【摘要】 东西部扶贫协作是中央作出的一项重要战略。进入新发展阶段,西部省份虽然全面脱贫奔小康,但东西部省份差距依然较大,迫切需要率先发展起来的东部地区加大对西部地区发展的支持力度。闽宁对口扶贫协作(以下简称闽宁协作)是习近平总书记亲自开创、亲自推动的伟大事业,是东西部扶贫协作的示范样板,其最显著的一个特点,就在于其制度奠基和不断创新。因此在新形势下,通过对闽宁协作制度执行绩效研究,进而完善东西部协作制度体系,意义十分重大。本文在脱贫理论、区域合作理论、绩效评价理论、制度理论的基础上,从组织领导机制、结对帮扶机制、精准施策机制、双向合作机制、考核评价机制等方面对现有的闽宁协作制度体系进行总结概括,从闽宁两省区结对帮扶地区的组织领导、结对帮扶、助力脱贫攻坚、区域协作、促进乡村振兴、被帮扶县受益情况等方面的制度执行情况进行研究,进而建立制度执行绩效评估体系;采用熵值法、DEA模型中的SBM模型(Slacks-basedmodel)等定量方法对闽宁协作制度效果进行评价和对比;最后在实证总结基础上,结合新发展阶段东西部协作的形势变化、目标变化、任务变化,提出进一步完善东西部协作制度体系的意见建议。值得一提的是,总结东西部扶贫协作现有制度经验,并根据新形势新目标新任务,提出构建完善东西部协作制度体系的意见建议,是一个具有中国特色的新的时代课题,意义十分重大,既可以丰富我国的反贫困理论和区域合作理论,又拓展了中国和世界反贫困的模式选择,为东西部协作提供一些新的视角和具体措施,具有重要的学术价值、理论价值和实践价值。更多还原

【Abstract】 The East-West Cooperation in Poverty Alleviation is an important strategy made by the Central Government.Although the western provinces have been lifted out of poverty in an all-round way and moved towards a well-off society,in the new development stage,the gap between the eastern and western provinces is still outstanding.Thus,it is urgent for the eastern part of China,which has taken the lead in development,to back up the western regions.Initiated and promoted by the Secretary General Mr.XI Jinping personally,the poverty alleviation cooperation between Fujian and Ningxia,as a greatest cause,is a vivid example and model of the East-West Cooperation in poverty alleviation,whose most remarkable highlight lies in its system foundation laying and its continuous inheritance and innovation.Under the new situation,therefore,it is of great significance to improve the East-West cooperation system,through the studies on the execution effect of the system between Fujian and Ningxia.On the basis of the poverty alleviation theory,regional cooperation theory,performance assessment theory and system theory,this paper summarizes the existing poverty alleviation cooperation system between Fujian and Ningxia from the aspects of organization and leadership mechanism,pair assistance mechanism,targeted policy implementation mechanism,two-way cooperation mechanism,and assessment and evaluation mechanism.The paper studies the execution of the system in terms of organization leadership,pair assistance,poverty alleviation,regional cooperation,rural revitalization and the benefits of the assisted counties in Fujian and Ningxia,and further establishes the implementation performance evaluation system.In this study,quantitative methods such as entropy method and SBM model are employed to evaluate and compare the poverty alleviation cooperation system between Fujian and Ningxia.Finally,based on the empirical summary,and combined with the changes of the situation,the objectives and the tasks in the new development stage,this study comes up with opinions and suggestions to further improve the institutional system of the East-West cooperation in poverty alleviation.It is worth mentioning that to summarize the existing eastern and western poverty alleviation cooperation system and its work experience,so as to raise proposals and opinions of improving the system according to the new situation,the new task and the new goal,is a subject of the times with Chinese characteristics and therefore of great significance.By providing new perspectives and concrete measures for the East-West Cooperation,this study will be of remarkable academic,theoretical and practical value in not only enriching our country’s anti-poverty theory and regional cooperation theory,but also expanding the anti-poverty mode selection of China and the world as well.更多还原
