【摘要】 2019年底爆发的新型冠状肺炎病毒(COVID-19,以下简称新冠肺炎),产生了近百年来危害最大的一次全球性疫情。我国以高效的管控应对打赢了抗疫阻击战,其中信息产业及其技术支持的功不可没。在信息社会与风险社会的新时期,信息产业不仅是区域经济社会发展的重要支撑和驱动,对突发事件的应对处置和经济社会发展风险的防控均有举足轻重的作用。同时,信息产业发展使得不同地区的信息资本和信息技术效率产生差异,公众的信息获取与应用场景也有明显差异,直接影响公众对突发事件的判断和行为反应。因此,探析信息产业发展对突发公共卫生事件下的公众行为反应的影响作用,对于突发事件的精准有效防控与处置,乃至区域经济社会安全高质量发展都具有重要的理论价值和现实意义。本文主要从信息产业发展的角度对突发公共卫生事件中公众行为反应进行研究。首先在梳理我国信息产业发展现状的基础上,从质和量两方面对信息产业发展进行衡量。一是通过信息产业综合技术效率对信息产业发展的“质”进行量化,二是通过信息资本对信息产业发展的“量”进行测度。在充分考虑环境因素情况下,运用三阶段DEA法衡量我国30个省2010—2019年的信息产业综合技术效率;在现有研究基础上建立信息资本指标体系,并使用定性和定量相结合的方法对信息资本进行测度。其次,创新调查分析方法,构建基于大数据的公共调查与基于问卷的个体调查框架,实现群体与个体相结合、宏观与微观相结合、主观与客观相结合的数据采集、处理和分析。第三,基于我国30个省的截面数据,运用基准回归模型,研究信息产业对突发公共卫生事件下公众行为反应的直接影响;并从区域和个体层面对两者关系进行异质性分析。第四,用中介效应模型进一步研究信息产业对公众行为反应的影响,研究公众认知水平和韧性感知是否是信息产业影响公众行为反应的传导机制。研究结果表明:第一,中国信息产业正处于高速发展阶段,但信息产业仍存在发展不平衡、不充分等问题,总体呈现“东高西低”的特点,东、中、西部地区之间仍有较大差距。第二,信息产业对突发公共卫生事件中公众行为反应有直接影响作用,经济越发达的地区受信息产业综合技术效率影响更深,而西部地区信息资本影响作用更大。此外,受教育水平越高、社会责任感越强,公众的行为反应更受信息产业发展的影响。第三,在信息产业影响公众行为反应的过程中,公众认知水平和韧性感知有一定的传导作用,进行文化建设提升公众认知能力、进行城市、社区韧性建设提高公众韧性感知可以帮助政府进行疫情防控工作,使整个局势得到及时控制。最后,在上述结论的基础上,本文分别面向信息产业发展和突发公共卫生事件提出相应建议。首先要促进信息产业发展,实现产业结构升级,争取信息产业实现高质量发展;其次要充分发挥信息产业在突发公共卫生事件中的作用,完善应急处理机制;最后,还应该提高公众认知能力,增强城市社区韧性,确保公众有一定的应急能力。更多还原

【Abstract】 The outbreak of a new coronavirus(COVID-19,hereafter referred to as New Coronavirus)at the end of 2019 produced one of the most damaging global outbreaks in the last hundred years.China won the war against the epidemic with an efficient control response,among which the credit goes to the information industry and its technical support.In the new era of information society and risk society,information industry is not only an important support and driver of regional economic and social development,but also plays a pivotal role in dealing with emergencies and preventing and controlling risks of economic and social development.At the same time,the development of information industry makes the information capital and information technology efficiency in different regions differ,and the public’s information access and application scenarios also differ significantly,which directly affects the public’s judgment and behavioral response to emergencies.Therefore,it is of great theoretical and practical significance to analyze the impact of information industry development on public behavioral responses to public health emergencies for the accurate and effective prevention,control and disposal of emergencies,as well as for the safe and high-quality development of regional economy and society.This paper focuses on the study of public behavioral responses in public health emergencies from the perspective of the development of information industry.Firstly,based on the current situation of information industry development in China,the development of information industry is measured from both qualitative and quantitative aspects.The first is to quantify the "quality" of information industry development through the comprehensive technical efficiency of information industry,and the second is to measure the "quantity" of information industry development through information capital.With full consideration of environmental factors,the three-stage DEA method is applied to measure the comprehensive technical efficiency of information industry in 30 provinces from 2010 to 2019;an information capital index system is established on the basis of existing research,and a combination of qualitative and quantitative methods is used to measure information capital.Secondly,innovative survey and analysis methods are used to build a framework of public survey based on big data and individual survey based on questionnaires to realize data collection,processing and analysis combining group and individual,macro and micro,and subjective and objective.Third,based on cross-sectional data from 30 provinces in China,a benchmark regression model is used to study the direct influence of information industry on public behavioral responses under public health emergencies;and the heterogeneity of the relationship is analyzed at the regional and individual levels.Fourth,the mediating effect model was used to further study the influence of information industry on public behavioral responses,and to investigate whether public cognitive level and resilience perception are the transmission mechanisms of information industry influencing public behavioral responses.The research results show that,firstly,China’s information industry is in the stage of rapid development,but there are still problems of unbalanced and insufficient development of the information industry,and the overall characteristics of "high in the east and low in the west",and there is still a large gap between the eastern,central and western regions.Second,the information industry has a direct impact on public behavioral responses in public health emergencies,and the more economically developed regions are more deeply influenced by the comprehensive technical efficiency of the information industry,while the western region has a greater role in the impact of information capital.In addition,the higher the level of education and the stronger the sense of social responsibility,the more the behavioral responses of the public are influenced by the development of the information industry.Third,in the process of information industry influencing public behavioral response,public cognitive level and resilience perception have a certain transmission effect,and cultural construction to enhance public cognitive ability and urban and community resilience construction to improve public resilience perception can help the government to carry out epidemic prevention and control work,and the whole situation can be controlled in time.Finally,on the basis of the above conclusions,this paper puts forward corresponding suggestions for the development of information industry and public health emergencies respectively.Firstly,we should promote the development of information industry,realize the upgrading of industrial structure,and strive for the information industry to achieve realize high-quality development;secondly,we should give full play to the role of information industry in public health emergencies and improve the emergency handling mechanism;finally,we should also improve the public cognitive ability,enhance the resilience of urban communities,and ensure the public has certain emergency response capability.更多还原
