【摘要】 当前世界人口的发展特点是人口老龄化,以国际上通行的老龄化标准:60岁以上人口数量占总人口数量比值达10%,或65岁以上人口数量占总人口数量比值达7%来判断,我国早就进入了老龄社会,养老问题早已经逐渐地成为我国社会亟待解决的重要问题。本文以眉山市彭山区为研究对象,深入研究社区居家养老服务存在的问题及对策。为了解眉山市彭山区社区居家养老服务的发展现状,本次研究对彭山区社区居家养老服务的供给情况等开展了问卷调查,对养老服务中心的运行情况进行了实地访谈。通过调查发现,社区居家养老是老年人比较接受的养老方式,既解决了空巢老人子女无暇顾及的问题,也有利于缓解养老机构床位少费用高的问题。随着眉山市彭山区养老服务工作的不断发展,在推进过程中,也存在一定的问题。社区居家养老服务设施的使用率利用率不高,未能很好的满足老年人社区居家养老服务的需求。彭山区的相关配套支持政策也未能很好地运用到位,社会资本来源少、动力不足、专业人员的数量和质量都有待提高、养老服务的供需不平衡等等,这些问题都在一定程度上制约了彭山区社区居家养老服务的发展,成为一项亟待解决的问题。接下来,发现了问题之后,对问题背后的原因进行了分析:一是眉山市彭山区社区居家养老服务的体系不健全,多元主体的作用不能充分发挥;二是财政资金、社会资金投入不足;三是社会组织缺乏主观能动性;四是社区居家养老服务的供需信息不对称。针对以上问题,对优化社区居家养老服务提出了对策建议,主要包括健全社区居家养老服务体系、加大财政投入和激活社会资本参与热情、加大对社会组织的引导和激励、以需求为导向丰富服务内容。本文通过对眉山市彭山区社区居家养老服务的问题及对策研究,为我国社区居家养老服务研究提供了实例。同时,本研究对我国区县一级推进社区居家养老服务的改革和优化具有较大的参考价值。更多还原

【Abstract】 The current development of the world’s population is characterized by population aging.According to the internationally accepted standard for population aging which is the number of people over 60 years old accounts for 10% of the total population,or the number of people over 65 years old accounts for 7% of the total population,China has entered into an aging society a long time ago,and the issue of elderly care has gradually become an important issue that needs to be solved urgently.Based on the location of Pengshan District,Meishan City,the thesis deeply studies the problems and countermeasures of community home-based elderly care services.In order to understand the development status of home care services in Pengshan District of Meishan City,this study conducted a questionnaire survey on the supply of home care services in the communities of Pengshan,and conducted on-site interviews in the elderly care service center.It is found that community-based care for the elderly is more acceptable for the elderly,which not only solves the problem of the lack of energy of the children of the empty nesters,but also helps alleviate the problem of fewer beds and high costs in elderly care institutions.With the continuous development of elderly care services in Pengshan District,Meishan City,there are also certain problems.The utilization rate of the community service for home care facilities is low,and fails to meet the needs of the elderly.The relevant supporting policies in Pengshan District have not been put in place.There are a few sources of social investment,insufficient motivation,insufficient number and quality of professionals,and the imbalance of supply and demand for elderly care services,etc.These problems are all restricted to a certain extent.The development of home care services in the Pengshan District community has become an urgent problem to be solved.Next,After the problems are found,the reasons behind the problems are analyzed.First,the system of community home care service in Pengshan District is not sound,and the role of multiple subjects can not be fully played;second,financial and social funds are insufficient;third,social organizations are lack of subjective initiative;fourth,information between supply and demand of community services for home care is asymmetry.In response to the above problems,the thesis puts forward countermeasures and suggestions for optimizing community services for home care,including improving the community service for home care system,increasing financial investment,activating the enthusiasm of social capital participation,increasing guidance and incentives to social organizations,and enrich the service content by the demand.Through the research on the problems and countermeasures of community home-based care services in Pengshan District,Meishan City,the thesis provides an example for the research on community-based home-based care services in my country.At the same time,this study has great reference value for promoting the reform and optimization of community home-based care services at the district and county level in my country.更多还原
