【摘要】 在中国共产党第十九届全国代表大会工作报告中,习近平同志提出了乡村振兴发展战略,其是针对社会主要矛盾变化做出的重要选择。乡村振兴过程中,需要一个载体把现代化农业产业、乡村生态环境、底蕴文化、人文风俗、特色资源在空间上统筹起来,特色小镇作为我国新型城镇化建设的主要抓手,突破传统镇域限制,以小空间实现要素大集聚,叠加产业、文化、旅游、社区等功能,可以实现生产生态生活共融,是助推城乡一体化经济高质量发展的重要平台和推动破解“三农”问题实现乡村振兴的重要空间。我国特色小镇建设虽然起步较晚,但借由乡村振兴大势发展,现正步入规范化发展阶段,而且在我国内华东沿海等区域,已经储备丰富的发展经验以及大量成功发展案例,但我国西南片区乃至全国其他地方的特色小镇均未达到良好的发展态势。天府沸腾小镇位于四川省成都市新都区,是大城市近郊以企业为主体推动三产融合建设特色鲜明、生态和谐特色小镇的经典样本,本研究据此开展,希望能为我国各地探索发展特色小镇带来新思路。本研究以天府沸腾小镇为对象,以新公共管理理论、新型城镇化理论和可持续发展理论为研究理论基础,结合其他国家发展形成的先进理论、发展模式以及实际操作,对新都区具体推进天府沸腾小镇建设开展案例研究,以文献研究和相关政策检索的方式对天府沸腾小镇建设政策进行熟悉,以实地走访访谈的方式对从事及涉及相关项目工作的人员进行情况了解,对政府釆取相关措施助力天府沸腾小镇建设的模式进行探究和分析。本研究首先介绍天府沸腾小镇的基础设施环境,总结重要发展成效,并从国内特色小镇建设作为切入点,阐述天府沸腾小镇的典型性。其次,从统筹规划、企业主体、要素保障等三个方面从理论到实际进行了效果分析。在当地政府在遵循市场规律顺势而为打造特色小镇建设案例得到的启示:统筹规划引领是推进特色小镇建设的坚实基础,要坚持规划先行区域统筹,因地制宜挖掘特色亮点,以精准定位、统筹规划确定特色小镇建设方向;突出企业主体是保持特色小镇建设的持续动力,要注入社会资本遵循市场规律,坚持特色主导产业带动三产融合,以社会力量撬动农商文旅体融合发展为特色小镇建设注入不断的动力;完善要素保障是推动特色小镇建设的有效助力,要提升公共服务配套筑牢发展基础,植入消费场景促进生态价值转化,以强有力的公服配套建设和创新消费新场景保障特色小镇可持续发展。更多还原

【Abstract】 In the process of rural revitalization,there is a need for a carrier to integrate modern agricultural industry,rural ecological environment,underlying culture,cultural customs,and characteristic resources in space.As the main focus of China’s new urbanization construction,characteristic towns can break through traditional town limits,achieve large concentration of factors in small spaces,superimpose functions such as industry,culture,tourism,and community,and achieve the integration of production,ecology,and life,During the construction phase of urban-rural integration,this platform is bound to have a significant impact on the quality of economic development directly,and an important space for solving the "three rural" issues and achieving rural revitalization.Although the construction of characteristic small towns in China started relatively late,with the development of rural revitalization,it is gradually entering a period of standardized development.In particular,China’s eastern coastal region has accumulated a large number of advanced experience and successful cases,but the characteristic small towns in China’s southwest region and even other parts of the country have not achieved a good development trend.Tianfu Boiling Town is located in Xindu District,Chengdu City,Sichuan Province,and is a classic example of enterprises in the suburbs of large cities promoting the integration of three industries to build distinctive and ecologically harmonious towns.This study is conducted based on this,hoping to bring new ideas to explore and develop characteristic towns throughout China.This study takes Tianfu Boiling Town as the object,and takes the new public management theory,new urbanization theory,and sustainable development theory as the theoretical basis for research.Through analyzing and drawing on advanced theories,development models,and practical operations at home and abroad,it conducts a case study on the specific promotion of Tianfu Boiling Town construction in Xindu District,and familiarizes itself with the construction policies of Tianfu Boiling Town through literature research and relevant policy searches,Conduct field visits and interviews to understand the situation of personnel engaged in and involved in relevant project work,and explore and analyze the mode of government measures to assist the construction of Tianfu Boiling Town.According to the research ideas and framework of the thesis the first part is a systematic introduction to the basic conditions,main practices,and main achievements of Tianfu Boiling Town,and starting from the overview of the construction of characteristic towns in China,it expounds the typicality of Tianfu Boiling Town.Secondly,it analyzes the effects from theory to practice from three aspects: overall planning,enterprise main body,and supporting support.Inspiration from the local government’s case of building characteristic towns in accordance with market rules: overall planning and guidance is a prerequisite for promoting the construction of characteristic towns.It is necessary to adhere to the principle of planning first and regional planning,explore characteristic highlights according to local conditions,and determine the construction direction of characteristic towns through precise positioning and overall planning;Highlighting the main body of enterprises is the continuous driving force for maintaining the construction of characteristic towns.It is necessary to inject social capital to follow market rules,adhere to the characteristic leading industries to drive the integration of three industries,and leverage the integration of agriculture,commerce,culture,tourism,and sports with social forces to inject continuous impetus into the construction of characteristic towns;Improving supporting facilities is an effective assistance for promoting the construction of characteristic towns.It is necessary to improve public service facilities and establish a solid foundation for development,implant consumption scenarios to promote the transformation of ecological value,and ensure the sustainable development of characteristic towns with strong public service supporting facilities and innovative consumption scenarios.更多还原
