【摘要】 党的十九大提出实施乡村振兴战略,这是决胜全面建成小康社会和建设社会主义现代化强国的重大战略部署,为农业农村发展指明了方向。从2003年12月《中共中央国务院关于进一步加强人才工作的决定》出台,首度从政策面提出“加强农业高技能人才和农村实用人才队伍建设”,到2010年6月,《国家中长期人才发展纲要(2010-2020)》明确将“农村实用人才”列入6大类人才之一进行政策引导统筹建设,农村实用人才政策经过了近20年的演变,从宏观上匹配“十四五”规划的总体目标,针对农村产业振兴和农业转型升级的需求,目前主要包含外部人才引进、本土人才培育、健全管理机制、打造服务平台、完善人才服务和落实人才保障等六个方面的措施,但在具体实施的过程中存在着很多的不足,导致目前农村实用人才从人才智力支持角度无法满足乡村振兴的发展需求,急需对政策的实施进行完善。基于这样的背景,本文以乡村振兴战略作为研究的背景,对农村实用人才政策实施情况进行研究,并提出提升农村实用人才政策执行成效的对策。本文研究结果表明,目前A市农村实用人才政策实施存在着基层人力资源调研不充分、政策实施效果反馈渠道不畅、政策宣传力度不够、职能部门职责不清、农村创新创业环境恶劣、政府财政投入不足等6个主要问题。这主要是基层调研科学性不足、政策执行规范性不足、政策实施保障机制有待加强、资源投入缺口较大等原因引起的。因此,本文根据现有政策实施过程的不足,对现有政策的实施进行了完善,提出了通过建立农村实用人才信息库来摸清实情、完善科学的调研工作机制来加强调研、设计人才政策的评价体系来畅通渠道;加大人才政策宣传力度、建设政策咨询服务平台、举办政策相关的跨界互动;明确落实主体的职责分工、强化政策落实的责任意识、加强政策落实的绩效管理;优化人才创业环境、加大人才创业扶持、设立人才发展基金的提升方案。通过以上4个方面的完善和补充,实现对乡村振兴战略所导向的农村产业化指标提供足够的人才与智力支持。在解决A市农村实用人才政策实施问题的同时,也有助于政府对农村实际情况深入了解,改善农村经济结构,对日后其他地区农村实用人才政策的具体实施起到一定的指导作用。更多还原

【Abstract】 The 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,which is an important strategic plan for building a well-off society in an all-round way and building a socialist modernization power,and points out the direction for the development of agriculture and rural areas.From December,2003,the Decision of the CPC Central Committee and the State Council on Further Strengthening Talent Work was promulgated,and "Strengthening the Construction of Agricultural High-skilled Talents and Rural Practical Talents" was put forward for the first time from the policy aspect.By June,2010,the National Medium-and Long-term Talent Development Program(2010-2020)explicitly listed "Rural Practical Talents" as one of the six categories of talents for policy guidance and overall construction,and the rural practical talents policy has gone through nearly 20 years.Macroscopically matching the overall goal of the "14th Five-Year Plan" and aiming at the needs of rural industrial revitalization and agricultural transformation and upgrading,at present,it mainly includes six measures,such as external talent introduction,local talent cultivation,sound management mechanism,building service platform,improving talent service and implementing talent guarantee.However,there are many shortcomings in the concrete implementation process,which leads to the fact that rural practical talents can’t meet the development needs of rural revitalization from the perspective of talent intelligence support,and it is urgent to improve the implementation of the policy.Based on this background,this paper takes the rural revitalization strategy as the research background,studies the implementation of rural practical talents policy,and puts forward some countermeasures to improve the implementation effect of rural practical talents policy.The research results show that at present,there are six main problems in the implementation of rural practical talents policy in A city,such as insufficient research on grassroots human resources,poor feedback channels of policy implementation effect,insufficient policy propaganda,unclear responsibilities of functional departments,poor environment for rural innovation and entrepreneurship,and insufficient government financial input.This is mainly caused by the lack of scientific research at the grass-roots level,the lack of normative policy implementation,the need to strengthen the guarantee mechanism for policy implementation,and the large gap in resource input.Therefore,according to the shortcomings of the existing policy implementation process,this paper improves the implementation of the existing policy,and puts forward that we should establish the rural practical talent information database to find out the truth,improve the scientific research mechanism,strengthen research and design the evaluation system of talent policy to smooth the channels;Intensify the propaganda of talent policy,build a policy consultation service platform,and organize cross-border interaction related to policies;Define the division of responsibilities of the main body,strengthen the sense of responsibility for policy implementation,and strengthen the performance management of policy implementation;Optimize the environment for talents’ entrepreneurship,increase support for talents’ entrepreneurship,and set up a talent development fund.Through the improvement and supplement of the above four aspects,we can provide enough talents and intellectual support for the rural industrialization index guided by the rural revitalization strategy.While solving the implementation problem of rural practical talents policy in A city,it will also help the government to have a deep understanding of the actual situation in rural areas,improve the rural economic structure,and play a guiding role in the specific implementation of rural practical talents policy in other areas in the future.更多还原
