【摘要】 近几年来,儿童社会工作作为全球促进儿童发展的重要工作方法之一,受到越来越多国家的重视。联合国《儿童权利公约》强调儿童拥有独立的社会地位,并依法享有社会主体应有的权利。当前我国社区治理注重社区自治、多主体共同参与。儿童作为社区参与主体的一部分,却因社会化程度和社区参与经验被排除在社区参与群体之外。社区儿童的参与需求往往被忽略。儿童社区参与的缺乏可能会影响儿童自身的成长发展,对于社区而言也不利于社区民主建设的推进。因此,社区的建设发展需要推进儿童群体进行社区参与。改变儿童在社区参与中的无力、无权的状况,培养儿童成为一名具有社区意识及社区参与能力的公民。本文以鄂尔多斯市B社区儿童议事会小组的专业服务过程为基础,发挥社会工作在儿童社区参与中的专业优势。以提升儿童社区参与意识和社区参与能力为目标,通过社会工作专业方法和技巧助推儿童进行社区参与,改善儿童社区参与缺乏的现状。最后,对小组工作的服务实践经验进行总结,提出可持续的儿童社区参与机制,完善儿童社区参与社会支持网络等对策建议。助力社区多元治理新模式形成,为构建儿童友好社区提供实例参考。更多还原

【Abstract】 In recent years,children’s social work,as one of the important working methods to promote children’s development worldwide,has been attached importance by more and more countries.The United Nations Convention on the Rights of the Child emphasizes that the child has an individual position in society and is entitled to the rights of a social entity in accordance with the law.Community governance in the new era mainly focuses on the participation of multiple subjects in the community.However,in the traditional community governance system,children are excluded from the community participation group due to factors such as the degree of socialization and lack of community participation experience,and the participation needs of community children are often ignored.In the process of children’s growth,the absence of children’s community involvement not just impacts children’s own growth and development,but also affect the democratic development of the community.As one of the important issues of community construction and development,children’s community participation should consider how to transform the powerlessness and disempowerment of children in community participation.And how to prepare children to become community-conscious and engaged citizens.Based on the professional services of the Children’s Council Group in B Community of Ordos,this paper gives full play to the professional advantages of social work in children’s community participation.With the goal of enhancing children’s awareness and ability of community participation,it promotes children’s community participation through professional methods and skills of social work and changes the current situation of children’s lack of community participation.Finally,the paper summarizes the practical experience of the group’s work,puts forward the sustainable mechanism of children’s community participation,and improves the social support network of children’s community participation.Help the formation of a new model of community pluralistic governance,and provide a case reference for building child-friendly communities.更多还原
