HWZJ引发剂装置技术升级改造项目风险管理研究
Research on Risk Management of HWZJ Initiator Device Technology Upgrading Project

【摘要】 为了全面落实国家、省、市政府对化工企业提高生产过程自动化控制水平的要求,并打造引发剂生产过程的本质安全,HWZJ决定将自动化控制水平落后的引发剂生产装置进行技术升级改造。案例项目于2022年6月1日被正式提上企业规划发展日程,并计划于2024年11月1日前竣工投产。为了对案例项目的顺利实施提供理论支持,需要对该项目开展风险管理研究。首先,采用专家调查法、项目结构分解法对案例项目存在的风险因素进行了全面的识别分析,并将识别得到的风险因素划分为一级和二级。其次,采用层次分析法将这些风险因素按照目标层、准则层、对象层的自上而下结构模式,建立起案例项目的风险层次结构模型,构建了风险因素判断矩阵并确定了矩阵的判断标准。以准则层的四个风险因素权重值计算为例,逐一将对象层中的风险因素在其对应的准则层中所占比重进行计算。结合ABC分类法,将风险因素按照累计权重值进行排序,最终识别出安全风险、施工风险、质量风险、合同风险、技术风险、招投标风险和进度风险七个A类主要风险,四个B类次要风险和四个C类普通风险。最后,针对这七个主要风险开展逐项分析并提出了有效的风险应对措施,对于次要风险和普通风险的应对,也制定了相应的管理办法。通过对案例项目风险管理的研究分析,有的放矢可以最大限度地降低和控制案例项目的风险发生,达到确保该项目顺利实施的目的。当前引发剂行业对其生产装置进行全自动化技术升级改造的企业不在少数,但是对于此方面项目的风险管理研究比较少,本研究可为案例项目的高质量竣工提供理论指导并为业内提供借鉴。
【Abstract】 In order to fully implement the requirements of the national,provincial and municipal governments for chemical enterprises to improve the level of automation control of the production process and to create the essential safety of the initiator production process,HWZJ decided to upgrade the technology of the initiator production unit which was lagging behind in the level of automation control.The case project was officially put on the enterprise planning and development agenda on June 1,2022,and is scheduled to be completed and put into operation by November 1,2024.In order to provide theoretical support for the smooth implementation of the case project,a risk management study of the project was required.Firstly,the risk factors of the case project were comprehensively identified and analyzed using the expert survey method and the project structure decomposition method,and the identified risk factors were classified into primary and secondary levels.Secondly,the risk hierarchy of the case project was modelled using hierarchical analysis in a top-down structure of target,criterion and object levels,and a risk factor judgement matrix was constructed and the judgement criteria of the matrix were determined.The weight of the four risk factors in the criterion layer is calculated as an example,and the weight of the risk factors in the object layer is calculated one by one in its corresponding criterion layer.Combined with the ABC classification method,the risk factors are ranked according to their cumulative weight values,and finally seven A categories of major risks,four B categories of minor risks and four C categories of ordinary risks are identified for safety risks,construction risks,quality risks,contract risks,technical risks,tendering risks and schedule risks.Finally,the seven major risks were analyzed individually and effective risk management measures were proposed,and corresponding management methods were developed for the minor and general risks.Through the study and analysis of the risk management of the case project,the risks of the case project can be minimized and controlled in order to ensure the smooth implementation of the project.There are few companies in the initiator industry that have upgraded their production plants with fully automated technology,but there is little research on the risk management of such projects.This study can provide theoretical guidance for the high-quality completion of case projects and provide reference for the industry.
