【摘要】 随着我国社会经济的高速发展,国民生活水平的提升以及生活方式的转变,城市生活垃圾产量日益增加,垃圾成分也日趋复杂,不仅增加了城市环境的污染风险,也对城市经济的发展产生了不良影响。如何应对生活垃圾剧增带来的环境、社会和经济问题、实现城市的绿色可持续发展,已成为考验政府治理能力的一项重要课题。通过研究国内外垃圾治理历程以及先进城市的成功经验,很多城市认为垃圾分类已成为解决城市生活垃圾治理困境的有效手段。天津市自2012年开始启动垃圾分类试点工作以来,取得了一定成效,但随着生活垃圾分类工作向纵深推进,也逐渐暴露出一些问题。本文以“天津市城市垃圾分类政策执行”为研究对象,首先对国内外关于生活垃圾分类和政策执行方面的文献进行研究,了解国内外相关研究的脉络和现状。随后以政策执行、循环经济和多元共治等理论为基础,构建了理论研究框架。梳理了天津市城市生活垃圾管理情况和现行垃圾分类政策后,运用“霍恩-米特”政策执行系统模型和问卷调查法对天津市城市生活垃圾分类政策的执行情况和效果进行深入分析,剖析存在的问题并探讨其产生原因。对照总结了垃圾分类开展较好的国家和城市在垃圾分类政策及执行方面的经验,并借鉴反思。最后根据天津市垃圾分类政策执行存在问题的原因和国内外垃圾分类先进经验,结合天津市实际情况和上述基础理论,提出了优化天津市垃圾分类政策执行的对策建议。本文还对统筹推进城乡生活垃圾分类一体化管理进行思考,希望对天津市整体垃圾分类工作有所促进。更多还原

【Abstract】 With the rapid development of China’s social economy,the improvement of people’s material standard of living and the transformation of life style,the output of municipal solid waste(MSW)is increasing day by day,and the composition of MSW is becoming increasingly complex,which not only increases the risk of urban environmental pollution,also has the bad influence to the city economy development.How to deal with the environmental,social and economic problems caused by the rapid increase of domestic waste and realize the green and sustainable development of cities has become an important issue to test the government’s ability of governance.Through the analysis of domestic and foreign solid waste treatment process and the successful experience of advanced cities,many cities think that solid waste classification has become an effective means to solve the dilemma of urban solid waste treatment.Since the pilot work of MSW classification was started in Tianjin in 2012,some achievements have been made.However,with the deepening of the MSW classification,some obstacles have emerged gradually.The dissertation takes "Research on the implementation of municipal Waste classification Policy in Tianjin" as the research object.Firstly,it studies the domestic and international literatures on domestic waste classification and policy execution,and understands the context and status quo of relevant research at domestic and international.Then,based on the theoies of policy implementation,recycling economy and multi-governance,the framework of theoretical research is constructed.After sorting out the management situation of MSW and the current MSW classification policy in Tianjin,the execution situation and effect of MSW classification policy in Tianjin are deeply analyzed by using the "Horn-Meter" policy implementation system model and questionnaire survey method,and the existing problems are analyzed and the causes are discussed.The dissertation compares and summarizes the advanced experience of countries and cities in MSW classification policy and implementation.Finally,according to the causes of the dilemma of Tianjin MSW classification policy implementation and the domestic and international solid waste classification advanced experience,combined with the reality in Tianjin and the above-mentioned basic theoies,countermeasures and suggestions for optimizing the implementation of the waste classification policy in Tianjin are proposed.The dissertation also thinks about the unified management of domestic waste in urban and rural areas,hoping to promote MSW classification,in Tianjin as a whole.更多还原
