“双碳”目标下长江船舶清洁能源应用经济性研究

【摘要】 长江是货运量位居全球内河第一的黄金水道,长江经济带在我国区域发展格局中具有极其重要的地位和作用,是具有全球影响力的内河经济带。长江航运是长江流域经济社会发展的“主动脉”和综合运输体系的“主架骨”,为长江经济带发展提供了有力支撑。在“双碳”战略目标下,长江船舶应加强绿色技术应用,推动长江航运和流域经济高质量发展。清洁能源应用是船舶降低碳排放的主要绿色技术措施,也是航运业实现“双碳”目标的主要抓手,经济性则是制约长江船舶应用清洁能源的主要因素,客观评价长江船舶清洁能源应用的经济性至关重要。当前我国已正式启动全国统一的碳排放权交易市场,即将全面实施的碳交易机制给长江船舶带来了新的机遇和挑战,引入碳交易机制的长江船舶经济性分析更契合未来的发展。碳交易机制实施和清洁能源应用后的长江船舶运营成本构成及量化,以及经济性综合评价是亟待解决的关键问题,而目前尚无成熟的成果可以引用。值得关注的是长江船舶燃料成本占运营成本约50%,船舶能耗是影响燃料成本和船舶经济性的重要参量。而长江干线不同季节、不同航段的通航环境差异大,船舶营运工况变化大,现有采用全程平均方式的能耗量化模型不适用于长江船舶,为此,本文针对长江复杂的通航环境,引入碳交易机制,解构长江清洁能源动力船运营成本,并针对运营成本占比大的燃料成本的关键参量,构建长江船舶能耗量化模型,最终提出长江船舶清洁能源应用经济性综合评价方法并予以应用,为长江船舶清洁能源应用提供支持,助力“双碳”战略目标的实施。本文首先阐述了论文的研究目的和意义,分析国内外研究现状,明确主要研究内容,确定研究技术路线;其次,对长江船舶清洁能源的应用环境和制约因素进行分析,明确船舶经济性是制约长江船舶清洁能源应用的主要因素;再次,立足于适应未来发展,提出引入碳交易机制的长江船舶清洁能源应用经济性分析新思路和方法,即通过调研分析,解构长江船舶应用清洁能源后的运营成本;确定经济性综合评价指标,构建AHP-EWM-VIKOR的经济性综合评价模型。从次,针对长江复杂的通航环境和多变的船舶营运工况特点,依托Matlab/Simulink仿真平台,采用理论分析、船舶营运策略和实际航行数据相结合的方法,构建长江船舶燃料成本之关键参量-船舶能耗的量化模型,并予以有效性验证;最后,集成以上成果,对长江典型代表船舶7500吨散货船不同清洁能源应用方案进行经济性综合评价,研究成果可为长江船舶清洁能源的应用提供参考依据。
【Abstract】 The Yangtze River is known as a golden waterway with the largest freight volume in the world.The Yangtze River Economic Belt not only plays an extremely important role in Chinese regional development patterns,but also globally influential.Shipping in the Yangtze River provides strong support for the development of the Yangtze River Economic Belt,functioning as the ‘main artery’ of its economic and social development,and the ‘backbone’ of its comprehensive transportation system.Under the ‘Carbon Peak and Carbon Neutralization’ Target,the application of green technology on the ships operating in the Yangtze River should be strengthened to promote the highquality development of the Yangtze River shipping and the basin economy.Clean energy is the main measurement applied as a green technology for ships to reduce carbon emissions,and it is also the main starting point for the shipping industry to achieve the ‘Carbon Peak and Carbon Neutralization’ Target.Evaluating the economy of applying clean energy to ships in the Yangtze River is of great significance,since it is the main factor restricting the real application.Currently,China has officially launched a unified national carbon emission trading market,and this carbon trading mechanism to be fully implemented brings new opportunities and challenges to the shipping industry in the Yangtze River.Economic analysis that includes the carbon trading mechanism is more suitable for the future development of the Yangtze River shipping.The composition and quantification of the operating cost after the implementation of the carbon trading mechanism and the application of clean energy,as well as the comprehensive economic evaluation,are the key issues to be solved urgently for ships in the Yangtze River,and there are no mature results that can be cited.It is worth noting that the fuel cost of ships in the Yangtze River accounts for about 50%of operating costs,and the ship energy consumption is an important parameter that affects fuel costs and ship economy.The existing energy consumption quantification model usually uses the whole process average method,but actually,the operating condition of a ship changes rapidly for the reason that the navigation environment of the Yangtze River trunk line varies greatly in different seasons and different sections.So,the whole process average method is not suitable for ships in the Yangtze River.Aiming at the complex navigation environment of the Yangtze River,this paper introduces the carbon trading mechanism to deconstruct the operating costs of ships powered by clean energy in the Yangtze River.A quantitative model for the energy consumption of ships in the Yangtze River is built based on the key parameters of fuel cost,which accounts for a large proportion of operating costs.Finally,a comprehensive economic evaluation method for the application of clean energy for ships in the Yangtze River is proposed and examined.This study can provide support for the application of clean energy for ships in the Yangtze River,and facilitate the implementation of the‘Carbon Peak and Carbon Neutralization’ Target.This paper first expounds on the purpose and significance of this study,analyzes the research status at home and abroad,defines the main research content,and determines the research technology route.Then,this paper analyzes the application environment and restrictive factors of clean energy for ships in the Yangtze River and concludes that the economy is the main restrictive factor for the application of clean energy.Afterwards,a novel idea and method for economic analysis of clean energy applications in Yangtze River ships with the introduction of a carbon trading mechanism are proposed to adapt future development,that is deconstructing the operating costs of ships in the Yangtze River after applying clean energy through research and analysis and determine the economic comprehensive evaluation index to construct the economic comprehensive evaluation model of AHP-EWM-VIKOR.Next,according to the complex navigation environment and the constantly changing ship operating conditions of the Yangtze River,a quantitative model of ship fuel cost is constructed by theoretically analyzing ship operation strategies and actual navigation data based on the Matlab/Simulink simulation platform.The effectiveness of this model is verified.Finally,a comprehensive economic evaluation of different clean energy application solutions for the typical representative ship of the Yangtze River 7500-ton bulk carriers is committed to integrating above study.The research results can provide a reference for the application of clean energy for ships in the Yangtze River.
