【摘要】 随着我国经济社会发展,人口老龄化程度持续加深,第七次全国人口普查数据显示,我国60岁以上人口已达2.6亿,占总人口的18.7%,而四川省60岁以上人口占比已达21.71%。传统观念中往往对老龄化持消极态度,但随着社会发展理论研究的深入,“积极老龄化”的理念逐渐成为世界各国应对老龄化的重要参考,近年来,中央和地方各级政府都高度重视人口老龄化问题,党中央在“十四五”规划中,首次将积极应对老龄化上升为国家战略,而养老服务作为应对老龄化的核心问题,已逐渐成为关乎国计民生的头等大事之一。基于我国传统文化和国情,我国老年人在各类养老模式中更倾向于选择社区居家养老。本文从积极老龄化理论视角出发,通过文献梳理并结合当前社区居家养老服务实际情况,明确了积极老龄化视角下的社区居家养老的概念内涵。并以成都市武侯区玉林街道辖区老年人为研究对象,通过调查研究,探索老年人积极老龄化程度与社区居家养老需求的联系,从积极老龄化理论“健康、参与、保障”三个维度,结合需求层次理论,分析当前玉林街道老年人社区居家养老服务的现状、问题及原因,最后运用福利多元主义理论结合工作实际提出对策建议。本文分为六章,第一章阐述本文的研究背景及意义,回顾相关研究,并明确研究设计;第二章明确本文的概念界定和理论基础;第三章从积极老龄化视角入手,对成都市武侯区玉林街道社区居家养老服务情况进行调查分析;第四章分析当前社区居家养老服务的现状、问题及原因;第五章根据相关理论和工作实际,提出对策;第六章总结研究结论和不足。通过研究分析,本文发现:一是当前社区老年人积极老龄化水平整体不高,特别是在积极学习、建立经济保障、积极融入社会方面水平较低;二是当前老年人对社区居家养老服务需求,大致可以分为精神文化、安全保障、日常生活三类,老年人对安全保障类服务需求最高,其次是精神文化类服务,最后是日常生活类服务;三是老年人积极老龄化水平会对其社区居家养老服务需求产生影响;四是老年人对社区居家养老服务资源利用存在消极被动的特点。为提高老年人积极老龄化水平,推进社区居家养老服务发展,本文认为应采取四项措施:一是要加强分类施策,精准填补服务短板;二是要明确政府职能,鼓励多元主体参与;三是要坚持需求导向,优化服务供给水平;四是要完善基础设施,建设老年友好社区。更多还原

【Abstract】 With the development of the social economy,the degree of population ageing continues to deepen.According to the results of the seventh national population census conducted by the National Bureau of Statistics,the population over 60 years old in China has reached 260 million,accounting for 18.7%of the total population,while the proportion of the population over 60 years old in Sichuan province has reached 21.71%.Our society used to have a negative attitude towards population ageing,but with the deepening of social development research,"active ageing" has become an important reference of the coutries which are coping with ageing population.Our governments also attach highly importance to the problem of population aging.Actively Coping with Population Ageing has become a major national strategy for the first time in the14th Five Year Plan.As the core problem of coping with ageing,the elderly service has become one of the top issues related to the national economy and people’s livelihood.Thanks to Chinese traditional culture and national conditions,the elderly in China are more inclined to choose community home-based elderly care.From the perspective of active ageing theory,this paper clarified the concept and connotation of community home-based elderly care through literature review and practical analysis.This paper is a study on the relationship between active ageing degree and the demand of community home-based elderly care through an investigation in Yulin street,wuhou district of Chengdu.From the three dimensions of "health,participation and security" of active ageing theory,combined with the hierarchy of needs theory,this paper analyzes the current situation,problems and causes of the community home-based elderly care in Yulin street,and puts forward countermeasures and suggestions based on the theory of welfare pluralism and practical work.This paper is divided into six chapters:The first chapter expounds the research background and research design of this paper.The second chapter clarifies the theoretical basis and concept definition of this paper.The third chapter makes an empirical analysis of the urban community home-based elderly care services in Yulin Street,Wuhou District,Chengdu city from the perspective of positive aging.The fourth chapter analyzes the current situation and problems of community home-based elderly care service.And analyzes the causes of the problems.The fifth chapter puts forward countermeasures according to relevant theories and practice.The sixth chapter summarizes the research conclusions and shortcomingsThe main findings are as follows:1.The active aging level of the elderly in the community is not high,especially in the aspects of engaging in active learning,building up financial security,and being actively engaged with society.2.the elderly’s needs for community home-based elderly care services can be roughly divided into three categories:spiritual and cultural services,security services and daily life.The elderly have the highest demand for security services,followed by spiritual and cultural services,and finally,daily life services.3.The active aging level of the elderly will have an impact on their needs for community home-based elderly care services.4.The elderly are passive in the utilization of community home care service resources.In order to improve the active aging level of the elderly and promote the development of community home-based elderly care services,this paper puts forward three countermeasures:1.take better targeted measures to address weaknesses in services.2.clarifying government functions and encourage the participation of multiple subjects.3.insist on demand guidance and optimize service supply level.4.perfect infrastructure construction and build elderly friendly community.更多还原
