【摘要】 习近平总书记在十九大报告中强调,中国特色社会主义进入新时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。在地方经济和旅游业发展的过程中,加快旅游业的转型发展,提升旅游业水平的竞争优势,是解决社会主要矛盾的重要方式。我国旅游业发展战略已从单一传统的景点旅游上升为全方位、全过程、全时空、全产业链的全域旅游,发展思路的创新拓展了旅游业的发展空间。对推动旅游业的发展和促进地方经济高质量发展具有重大意义。武夷山市是典型的传统型景点观光旅游城市,是中国境内的国家重点风景名胜区,具有典型的丹霞地貌,素有“碧水丹山”之美誉,但旅游产品传统单一,游客量未能迎来爆发式增长。对于武夷山旅游的未来发展而言,摒弃过去的观光旅游发展模式势在必行。2019年武夷山市成功获得首批国家全域旅游示范区称号,为了吸引更多的游客驻足和停留,武夷山市根据经济高质量发展要求不断推动全域旅游向纵深拓展,推动地方政府在全域旅游发展中的职能优化是其实现转型升级的重要机遇与必然选择。本文在对武夷山市全域旅游发展问题进行研究时,主要聚焦于政府职能优化层面,运用多种不同研究方法探讨全域旅游发展中如何实现政府职能优化。在研究过程中,首先对武夷山市的旅游发展情况进行梳理,再介绍武夷山市全域旅游中政府职能的体现情况;随后运用问卷调查的方式,明确在推动全域旅游发展过程中,政府在职能中面临的突出问题及根源;再次,以相关理论及国内外成功案例为指引,对其优秀做法进行总结;最后,基于相关研究理论提出武夷山市全域旅游发展中政府职能优化建议。希望本文能够在理论与实践方面为国内其他传统型旅游城市更好地推动全域旅游发展提供新的思路。更多还原

【Abstract】 As socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved into one between unbalanced and inadequate development and the people’s ever-growing needs for a better life,xi said in his report to the 19th CPC National Congress.In the process of the development of local economy and tourism,it is an important way to solve the main social contradictions to accelerate the transformation and development of tourism and enhance the competitiveness of tourism.China’s tourism development strategy has risen from a single traditional scenic spot tourism to an all-round,all process,all time and space,and all industry chain tourism.It has innovated new ideas for the development of tourism,brought broader development space and market space for tourism,and is of great significance to promote the development of Tourism and promote the high-quality development of local economy.Wuyishan is a typical traditional scenic spot sightseeing city and a national key scenic spot in China.It has a typical Danxia landform and is known as "clear water and Danshan".However,the traditional tourism products are single,and the number of tourists has not ushered in explosive growth.For the future development of Wuyi Mountain tourism,it is imperative to abandon the past tourism development model.In 2019,Wuyishan City successfully won the title of the first batch of national global tourism demonstration areas.In order to attract more tourists to stop and stay,according to the requirements of high-quality economic development,Wuyishan City continues to promote the in-depth expansion of global tourism,optimize the functions of local governments in the development of global tourism,and shape the global tourism of leisure and vacation,which is an important opportunity and inevitable choice for Wuyishan City to continue to realize transformation and upgrading.When studying the development of global tourism in Wuyishan City,this paper focuses on the optimization of government functions,and uses a variety of different research methods to explore how to optimize government functions in global tourism.In the process of research,firstly,it combs the tourism development of Wuyishan City,and introduces the embodiment of government functions in the global tourism of Wuyishan City;Then,by means of questionnaire survey,the prominent problems and root causes faced by the government in promoting the development of global tourism are clarified;Then,under the guidance of relevant theories and successful cases at home and abroad,summarize its excellent practices;Finally,based on the relevant research theories,this paper puts forward some suggestions on the optimization of government functions in the development of global tourism in Wuyishan City.It is hoped that this paper can provide new ideas for other domestic traditional tourism cities to better promote the development of global tourism in theory and practice.更多还原
