【摘要】 服务业是国民经济的重要组成部分,是加速产业转型升级、构建现代产业体系的核心支撑,也是引领区域经济社会面向全球市场参与产业分工、实现资源优化配置的核心力量,其发展水平是社会文明进步的重要标志。近年来,双流以临空为特色的现代服务业体系不断壮大,支撑双流经济社会可持续发展的能力不断提升,为此,双流区陆续出台一系列服务业扶持政策,旨在通过政府引导的方式,推动服务业高质量健康发展。总体来看,双流区服务业扶持政策的实施对产业发展起到了积极的效用,政策体系也在不断探索、逐步完善和优化中,但在实施中仍存在一些问题,政策红利没有最大限度释放。因此,本文通过对2016年以来服务业扶持政策实施进行研究,找出双流服务业扶持政策的实施过程中存在的问题和痛点,提出进一步完善政策的对策建议,着力提高政策和资金效益,为构建优化政策体系提供参考,推动双流区服务业高质量发展。正文共包括五个部分。第一章主要介绍了研究背景和意义,相关研究综述,研究内容、方法及创新点等。第二章主要明确服务业、产业扶持政策以及服务业扶持政策的相关概念,对采用的史密斯模型等理论进行阐述。第三章主要介绍双流区服务业扶持政策实施现状。从政策实施背景、政策主要内容和政策实施成效三个方面对现状进行具体分析。第四章则基于史密斯模型,对双流区7项服务业扶持政策进行解剖分析。同时结合工作实际以及访谈、调研情况,从政策资金使用的适配度、资金兑付时间、政策对象满意度等方面,分析政策实施过程中存在的问题、分析问题背后的成因。第五章提出双流区服务业扶持政策优化完善的对策建议。总体来看,本文通过对双流区服务业扶持政策实施情况进行实例分析,发现在政策实施过程中存在政策资金使用的适配度不高、资金兑付时间过长、政策对象满意度有待提升等问题,为此运用史密斯政策模型,从政策本身、实施主体、目标群体以及政策环境四个方面分析原因,并提出完善政策体系、组建专业团队、提高目标群体参与度以及建立完善过程监督及评价反馈机制的建议。更多还原

【Abstract】 The service industry is an important part of the national economy,the core support for accelerating industrial transformation and upgrading and building a modern industrial system.It is also the core force that leads the regional economy and society to participate in the industrial division of labor and realize the optimal allocation of resources in the global market.Its development level is an important symbol of social civilization and progress.In recent years,Shuangliu’s modern service system featuring air transportation has been continuously expanding,and the ability to support the sustainable economic and the ability to support the sustainable development of shuangliu’s economy and society has been continuously improved.Therefore,Shuangliu District has issued a series of service industry supporting policies,aiming to promote the high-quality and healthy development of the service industry through the way of government guidance.In general,the implementation of support policies for the service industry in Shuangliu District has played a positive role in industrial development,and the policy system is constantly being explored and gradually improved and optimized.However,there are still some problems in the implementation,and the policy dividend has not been released to the maximum extent.Therefore,this article through to the service industry support policy implementation since 2016 for research,find out the problems and weaknesses existing in the process of the implementation of shuangliu service support policies,and put forward further improve policy countermeasures,strive to improve the efficiency of the policy and funding,provide a reference to build the optimal policy system,promote the high quality development of shuangliu service industry.The main body consists of five parts.The first chapter mainly introduces the research background and significance,relevant research overview,research content,methods and innovation points.The second chapter mainly clarifies the relevant concepts of service industry,industrial support policy and service industry support policy,and expounds the Smith model adopted.The third chapter mainly introduces the implementation situation of the service industry support policy in Shuangliu District.The current situation is analyzed from three aspects of policy implementation background,policy main content and policy implementation effect.The fourth chapter,based on Smith model,analyzes seven service support policies in Shuangliu District.At the same time,combined with the actual work and interview,research From the adaptability,the satisfaction of the use of policy funds,the policy objects,analyze the problems existing in the implementation of the policy and the causes of the problems.Chapter V puts forward the countermeasures and suggestions for the optimization and improvement of the service industry support policy in Shuangliu District.Overall,this article through the case analysis of the implementation of support policies for the service industry in Shuangliu District,found in the application of policy funds,fund payment time,satisfaction of policy object,to use Smith policy model,policy itself,implementation subject,target group and policy environment,and improve the policy system,form a professional team,improve the target group participation and establish a perfect process supervision and evaluation feedback mechanism.更多还原
