger transport industry in Guangzhou,use multi-center governance and government regulation,using literature research and empirical research,analyze the current situation and problems of safety management in the road passenger transport industry in Guangzhou,like the causes of accidents are diversified,the law enforcement behavior is subjective,and the information level is low.Aims at the above problems,this paper puts forward corresponding suggestions,First,strengthen road traffic safety education,do a good job in road infrastructure construction;Second,strengthen vehicle technical management,do a good job of vehicle dynamic monitoring;Third,strengthen multi-party collaborative governance,standardize the construction of government administrative inspection platform;The fourth is to formulate third-party monitoring management standards and promote the application of third-party monitoring platforms;Fifth,accelerate the construction of intelligent video surveillance and promote the application of intelligent video surveillance.It can provide some guidance and help for the practical work.更多还原
