【摘要】 公路运输是支撑社会发展的重要因素,是力促经济发展的基础。近年来,新疆油气田勘探开发高速发展。随着油气田专用公路里程的不断增长,加之地方交通的融合、涌入,油气田专用公路安全形势日渐严重。基于新疆油气田专用公路交通安全发展现状和前景,本着减少油气田专用公路交通事故或降低交通事故的受害程度目的,对新疆油气田专用公路交通安全进行影响因素分析与评价研究具有较重要的理论和现实意义。首先,本文论述新疆油气田专用公路的研究背景及交通安全的发展、国内外交通安全研究综述,总结新疆油气田专用公路自身特性,对影响新疆油气田专用公路交通安全的各类因素进行系统分析;并根据人-车-路-环境-管理五方面动态因素构建新疆油气田专用公路交通安全系统,与此同时剖析了十四五时期新疆油气田专用公路交通安全的发展趋向。科学研究了道路交通安全评价的基础理论及新疆油气田专用公路交通安全评价方法,汇总了各评价方法的优点和不足,并进一步提出完善新疆油气田专用公路交通安全评价的方法。其次,结合新疆油气田专用公路评价指标及其交通安全实际特点,基于AHP-FCE(层次分析法、模糊综合评价法)创建新疆油气田专用公路交通安全评价指标体系。新疆油气田专用公路交通安全评价的目的是科学合理、精确地鉴别影响道路交通安全的首要因素,创建新疆油气田专用公路交通安全评价体系。使新疆油气田专用公路的交通安全状况评价更加综合、客观;帮助新疆油气田企业相关部门查找交通安全问题,为油气田专用公路交通安全提供策略指导,为安全措施制定提供借鉴。最后,应用研究理论,根据某油气田专用公路工程的统计资料,对案例项目进行评价研究,分析影响其交通安全的主要问题,并针对性提出了交通安全保障措施。更多还原

【Abstract】 Transportation is the link of national economic development and the basic condition of promoting economic development.In recent years,the exploration and development of oil and gas fields in Xinjiang has developed rapidly.With the increasing mileage of accommodation highway for oil and gas fields and the integration and influx of local traffic,the traffic safety situation of accommodation highway is becoming more and more serious.Based on the current situation and prospect of traffic safety development of special highway for oil and gas fields in Xinjiang,it is of great theoretical and practical significance to analyze and evaluate the influencing factors of safety of accommodation highway for oil and gas fields in Xinjiang in order to reduce traffic accidents or reduce the degree of traffic accidents.First of all,this paper describes the research background,the development of highway safety evaluation and the general situation of highway safety research at home and abroad,summarizes the characteristics of Xinjiang oil and gas field highway itself,and analyzes the influencing factors of traffic safety of oil and gas field highway.According to the five dynamic factors of man vehicle road environment management,the traffic safety system of Xinjiang oil-gas field accommodation highway is established,and the development trend of the traffic safety of Xinjiang oil-gas field accommodation highway during the fourteenth five-year Plan is analyzed.This paper describes the guiding ideology of traffic safety evaluation research,introduces the safety evaluation methods for oil and gas field high-way,and introduces and compares the characteristics and application characteristics of various evaluation methods,so as to put forward the selection of evaluation methods.Secondly,the traffic safety evaluation model of Xinjiang oil and gas field highway was established based on analytic hierarchy process(AHP)and fuzzy evaluation method.The purpose of traffic safety evaluation of Xinjiang oil and gas field special roads is to scientifically and accurately identify the main factors affecting traffic safety and establish the traffic safety evaluation index system of oil and gas field special roads.To comprehensively and objectively confirm or assess the traffic safety conditions of special roads;Assist traffic safety management departments and oilfield enterprises to diagnose the crux of traffic safety,and provide reference for the formulation of traffic safety strategies and measures for oil-gas field highway.Finally,according to the statistical data of the special highway project of an oil and gas field,the case project is evaluated and studied,the main problems affecting its traffic safety are analyzed,and the traffic safety guarantee measures are put forward.更多还原
