【摘要】 21世纪以来,特别是党的十八大以来,中国的志愿服务活动在社会重大事件中发挥着越来越重要的作用,从中央到地方加大对志愿者工作的资源倾斜,社会公共领域事业各项配套政策举措渐次落地,志愿服务呈现出蓬勃发展的趋势,志愿服务组织数量、志愿者参与人数等指标持续增长,志愿服务组织在经济社会发展中发挥着越来越重要的作用,在湖北省秭归县,志愿服务也展示出独特的经济效应。志愿服务的社会效应已得到普遍认同,结合新时代文明实践活动,湖北省秭归县的志愿服务也凭借当地政府和民众的共同参与发展成为了一个品牌项目,同时也被地方党政视为一项社会事业工程。但长期以来,志愿服务的经济效应却一直被忽视,政府、社会对这一问题的认识都十分模糊,甚至国内外学术界也缺乏相应的关注和研究,政府统计的数据中,反映志愿服务的相关经济效应数据也十分不足。因此,本文以秭归县志愿服务的经济效应为论点,以一个新颖的思考维度探索志愿服务的经济价值,为地方政府政策制定或相关决策提供一定参考依据。本文首先提出了志愿服务经济价值长期被忽视的问题,阐述了国内外学界对志愿服务等相关组织的经济价值研究现状。在此基础上,文章对关键概念做了定义,引入了社会责任理论、新公共服务理论、志愿服务基本理论作为研究的视角和理论基础。然后,通过对秭归县志愿服务的现状、不足及其原因分析,论述了志愿服务产生经济效应的内在机制以及应当重点分析的影响要素。其次,立足于秭归县志愿服务实际,通过比较分析国内外非营利部门、志愿服务组织经济价值的核算方法,测算出长期以来秭归县志愿服务的经济价值。再次,根据本文对相关经济效应分析出的重要影响要素,对志愿服务与地区生产总值、吸纳固定就业人数、城镇人均年收入水平、农村人均年收入水平、区域人均消费水平、脱贫率之间的相关性进行了实证分析。最后,根据全文的论述结果提出了要将志愿服务纳入县域经济体系建设、加强政府购买志愿服务的力度、加强志愿服务组织专业化服务能力、加强对志愿服务的保障激励四个方面的建议。更多还原

【Abstract】 Since the 21 st century,especially since the 18 th National Congress of the Communist Party of China,China’s voluntary service activities have played an increasingly important role in major social events.The central and local governments have increased the resource preference for volunteer work,and various supporting policies and measures for social and public undertakings have been gradually implemented.Voluntary service has shown a trend of vigorous development,and the number of voluntary service organizations and volunteer participants have continued to grow,Voluntary service organizations play an increasingly important role in economic and social development.In Zigui County,Hubei Province,voluntary service also shows a unique economic effect.The social effect of voluntary service has been generally recognized.Combined with the practice of civilization in the new era,the voluntary service in Zigui County,Hubei Province has also developed into a brand project with the joint participation of the local government and the people.At the same time,it is also regarded by the local party and government as a social cause project.However,for a long time,the economic effect of voluntary service has been ignored.The government and society have a very vague understanding of this problem.Even the academic circles at home and abroad lack corresponding attention and research.The data reflecting the relevant economic effect of voluntary service is also very insufficient in the government statistical data.Therefore,this paper takes the economic effect of voluntary service in Zigui County as the argument,explores the economic value of voluntary service with a novel thinking dimension,and provides a certain reference basis for local government policy-making or relevant decision-making.Firstly,this paper puts forward the problem that the economic value of voluntary service has been neglected for a long time,and expounds the research status of the economic value of relevant organizations such as voluntary service in academic circles at home and abroad.On this basis,the paper defines the key concepts,and introduces the social responsibility theory,the new public service theory and the basic theory of voluntary service as the research perspective and theoretical basis.Then,through the analysis of the current situation,deficiencies and causes of voluntary service in Zigui County,this paper discusses the internal mechanism of the economic effect of voluntary service and the influencing factors that should be analyzed.Secondly,based on the reality of voluntary service in Zigui County,the economic value of voluntary service in Zigui County for a long time is calculated by comparing and analyzing the accounting methods of the economic value of non-profit departments and voluntary service organizations at home and abroad.Thirdly,according to the important influencing factors analyzed by this paper on the relevant economic effects,this paper makes an empirical analysis on the correlation between voluntary service and regional GDP,absorption of fixed employment,urban and local per capita annual income level,rural per capita annual income level,regional per capita consumption level and poverty eradication rate.Finally,according to the discussion results of the full text,this paper puts forward four suggestions that voluntary service should be included in the construction of county economic system,strengthen the government’s purchase of voluntary service,strengthen the professional service ability of voluntary service organizations,and strengthen the guarantee and incentive of voluntary service.更多还原
