【摘要】 2014年,李克强总理在第八届夏季达沃斯论坛上提出了要在全中国掀起“大众创业”以及“草根创业”的新浪潮,逐渐形成“万众创新”和“人人创新”的新态势。随着改革开放逐渐走向深化,中西部地区经济迅速发展,为农民工返乡创业创造了一定的基础条件,同时,2017年习近平总书记在十九大报告中提出的乡村振兴战略更进一步推动了农民工返乡创业的发展,使我国农民工返乡创业出现了新的浪潮。农民工利用在外务工所积累的资金、技术和经验返乡创业具有十分重大的意义。首先,农民工返乡创业能够大幅的提升精准扶贫效率,帮助农民工脱贫致富,强有力地巩固我国脱贫攻坚战成果;其次,农民工返乡创业有利于推动城乡统筹发展和加快城镇化建设的进程;再次,农民工返乡创业可以有效地促进乡村振兴战略的落实和发展,有助于探索农村新型发展道路。但是创业并非易事,而作为接受教育程度普遍不高的农民工要想取得成功则更是难上加难,他们迫切希望得到地方政府给与政策、服务等方面的大力支持。虽然中央、省、市、区各级政府部门都陆续出台了许多支持农民工返乡创业的政策,但总的来说,由于有些政府部门对农民工返乡创业重视程度不足,导致有些政策门槛高、落地难,农民工返乡创业服务机构及人员职责意识不强、经办人员素质不高,政府资金支持力度不足,培训的满意度不高等问题,使农民工在创业过程中遇到了诸多困难。在促进农民工返乡创业工作中,四川省Y市政府本应尽量在政策、服务等各方面为返乡创业的农民工提供保障,尽可能降低他们创业的风险、有效降低他们创业的各项成本。然而,通过实地的调查走访和对已有的相关的政策等进行分析发现,当前,四川省Y市政府支持农民工返乡创业工作仍存在一些问题和不足,所以,本文以四川省Y市政府支持农民工返乡创业情况为研究对象,介绍了农民工返乡创业的背景及其意义、农民工返乡创业的相关概念和基本理论阐述、文章研究思路与研究方法,通过对农民工返乡创业者对政策的需求、资金的需求、培训的需求和对政府服务的需求进行需求调查,同时又对目前四川省Y市政府为农民工返乡创业者提供的政策、资金、培训和服务以及农民工返乡创业者对政府提供服务的满意度进行调查分析,从而得出在服务农民工返乡创业工作中所存在的四个问题,即政府为农民工返乡创业提供的政策不足,政府为农民工返乡创业提供的金融支撑不足、政府为农民工返乡创业提供的创业培育不足和政府为农民工返乡创业提供的服务不足,并根据存在的问题分析了五点原因,制定的政策不完善、政策宣传不到位、缺乏创业专项资金、政府创业培育能力不足和政府服务能力不足,最后针对问题和原因,向四川省Y市政府支持农民工返乡创业工作提出五点工作建议,政府要完善农民工返乡创业的政策内容、政府要加大农民工返乡创业的政策宣传、政府要加大农民工返乡创业的金融支持、政府要增加农民工返乡创业培育和政府要提高农民工返乡创业服务供给能力,通过针对性的对策,推进四川省Y市政府支持农民工返乡创业工作的开展,激发农民工返乡创业热情,吸引更多外出务工的农民工回乡创业,从而切实助推Y市乡村振兴和美丽新村建设。更多还原

【Abstract】 In 2014,At the 8th Summer Davos Forum,Premier Li Keqiang proposed a new wave of "mass entrepreneurship" and "grassroots entrepreneurship" across China,gradually forming a new trend of "mass innovation" and "innovation for all".With deepening reform and opening up gradually,the Midwest regional rapid economic development,to create a certain basic conditions for migrant workers return home entrepreneurship,at the same time,xi general secretary in 19 major report 2017 rural revitalization strategy to further promote the development of the migrant workers return home entrepreneurship,has created new wave of migrant workers return home entrepreneurship in China.It is of great significance for migrant workers to use the capital,technology and experience accumulated by working outside to return home and start their own businesses.First of all,migrant workers returning home to start their own businesses can greatly improve the efficiency of targeted poverty alleviation,help migrant workers to get rid of poverty and become rich,and strongly consolidate the achievements of China’s poverty alleviation campaign.Secondly,migrant workers returning home to start their own businesses is conducive to promoting the overall development of urban and rural areas and accelerating the process of urbanization construction.Thirdly,migrant workers returning to their hometowns to start their own businesses can effectively promote the implementation and development of the rural revitalization strategy and help explore new development paths in rural areas.But it is not easy to start a business,and it is even more difficult for migrant workers,who are generally poorly educated,to succeed.They are eager to get strong support from local governments in terms of policies and services.Although the central,provincial,city,district government departments at all levels are introduced many migrant workers return home entrepreneurship support policies,but in general,due to some government departments for migrant workers return home entrepreneurship emphasis is insufficient,lead to some policy threshold is high,the hard landing,migrant workers return home entrepreneurship service agencies and personnel responsibility consciousness is not strong,the person in charge,the quality is not high,The lack of government financial support and low satisfaction of training make migrant workers encounter many difficulties in the process of starting their own businesses.In promoting the return of migrant workers to their hometowns to start their own businesses,the government of Y City in Sichuan Province should have tried to provide guarantee for migrant workers returning to their hometowns to start their own businesses in various aspects such as policies and services,so as to reduce the risks and costs of starting their own businesses as much as possible.However,through field investigation and interviews and analysis of existing relevant policies,it is found that there are still some problems and deficiencies in the services provided by the government of Y City in Sichuan province for migrant workers to return home and start their own businesses.Therefore,this paper takes the services provided by the government of Y City in Sichuan Province for migrant workers to return home and start their own businesses as the research object.This paper introduces the background and significance of migrant workers returning home to start a business,related concepts and basic theoretical explanations of migrant workers returning home to start a business,research ideas and research methods,through the migrant workers returning home entrepreneurs demand for government services,policy needs,capital needs and training needs to carry out a demand survey.At the same time,it also investigated and analyzed the services,policies,funds and training provided by Y Municipal Government of Sichuan Province for migrant workers returning home entrepreneurs and the satisfaction degree of migrant workers returning home entrepreneurs with the services provided by the government,thus concluding the four problems existing in the service for migrant workers returning home entrepreneurs.In other words,the government provides insufficient services,insufficient policies,insufficient financial support and insufficient services for migrant workers to return home and start their own businesses.Five reasons are analyzed according to the existing problems.The government’s service capacity is insufficient,the formulated policies are not perfect,the policy publicity is not in place,the special fund for entrepreneurship is lacking,and the government’s entrepreneurial cultivation capacity is insufficient.Finally,based on the problems and causes,five suggestions are put forward to the Y Municipal Government of Sichuan Province to provide services for migrant workers to return home and start their own businesses.The government should improve the service supply capacity of migrant workers returning home to start their own businesses,improve the policy content of migrant workers returning home to start their own businesses,increase policy publicity of migrant workers returning home to start their own businesses,increase financial support for migrant workers returning home to start their own businesses,and increase cultivation of migrant workers returning home to start their own businesses.Through targeted measures,Promote the government of Y city in Sichuan province to provide services for migrant workers to return home and start their own businesses,stimulate their enthusiasm for returning home and attract more migrant workers to return home and start their own businesses,thus effectively boosting rural revitalization and beautiful new
