【摘要】 作为马克思主义执政党,中国共产党始终将“全心全意为人民服务”作为根本宗旨,在百年奋斗征程中呈现出典型的人民性政党特质。党的十八大以来,服务型政党成为执政党建设的新目标。在乡村社会,“政党下乡”运用国家权力实现了对社会的渗透和整合,但整合社会不是作为服务型政党的中国共产党的最终目的,这只是完成了建构社会第一步;第二步则是在整合社会的基础上建设社会,使乡村社会面向更好的发展。作为服务型政党的中国共产党通过“服务”的方式引领乡村社会发展,从而实现基层社会的治理绩效高质量提升。服务型政党在基层乡村社会如何开展服务?服务对象、服务内容有哪些?如何实现服务有效落地?又是如何通过自身服务实践从而实现对乡村社会的进一步建构的?这正是本文所意欲探究的重要命题。大庙岗村党组织将“服务”作为基本理念与价值追求,寓服务于治理和发展之中,建构起“党员服务”、“日常服务”和“发展服务”的全方位服务体系,在“服务”中有效践行了政党引领乡村社会的实践行动。服务型政党在乡村社会的服务实践既有党组织下的整体性服务,同时也有以带头服务、带动服务、带领服务的党员队伍为载体的个体化服务。因此,本文以大庙岗村党组织的具体实践行动为个案研究对象,并进一步探析服务型政党在乡村场域下是如何通过自身服务实践从而实现对乡村社会的进一步建构的。研究发现,服务型政党在乡村社会的具体实践形态在主体样态、内容形态和功能状态上呈现出“服务型建构”的样态。“服务型建构”的内核是服务,不同于其他建构方式,“服务型建构”旨在通过服务的方式实现对社会的有效建构,其本质上来讲是一种柔性社会建构方式,在体现了作为服务型政党的中国共产党的“人民性”特质的同时,在新的时代背景下,基于中国国情对政党功能进行的新的调适性创新。组织机制、制度机制、生活机制和精细化机制是服务型政党在乡村社会有效实践的内在机制。“价值—制度—能力”是服务型政党有效实践的三维条件,加强服务型政党建设对引领乡村社会发展具有基础性意义。更多还原

【Abstract】 As the ruling party of Marxism,Communist Party of China always regards "serving the people wholeheartedly" as the fundamental purpose,showing the typical characteristics of the people’s party in the course of a hundred years of struggle.Since the18 th CPC National Congress,the service-oriented party has become the new goal of the construction of the ruling party.In the rural society,the "political party going to the countryside" uses the state power to realize the infiltration and integration of the society,but the social integration is not the ultimate goal of Communist Party of China as a service-oriented political party,but only completes the first step of constructing the society.the second step is to build the society on the basis of social integration to make the rural society face better development.As a service-oriented political party,Communist Party of China leads the development of rural society by the way of "service",so as to improve the governance performance of grass-roots society.How do serviceoriented political parties carry out services in grass-roots rural society? What are the service objects and service contents? How to achieve effective landing of services? And how to realize the further construction of the rural society through its own service practice? This is the important proposition that this article intends to explore.The party organization in Damiaogang Village regards "service" as the basic concept and value pursuit,combines service in governance and development,and constructs an omni-directional service system of "party member service","daily service" and "development service".In the "service",it has effectively carried out the practical action of the political party leading the rural society.The service practice of service-oriented political parties in rural society includes not only the overall service under the party organization,but also the individual service with the leading service,leading service and leading service team of party members as the carrier.Therefore,this paper takes the specific practical actions of the party organizations in Damiao Gang Village as the case study object,and further explores how the service-oriented political parties realize the further construction of the rural society through their own service practice in the rural field.It is found that the specific practice form of service-oriented political parties in rural society presents the pattern of "service-oriented construction" in terms of subject pattern,content form and functional state.The core of "service-oriented construction" is service,which is different from other construction methods."service-oriented construction" aims to realize the effective construction of society through service,which is essentially a way of flexible social construction.Communist Party of China,as a service-oriented political party,embodies the "people’s nature" characteristics of the service-oriented party,and at the same time,carries on the new adaptive innovation to the party function based on China’s national conditions under the new era background.Organizational mechanism,institutional mechanism,life mechanism and fine mechanism are the internal mechanisms for the effective practice of service-oriented political parties in rural society."value-system-ability" is the three-dimensional condition for the effective practice of service-oriented political parties.Strengthening the construction of service-oriented political parties is of fundamental significance to lead the development of rural society.更多还原
