【摘要】 自党的十八大以来,城市基层党建工作不断加强,政治建设成为日常社区治理常规治理之外的中心工作。社区网格化管理是后单位制时代城市基层的主要治理制度。本研究通过对武汉市武昌区D社区的田野调查发现,网格化管理出现了显著的政治强化,本研究形容为“党建入网格”实践。这一实践具体如何开展、成效如何,背后蕴含的内在逻辑是什么,对这些问题的回答即本研究的主要内容。通过对既有国内外政党基层组织建设理论的研究梳理,党建入网格实践并非西方政党政治视野中的控制巩固逻辑,而是新时代场景下马克思主义政党为人民服务传统的发展与延续,需结合党建引领基层社会治理的视角进行新的阐释。本研究依次从制度背景、主体行动、机制运转解剖D社区个案经验。从宏观制度背景与微观上D社区的制度表现看,社区在后单位制时代选择网格化管理制度以应对社会日益多元化、流动化的挑战,但随着网格化管理制度的进一步扁平化、精细化,对社区组织能力提出了更高要求,这与新时代基层党建工作要在后单位时代实现区域化转型、全方面覆盖的需求是一种双向的耦合,故而使网格化管理出现了政治强化。在具体实践中,落实政治强化的治理主体行动包括三方面内容,直管党员资源的网格化运用、非直管党员的网格化嵌入与社区网格员的组织化转向。从制度效能上看,一方面,多元主体在党建引领中实现动力上的相互支撑,提升了社区的治理效能,另一方面,党建机制与网格化制度融合实现了精细的组织下沉且更紧密地联系群众。但研究也指出,这一过程中尚还存在的阶段性不足。基于此个案,本研究指出了党建入网格背后的双重逻辑,一是治理逻辑,通过党的进入为网格化管理补充现阶段必需的组织能力与资源整合能力,在此阐释中通过与政治势能理论的对话,提炼“势能集装”概念作为这一逻辑的学术表达;二是政治逻辑,党借助与网格化管理的制度融合加强与人民的血肉联系,这种联系强化形式上是基层组织形态的下沉与精细化,核心是通过组织化更好地为人民服务,巩固党执政的合法性基础。更多还原

【Abstract】 Since the 18th CPC National Congress,urban grass-roots party construction has been continuously strengthened,and political construction has become the central work outside the routine governance of daily community governance.Community grid management is the main governance system of urban grass-roots units in the post unit era.Through the field investigation of D community in Wuchang District,Wuhan,this study found that there has been a significant political strengthening shift in grid management.This study describes it as the practice of "Party building in the grid".How to carry out this practice,how effective it is,what is the internal logic behind it,and the answers to these questions are the main content of this study.Through the research and combing of the existing theories of the construction of grass-roots organizations of political parties at home and abroad,the practice of party building in the grid is not the control and consolidation logic in the political vision of Western political parties,but the development and continuation of the tradition of Marxist Political Parties serving the people in the context of the new era,which needs a new interpretation from the perspective of Party construction leading grass-roots social governance.This study dissects the case experience of D community from the institutional background,subject action and mechanism operation.From the macro institutional background and the micro institutional performance of D community,In the post unit era,communities choose grid management system to meet the challenges of increasingly diversified and mobile society.However,with the further flattening and refinement of the grid management system,put forward higher requirements for the ability of community organizations,This is a two-way coupling with the demand of grass-roots party building in the new era to realize regional transformation and all-round coverage in the post unit era,Therefore,there is a political strengthening in grid management.In specific practice,the main actions of governance to implement the political strengthening include three aspects,The grid application of directly managed party members’ resources,the grid embedding of non directly managed party members and the organizational turn of community grid members.From the perspective of institutional efficiency,on the one hand,multiple subjects have achieved mutual support in the driving force in the guidance of Party construction,which has improved the governance efficiency of the community.On the other hand,the integration of Party building mechanism and grid system has achieved fine organization sinking and closer contact with the masses.However,the research also faces up to the phased deficiencies that still exist in this process.Based on this case,this study points out the dual logic behind the party building into the grid.First,the governance logic,through the entry of political parties,supplements the necessary organizational ability and resource integration ability for grid management at this stage,In this interpretation,through the dialogue with political potential energy theory,the concept of "potential energy container" is refined as the academic expression of this logic;The second is political logic.Political parties strengthen their flesh and blood ties with the people with the help of institutional integration with grid management,The strengthening of this connection is the sinking and refinement of the grass-roots organization form in form.The core is to better serve the people and consolidate the legitimacy foundation of the party’s governance through organization.更多还原
