【摘要】 党的十九大报告提出实施“健康中国战略”,2021年中央一号文件和“十四五”规划明确提出要全面推进健康农村建设,而健康农村建设是“健康中国战略”的重要有机组成,是社会主义现代化强国目标得以实现的关键环节,是彰显社会主义无比优越性的现实要求。因此,在新时代要以“健康中国战略”为引擎,以“乡村振兴战略”为契机,不断推动健康农村建设,既是当下的现实难题,亦是重要的时代课题。具体而言,本文的研究内容和重点主要体现为以下几个方面:从理论溯源和价值意蕴两个方面,分析了新时代健康农村建设的主要依据。马克思主义经典作家对健康的相关论述以及中国共产党领导人对健康农村的相关思想为当下及今后强化健康农村建设提供了理论指导;过去健康农村建设带有根深蒂固的局限性、如今不同区域农村健康情况的差异性以及经济发展的不同步性,客观上为新时代健康农村建设的研究提供了必要性;“健康中国战略”的深入实施、“乡村振兴战略”的如期完成、中华民族伟大复兴的实现等,则是对深入推动健康农村建设提出了现实的迫切需要。通过实地调查研究,指明当下健康农村建设面临的主要问题:一是认知问题,健康理念宣传未能深入人心;二是物质问题,优质医疗卫生资源增长缓慢;三是生态问题,环境保护治理缺乏协调实践;四是制度问题,相关政策机制建设不够健全。针对现实存在的主要问题,拟定了新时代推动健康农村建设的高质量进行,更好的守护以人民为中心的发展初心。即:加强健康理念宣传,提高农民群众认知;稳固各种优质资源,满足农民群众需求;守住绿色生态环境,维护农民群众健康;健全相关政策机制,维护农民群众权益。更多还原

【Abstract】 The report of the Nineteenth National Congress of the Communist Party of China put forward the implementation of the Healthy China Strate gy,and the Central Document No.1 of 2021 and the Fourteenth Five-Year Plan clearly put forward the need to comprehensively promote the construction of healthy rural areas,which is an important organic component of the Healthy China Strategy,a key link t o achieve the goal of a strong socialist modernization country,and a realistic requirement to highlight the incomparable superiority of socialism.Therefore,in the new era,we should take the Healthy China Strategy as the engine and the Rural Revitalizat ion Strategy as the opportunity to continuously promote the construction of healthy countryside,which is not only a realistic problem at present,but also an important issue of the times.Specifically,the research content and focus of this paper are mainly reflected in the following aspects:From the two aspects of theoretical traceability and value implication,this paper analyzes the main basis of healthy rural construction in the new era.Marxist classical writers on the health and the Communist Party o f China leaders on the health of rural thinking for the current and future to strengthen the construction of healthy rural areas to provide a theoretical guidance;In the past,the construction of healthy rural areas has deep-rooted limitations,and now th e differences of rural health conditions in different regions and the asynchronism of economic development objectively provide the necessity for the research of healthy rural construction in the new era;The in-depth implementation of the Healthy China Str ategy,the timely completion of the Rural Revitalization Strategy and the realization of the great rejuvenation of the Chinese nation are the urgent needs for further promoting the construction of healthy countryside.Through on-the-spot investigation and research,it points out the main problems faced by the current healthy rural construction: First,cognitive problems,health concept propaganda has not been deeply rooted in the hearts of the people;Second,material problems,the slow growth of high-quality medical and health resources;Third,ecological problems,lack of coordinated practice in environmental protection and governance;Fourth,the system problem,the relevant policy mechanism construction is not sound enough.In view of the main problems in reality,we have drawn up a new era to promote the construction of healthy countryside with high quality,and better protect the people-centered development initiative.Namely,strengthening the propaganda of health concept and improving the cognition of farmers;Stabilize all kinds of high-quality resources to meet the needs of farmers;Keep the green ecological environment and safeguard the health of farmers;We should improve relevant policies and mechanisms and safeguard the rights and interests of fa rmers.更多还原
