南明区校园周边噪声协同治理机制研究

【摘要】 随着城市化进程的加速和城市人口的增加,校园周边噪声污染已成为严峻的环境与社会问题。作为贵阳市中心城区,南明区校园周边噪声污染问题尤为突出。近年来,南明区采取了一系列治理措施并取得一定成效,特别是结合数字化、法治化的相关治理是南明区校园周边噪声治理工作的亮点,但相关企业、公众群体与社会组织参与治理的程度有限。研究发现,南明区校园周边噪声治理仍然是政府主导的单一模式,其他治理主体的作用不够充分。具体表现在协同治理的参与机制、运行机制和保障机制存在不足。为了解决南明区校园周边噪声污染问题,本研究尝试完善协同治理机制。首先,完善参与机制,激励更多治理主体的参与;其次,顺畅运行机制,明确各参与方的权责,建立信息共享平台;最后,强化保障机制,执行相关政策法规,加大处罚力度,营造良好治理氛围。建立健全的协同治理机制能更好地保障教学质量和学生身心健康为了解决南明区校园周边的噪声污染问题,需要建立一个有效的协调机制,包括参与者、执行者以及维护者。还需要采取一些措施,比如实施数据分析、建立监管体系等,以便在有效的情况下确保教育的高效性以及学生的安全。更多还原

【Abstract】 Urbanization’s quickening and the swelling of urban population has caused noise pollution on campuses to become a grave environmental and social issue.As the central urban area of Guiyang City,the noise pollution around campuses in Nanming District is particularly prominent.In recent years,Nanming District has taken a series of governance measures and achieved certain results.Relevant enterprises,public groups and social organizations have also participated in it,but to a limited extent.This study found that the noise governance around the campus in Nanming District is still a single mode led by the government,and the role of other governance subjects is not sufficient.It is manifested in the defects of the participation mechanism,operation mechanism and guarantee mechanism of collaborative governance.In view of the problems in the process of noise governance around the campus in Nanming District,this study tries to improve the collaborative governance mechanism of noise around the campus in Nanming District.First,improve the participation mechanism and encourage more governance subjects to participate;second,smooth the operation mechanism,clarify the rights and responsibilities of each participant,and establish an information sharing platform;finally,strengthen the guarantee mechanism,implement relevant policies and regulations,increase punishment,and create a good governance environment.A sound collaborative governance system can ensure the quality of teaching,as well as the physical and mental wellbeing of students.To address the issue of collaborative governance,we have devised a participation,operation,and guarantee mechanism to enhance the collaborative governance system of noise around Nanming District’s campus.At the same time,through digitization and legalization,we can better guarantee the quality of teaching and the physical and mental health of students.更多还原
