【摘要】 迈入“十四五”新发展时期,坚持以人为核心的新型城镇化道路,加速推进流动人口城镇化与人口市民化进程,促进社会的和谐稳定发展是当前亟需完成的关键任务。近些年来,大规模的流动人口源源不断的涌入城市,但进入城市并不代表融入城市,社会地位及权利的不平等使得新市民与原市民之间的距离不断扩大,实现新市民与原市民社会融合的路上困难重重。新市民进入城市大都选择租房居住,“租购同权”政策的出现使得租房群体与购房群体的公共服务权利变得对等,两者之间的权利差距缩小,因此,在新型城镇化的时代背景之下,探究“租购同权”政策是否可以加速新市民与原市民之间的社会融合,具有较强的现实意义与研究价值。本文选取CLDS数据库2014、2016及2018三年的数据,筛选问卷问题,运用探索性因子分析方法构建新市民社会融合水平的测度体系,计算新市民社会融合水平得分,采用双重差分模型进行实证分析,在通过PSM-DID稳健性检验及安慰剂检验的基础上,进一步讨论“租购同权”政策对于新市民社会融合影响的异质性。研究表明:第一,“租购同权”政策显著提升了新市民社会融合水平,实证结果通过了稳健性检验与安慰剂检验;第二,“租购同权”政策对新市民社会融合的影响具有显著异质性,对于东部地区新市民以及拥有农业户口新市民的社会融合具有显著的推动作用,而对于非东部地区及非农户口的新市民社会融合水平提升并未体现显著的正向作用;第三,单独分析社会融合各个维度发现,“租购同权”通过增强新市民“心理融合”及“文化融合”水平来实现对新市民社会融合总体水平的拉动。研究建议应在全国范围内,尤其是人口流入大中城市,实行并真正落实“租购同权”政策,进一步发挥其对新市民社会融合的正面拉动作用,但与此同时要警惕政策所带来的的负面影响。本文在新型城镇化背景之下探究了“租购同权”对新市民社会融合的影响效应,为“租购同权”政策后续的改善和调整提供了方向,为如何让新市民拥有平等的城市空间权利生成了答案,为实现社会空间平等局面做了良好铺垫,为提升新市民在城市的归属感、安全感、幸福感提供了参考。更多还原

【Abstract】 As we enter the new development period of the 14 th Five-Year Plan,the key task to be accomplished is to adhere to the new type of urbanisation with people at its core,accelerate the urbanisation of the migrant population and the citizenship of the population,and promote the harmonious and stable development of society.In recent years,there has been a continuous influx of mobile population into the city,but entering the city does not mean integrating into the city.The unequal social status and rights make the distance between the new citizens and the original citizens widen,making it difficult to achieve social integration between the new citizens and the original citizens.Most of the new citizens choose to live in rented houses when they enter the cities,and the emergence of the policy of "rent-to-own" makes the public service rights of the renting group and the buying group equal,and the gap between their rights is narrowed.Therefore,in the context of new urbanization,it is of great practical significance and research value to investigate whether the policy of "rent-to-own" can accelerate the social integration between new citizens and former citizens.This paper selects data from the CLDS database for three years,2014,2016 and 2018,screened the questionnaire questions,assessed the level of social integration of new citizens using exploratory factor analysis and calculated an estimate of the level of social integration of new citizens,used a double difference model for empirical analysis,and passed the PSM-DID robustness test and placebo test to further discuss the heterogeneity of the impact of the "rent-to-own" policy on the social integration of new citizens.The findings show that: firstly,the "rent-to-own" policy significantly improves the social integration of new citizens,and the empirical results pass the robustness test and the placebo test,secondly,the impact of the "rent-to-own" policy on the social integration of new citizens is significantly heterogeneous,with a significant boosting effect on new citizens in the eastern region and those with agricultural households,while a positive effect on the social integration of new citizens in the non-eastern region and those with non-agricultural households is not evident,thirdly,when analysing each dimension of social integration separately,it was found that the "rent-to-own" had a positive effect on the overall level of social integration of new citizens by enhancing their "psychological integration" and "cultural integration".The study recommends that the "rent-to-own" policy should be implemented nationwide,especially in large and medium-sized cities with an influx of population,to further exploit its positive impact on the social integration of new citizens,but at the same time be wary of the negative effects of the policy.This paper explores the effect of "rent-to-own" on the social integration of new citizens in the context of new urbanization,provides directions for the subsequent improvement and adjustment of "rent-to-own" policy,generates answers for how to let new citizens have equal rights to urban space,paves the way for achieving spatial equality in society,and provides references for enhancing new citizens’ sense of belonging,security,and happiness in the city.更多还原
