【摘要】 为进一步满足了公众参政议政不断上涨的需求,推进国家治理体系和治理能力现代化,推动将地方政府治理与数字信息化发展相结合,以电视为主要传播载体,配合网络、广播等融媒体渠道搭建官民沟通平台,使媒体、官员、民众三者能够进行可视性互动的电视问政节目应运而生。电视问政是新媒体时代由当地政府组织主导,群众代表就民生问题借助媒体平台向有关负责官员进行监督质询,是公众行使社会监督权利,扩大公众参与政府治理的实践创新,在信息化时代构建了“全媒体”参与互动格局,公众参与过程更加直观,在我国湖北、河南等地都有超过十年的经验实践。本文选取遂宁市《阳光问廉》节目作为案例分析研究对象,以参与式治理理论为理论工具,从理论和实践两个层面,围绕电视问政节目的公众参与治理关键四要素(即主体、客体、平台、保障)进行论述,在公众参与治理过程中呈现出主体多元化、客体多领域、平台多样化、效果多能化等特点,但由于公众参与依靠的是行政权力推动,加上参与主体即公民,普遍存在政治文化意识不强,遂宁市《阳光问廉》电视问政节目还存在主体动力欠缺、客观设计缺陷、问政内容公共性不足、平台效力有限、节目效果表面性等问题。切实有效提升政府治理的能力与水平,持续发挥公众参与治理的时效和实效,笔者提出了提高节目公众参与主体的主观能动,提升公众参与客体的治理层级,完善健全节目机制内容等对策建议,以期打造并实现政府与公众共建共治共享的社会治理格局。更多还原

【Abstract】 In order to further meet the public’s increasing demand for participation in the discussion and administration of state affairs,promote the modernization of the national governance system and governance capacity,combine local government governance with the development of digital informatization,take television as the main communication carrier,and cooperate with the Internet,radio and other integrated media channels to build a communication platform between officials and the public.The TV political program that enables the media,officials and the public to interact with each other has come into being.In the era of new media,TV political inquiry is dominated by local government organizations,where representatives of the masses supervise and question relevant officials on livelihood issues with the help of media platforms.It is a practical innovation for the public to exercise social supervision rights and expand public participation in government governance.In the information age,an interactive pattern of "all media" participation is constructed,and the process of public participation is more intuitive.In our Hubei,Henan and other places have more than 10 years of experience and practice.In this paper,the program "Sunshine Wen Lian" in Suining City is selected as the case study,and the participatory governance theory is used as the theoretical tool to discuss the four key elements(subject,object,platform and guarantee)of public participation in the governance of TV political questioning programs from both theoretical and practical levels.The process of public participation in governance is characterized by diversified subjects,multi-fields of objects,diversified platforms and pluralistic effects.However,as public participation relies on the promotion of administrative power,and the participants are citizens,there are generally weak political and cultural awareness.There are still some problems in Suining’s TV political questioning program,such as lack of main power,objective design defects,lack of publicity of political questioning content,limited platform effectiveness and the program effect.Effectively improve the ability and level of government governance,continue to give play to the effectiveness and effectiveness of public participation in governance,the author puts forward countermeasures and suggestions to improve the subjective initiative of the subject of public participation in the program,enhance the governance level of the object of public participation,and perfect the content of the program mechanism,so as to create and realize the social governance pattern jointly built by the government and the public.更多还原
