河北滏东污水处理厂提质改造工艺研究及运行效果分析

【摘要】 水环境污染致使生物不断减少甚至于绝灭,导致各种类型自然环境资源的效用减少,严重破坏生态环境平衡。现阶段,水环境污染防治情势依旧严峻,水生态环境保护失衡、不协调的环境问题亟待解决;水生态环境严重破坏与江河湖泊断流干涸情况较为广泛;城乡生态环境基础设施建设普遍存在许多短板;城乡面源污染防治任重道远,部分重点湖库周边水产养殖、农业面源污染问题突出,需要加快环境治理解决环境问题。2015年4月国务院印发的《水污染防治行动计划》明确要求加强城市生活污水综合治理。衡水市水领办印发的《关于加快污水处理设施提标改造的通知》(衡水领办函[2019]7号)文件要求。到2021年底,污水处理厂将全面执行河北省《子牙河流域水污染物排放标准》(DB13/2796-2018)和《黑龙港及运东河流域水污染物排放标准》(DB13/2797-2018)地方标准中重点控制区排放标准。此次研究课题是以河北省衡水市滏东污水处理厂提质改造工程为研究对象,借助对滏东污水处理厂的运营现状及进出水质数据调查分析,结合原有的污水处理工艺,对衡水市滏东污水处理厂工艺的提质改造作出研判。本研究内容主要包括:滏东污水处理厂原有工艺技术的处理效果与运行情况、进出水水质调查与确定、系统升级工艺技术方案的选择与调查、设计优化参数与工艺技术设计、运行效率调查与分析等。此次提质改造项目在现有污水处理工艺基础上展开进一步优化,不提高污水处理量不改变污水处理水质。因此改造项目完成后污水排放量为15000m3/d,主要污染物为CODcr、BOD5、SS、NH3-N和TP。根据《子牙河流域水污染物排放标准》(DB13/2796-2018)排放标准计算CODcr、BOD5、SS、NH3-N和TP排放量分别为0.6t/d、0.15t/d、0.15t/d、0.03t/d、0.006t/d。按照50%中水回用率的情况下,年污水排放量为273.75万m3/a,CODcr、BOD5、SS、NH3-N和TP的年排放量分别为109.5t、27.4t、27.4t、5.5t和1.1t。另外,本文对提标体质改造后的工程经济与效益展开简单分析。主要研究内容如下:1、原滏东污水处理厂的运行现状和实际情况,即原污水处理厂进水规模及进水水质研判分析;2、污水处理厂提质改造工艺技术方案研判,即设计体量的确定、设计进出水水质的确定、污水提标升级改造处理工艺技术方案的优化选择、整体工艺技术流程的确定。3、污水处理厂调试与运行效能研判分析,即运行效能研判分析、CODcr去除效果研判分析、BOD5去除效果研判分析、SS去除效果研判分析、TN去除效果研判分析、NH3-N去除效果研判分析、TP去除效果研判分析。滏东污水处理厂升级改造项目的实施,实现了污水处理厂的提质增效,处理效果稳定可靠,在不增加废水处理量,建成后出水CODcr、NH3-N、TP排放指标均有提升,达到设计要求有利于改善滏阳河的环境容量和水质,对流域生态环境质量的好转具有积极的促进作用。

【Abstract】 Water environment pollution leads to the continuous reduction or even extinction of organisms,resulting in the reduction of the utility of various types of natural environmental resources,and seriously damaging the balance of the ecological environment.At the present stage,the situation of water pollution prevention and control is still serious,and the environmental problems of imbalance and incoordination of water ecological environment protection are urgent to be solved.The severe damage of water ecological environment and the drying of rivers and lakes are widespread.There are many shortcomings in the construction of urban and rural ecological environment infrastructure.The prevention and control of non-point source pollution in urban and rural areas is a daunting task,and pollution from non-point sources in aquaculture and agriculture around some key lakes and reservoirs is a serious problem,which needs to be solved at a faster pace.The Action Plan for Water Pollution Prevention and Control issued by The State Council in April2015 explicitly calls for strengthening the comprehensive treatment of urban domestic sewage.The Notice on Accelerating the Upgrading of Sewage Treatment Facilities(Hengshui Requisition Letter No.7(2019))issued by Hengshui Water Requisition Office is required.By the end of 2020,sewage treatment plants will fully implement the discharge standards of key control areas in the local standards of Ziya River Basin Water Pollutants Discharge Standards(DB13/2796-2018)and Heilonggang and Yundong River Basin Water Pollutants Discharge Standards(DB13/2797-2018)of Hebei Province.This study is based on the quality improvement project of Hebei Furong Sewage treatment Plant.Based on the investigation and analysis of the operation status and the data of water quality in and out of furong sewage treatment plant,combined with the existing treatment technology,the study and analysis of the quality improvement technology of Furong sewage treatment plant.The main contents of the study include:effect and problems of original technology in FURong Sewage treatment plant,analysis and determination of water quality in and out of furong sewage treatment plant,selection and analysis of process scheme for upgrading,optimization of design parameters and process design,operation efficiency analysis,etc.Based on the experimental data of FUMing East Sewage Treatment Plant in2020,the design size of fuming East sewage treatment plant is determined to be15000m3/d.The design water quality of FURon sewage treatment plant is CODcr=500mg/L,BOD5=200mg/L,SS=400mg/L,NH3-N=35mg/L,TN=55mg/L,TP=4mg/L.The designed effluent water quality shall comply with the discharge standards of key control areas in the local standards of Hebei Province,Ziya River Basin Water Pollutant Discharge Standard(DB13/2796-2018)and Heilonggang and Yundong River Basin Water Pollutant Discharge Standard(DB13/2797-2018),namely CODcr≤40mg/L,BOD5≤10mg/L,Ammonia nitrogen≤2mg/L,total phosphorus≤0.4mg/L,total nitrogen≤15mg/L,p H=6-9.The quality improvement project is improved on the basis of the existing sewage treatment process,without increasing the amount of sewage treatment,and without changing the quality of sewage treatment.Therefore,after the completion of the renovation project,the sewage discharge is 15000m3/d,and the main pollutants are CODcr,BOD5,SS,NH3-N and TP.According to the discharge standard of Water Pollutants in Ziya River Basin(DB13/2796-2018),the emissions of CODcr,BOD5,SS,HN3-N and TP were 0.6t/d,0.15t/d,0.15t/d,0.03t/d and 0.006t/d,respectively.Under the condition of 50%medium water reuse rate,the annual sewage discharge is2,737,500 m3/a,and the annual discharge of CODcr,BOD5,SS,NH3-N and TP are109.5t,27.4t,27.4t,5.5t and 1.1t,respectively.The main research contents are as follows:1.The current situation and actual operation of the original Fudong Sewage Treatment Plant,that is,the research and analysis of the influent scale and influent quality of the original sewage treatment plant;2.Research on the process plan for upgrading the quality of the sewage treatment plant,that is,the determination of the design scale,the determination of the quality of the designed influent and effluent,the selection of the process plan for the upgrading and renovation of sewage,and the determination of the overall process flow.3.Sewage treatment plant debugging and operation efficiency analysis,namely operation efficiency analysis,CODcr removal effect analysis,BOD5removal effect analysis,SS removal effect analysis,TN removal effect analysis,NH3-N removal effect analysis,and TP removal effect analysis.The implementation of furong Sewage treatment plant upgrade project has achieved the fuyang River’s quality and efficiency improvement,the treatment effect is stable and reliable,without increasing the amount of wastewater treatment,the effluent CODcr,HN3-N and TP discharge indexes have been improved,which meets the design requirements and is conducive to improving fuyang River’s environmental capacity and water quality.It plays a positive role in improving the ecological environment quality of the river basin.
