【摘要】 现代产业园区是中国各级政府为提升地方经济发展水平而采取的重要经济施政模式之一,而园区政企合作关系好坏是影响产业园区成长与发展的关键所在。本文描述了国投湄洲湾产业园公司投资与建设石门澳产业园区过程中与地方政府合作关系的演化历程。论文借鉴重复博弈论中的五大合作机制理论,对政企双方的合作观点、决策和措施结果进行归因分析,探究影响政企关系的合作因素效应。研究结果表明,直接互惠、间接互惠、空间博弈、群体选择与亲缘选择等五种机制下的合作因素在产业园区政企合作关系的不同阶段发挥了相应作用。文中采用重复博弈理论的未来总期望值与序贯均衡矩阵论证为什么直接与间接互惠两大因素在政企关系的建立与保持过程发挥了主导的效用,是合作关系建立与保持的必要条件。但企业不可忽视群体选择等其他三种因素的软实力作用,全部具备五种合作因素将更有利于竞争性合作的情况。案例表明国投产业园区的政企双方采取了宽宏的针锋相对策略,取得了长期合作的双赢结果。最后,论文归纳总结了产业园区政企双方建立与保持友好合作关系的策略,包括根据合作不同阶段环境的变化,突出某一种或几种的合作因素来获得长期合作局面以及声誉因素在合作不同阶段的具体可操作措施等五种合作因素的应用原则,给出了可借鉴与推广的一些建议。更多还原

【Abstract】 The quality of the park’s government-enterprise cooperation relationship is the key to the growth and development of the industrial park which are adopted by governments in China to improve the level of local economic development.This thesis describes the evolution of the cooperative relationship between SDIC Meizhouwan Industrial Park Company and the government,drawing on the five mechanism theories in the cooperative game theory,and explaining the cooperative views,decisions and measures of both the government and the enterprise.Attribution analysis was carried out to explore the effect of cooperative factors affecting government-enterprise relations.The research results show that five cooperation mechanisms,namely direct reciprocity,indirect reciprocity,spatial game,group selection and kinship selection,have played corresponding roles in different stages.The repeated game theory of the future total expected value and the sequential equilibrium strategy of the game matrix to demonstrate why the two factors of direct and indirect reciprocity play a dominant role in the establishment and maintenance stages,and are the necessary conditions for the relations.The soft power effect of the other three factors such as group selection cannot be ignored.Enterprises should have all five cooperation factors as much as possible to adapt to the competition situation when the necessary conditions are equal.The case shows that adopted a generous tit-for-tat strategy,the government and enterprises have adopted one or several cooperation factors to obtain long-term cooperation results.Finally,this thesis summarizes the decision-making strategies for establishing and maintaining friendly cooperative relations between the government and enterprises in the industrial park,including the specific operational measures of the reputation factor in different stages of cooperation and the application principles of the five cooperation factors,and puts forward some suggestions that can be used for reference and promotion.更多还原
