【摘要】 某央企计划参与到医院的建设投资,实现企业转型发展。然而,该央企在医院PPP方面的实践尚处于探索阶段。在此背景下,本文将研究其如何认清自身面临的主要问题,并制定相应的解决措施,为该央企参与医院PPP项目提供参考。首先,通过文献阅读、政策分析等方法,对我国医院的发展历史、发展状况、发展问题等进行全面梳理,对某央企的基本情况和发展诉求做简单介绍,此部分展现出我国医院的发展遇到了瓶颈以及某央企对投资公立医院建设的发展述求;其次,从政策和实践的角度分析了我国公立医院以常规模式发展出现的问题,用PPP模式发展所具有的优势以及所面对的问题,本部分研究认为,央企参与公立医院PPP项目具有必要性和可行性;再次,通过SWOT模型全面分析当前环境下某央企参与公立医院PPP项目的优势、劣势、机遇和威胁,其中主要优势是体制优势、技术优势、资金优势等;主要劣势是决策效率不高、管理创新不足、PPP项目经验不足等;面临的机会是国家医改政策认同PPP模式的应用,同时,某央企上级单位明确支持该企业在医疗领域的投资;面临的威胁是当前政府的管理水平参差不齐,履约机制不健全,加上某央企相关经验不足,或许会为投资带来风险。在此基础上,按照发挥优势、避免劣势、抓住机遇、防范威胁的原则,针对SO、ST、WO、WT四种组合,分别提出相应的战略措施,如应对WT组合,提出项目选择谨慎,避免履约差的政府;提升管理效率,完善合约细节,促使政府履约;引进经验丰富PPP人才,填补劣势等战略。随后,通过对标案例研究,总结政府在医院PPP项目中对社会资本的要求和期望,主要包括资金能力、技术能力、投资运营能力等方面,从而为下一章的解决方案提供研究基础;最后,针对SWOT分析、对标案例分析的研究结论,总结影响某央企参与公立医院PPP项目的核心关键问题,即医院PPP项目经验不足、相关人才资源缺乏等,并从适应我国政治经济环境、加强前期调查研判、建立外部智库等方面等方面给出有针对性的应对策略。本文以某央企为研究主体,研究结论可以为该企业投资公立医院PPP项目提供决策参考,也对其他国有企业参与PPP项目具有一定的参考价值。更多还原

【Abstract】 After the outbreak of the new crown disease,a central enterprise made a judgment that the state would increase the investment in the field of medical construction and tilt the policy.However,the traditional business areas of the central enterprise are architectural engineering design,consulting,and so on.The practice of hospital PPP is still in the exploratory stage.In this context,this paper will study how to recognize the main problems faced by the central enterprise,and formulate corresponding measures to provide reference for the central enterprise to participate in hospital PPP projects.First of all,through literature reading,policy analysis and other methods,the development of hospitals in China’s history,development status,development issues,and so on,the basic situation and development of a central enterprise to make a brief introduction,this part shows the bottleneck of the development of our country’s hospitals and the requirement of a central enterprise to invest in the construction of public hospitals.Secondly,from the perspective of policy and practice,this paper analyzes the problems in the development of China’s public hospitals in the conventional mode,the advantages and problems faced by the development of PPP mode,it is necessary and feasible for central enterprises to participate in public hospital PPP project.Thirdly,SWOT model is used to analyze the advantages,disadvantages,opportunities and threats of a central enterprise participating in PPP project of public hospital The main disadvantages are low decision-making efficiency,lack of management innovation,lack of experience in PPP projects,etc.,a Central Enterprise’s superior clearly supports the enterprise’s investment in the medical field;the threat is that the current level of government management is uneven,the implementation mechanism is not sound,coupled with the relevant lack of experience of a central enterprise,may bring risks to the investment.On this basis,in accordance with the principle of giving full play to advantages,avoiding disadvantages,seizing opportunities and guarding against threats,this paper puts forward corresponding strategic measures for the four combinations of SO,St,WO and WT,such as dealing with the combination of WT and cautious selection of projects,to avoid poor performance of government;to improve management efficiency,improve contract details,to promote government compliance;to introduce experienced PPP talents,fill disadvantages and other strategies.Then,through a case study of bidding,the paper summarizes the government’s requirements and expectations for social capital in hospital PPP projects,including capital capacity,technical capacity,investment and operation capacity,etc.,finally,according to the research conclusion of SWOT analysis and bid case analysis,this paper summarizes the key issues that affect a central enterprise’s participation in public hospital PPP project,this paper puts forward some corresponding countermeasures from the aspects of adapting to the political and economic environment of our country,strengthening the pre-investigation and judgment,establishing the external think tank and so on.In this paper,a central enterprise as the main body of research,the research conclusions can provide a reference for the enterprise to invest in public hospital PPP project,and also for other state-owned enterprises to participate in PPP project.更多还原
