乡村振兴战略背景下“三治融合”研究

【摘要】 乡村治理是国家治理的重要组成部分,是促进乡村振兴的基础和关键。自治、法治、德治“三治融合”是推进乡村治理创新和转型的应有之义,也是实施乡村振兴战略的内在要求。在新的历史方位下乡村治理既要“把好病脉”“寻对病因”,也要“开准良方”。坚持“三治融合”是全面推进乡村振兴过程中促进乡村治理的有效途径,在乡村振兴战略的背景下去讨论“三治融合”,实际上也能为乡村治理模式寻找新的实现路径。鉴于此,在乡村振兴建设下以“三治融合”为着力点,注重“三治”之间的整体性联系与融合,具有一定的研究视角创新与重要意义。本文拟在乡村振兴战略背景下的“三治融合”的理论基础、典型案例、成效、存在的问题及原因分析、推动“三治”实现良好融合的对策等方面来展开探究。通过研究认为在乡村振兴战略背景下“三治融合”需做好以下几个方面的工作:一是要强化“三治融合”的理念搭建,增加价值引导;二是要促进“三治融合”人才队伍建设,夯实人才基础;三是要健全“三治融合”制度建设,强化制度保障;四是激发“三治融合”乡村治理活力,促进动力汇聚。在乡村振兴战略背景下促进“三治融合”是顺应时代发展需求,遵循乡村发展规律的生动体现,对推动多元治理主体形成乡村振兴的治理合力,推进乡村治理体系和治理能力现代化具有重大现实意义。更多还原

【Abstract】 Rural governance is an important part of national governance,is the foundation and key to promote rural revitalization.Without the revitalization of the countryside,China can not achieve all-round development.The integration of autonomy,rule of law and rule of virtue is the necessary meaning of promoting the innovation and transformation of rural governance,and also the inherent requirement of implementing the strategy of rural revitalization.Under the new historical position,rural governance should not only“Get the pulse of disease”,“Find the cause of disease”,but also“Make accurate prescription”.It is an effective way to promote rural governance to adhere to“The integration of three governance” in the process of promoting rural revitalization in an all-round way.Based on the rural revitalization strategy under the background of the“Integration of the three” study,in fact,can also find new ways for rural governance model to achieve.In view of this,it is of great significance to focus on“The integration of three governance” in the reconstruction of rural areas.In this paper,under the background of rural revitalization strategy,the theoretical basis,typical cases,results,existing problems and causes analysis,to promote the good the integration of three governance to explore.In the background of rural revitalization strategy,the author thinks the following aspects should be done well: first,strengthen the concept of“The integration of three governance”,increase the value of guidance.The second is to promote the“The integration of three governance” talent team building,tamping the talent base.Third,we should improve the“The integration of three governance” system and strengthen the system guarantee.Fourth,stimulate the vitality of rural governance and promote the convergence of power.In the context of rural revitalization strategy to promote“Three-governance integration” is to meet the needs of development,follow the laws of rural development is a vivid embodiment.It is of great practical significance to promote all forces to form the governance resultant force of rural revitalization and to promote the modernization of rural governance system and governance capacity.更多还原
