【摘要】 现在,全球老龄化进程正在加速,许多国家正在步入老龄化,中国就是其中之一。中国的老年人越来越多,老年人口的比例也越来越高,人口老龄化已经成为目前不可避免地一大难题。作为山西省老龄化最严重的城市之一,大同市面临着严重的养老问题。人口老龄化,需要及时深入研究并解决。因此,需要转变养老服务发展方式,推动社区养老服务改革,更好地为老年社区发展做出贡献。本文从大同市老年人口现状出发,基于马斯洛的需求层次、多元福利等理论,结合笔者在山西省大同市社区的实地走访调研,在了解大同市目前的社区养老服务建设现状的基础上,结合对社区的老人结合问卷调查和对社区养老服务的工作人员及老人和子女的访谈,将调查结果进行数据分析,发现大同市社区家养老服务存在社区养老设施投入存在差距、单一依靠政府支持、养老服务管理粗放、养老服务供给不足与闲置共存、养老服务专业人才稀缺、社区养老合同权利义务不明确等问题。通过对这些问题进行深入研究,分析得到不同社区对养老服务建设的重视程度不同、多元治理组织参与不够、管理体系建设不完善、养老服务需求调查缺失、社区“医养”服务专业队伍缺少培训和准入门槛、社区养老服务法律风险防范不到位等造成这些问题的原因。同时借鉴国外如美国、日本和国内南通的社区养老服务经验,有针对性地从养老服务内容与设施、养老服务团队和养老服务经费三方面出发,提出注重养老精神方面的服务、贯彻“医养结合”的养老服务理念、引进智能化养老服务设施、培养专业服务团队、打造志愿者服务队伍、指定完善的养老服务监督管理体系、构建多元化资金供给主体、合理分配经费这些完善大同市社区养老服务建设的措施。更多还原

【Abstract】 Now,the global aging process is accelerating,many countries are aging,China is one of them.There exist an increasing number of elderly people in China and a higher proportion of the elderly population.Aging population has become a social problem in China.As one of the most aging cities in Shanxi Province,Datong City is facing serious problems in pension.The aging of the population is in urgent need of in-depth study and solution.Therefore,it is necessary to change the way of developing elderly care services,promote reform of community elderly care services,and make a better contribution to the development of elderly communities.This thesis starts from the current situation of the elderly population in Datong City,based on Maslow’s hierarchy of needs and dual welfare theory,combined with the author’s research on Datong communities,and on the basis of understanding the current situation of the development of community elderly services,through statistical analysis of questionnaire survey data and interviews,It is found that there are some problems in Datong community pension service,such as the gap in the investment of community pension facilities,the single dependence on government support,the extensive management of pension service,the coexistence of insufficient and idle supply of pension service,the scarcity of pension service professionals,and the unclear rights and obligations of community pension contract.Through analyzing these issues for further research,get different community on the importance of the construction of the pension services,the different multiple governance organization participation,imperfect management system,lack of pension service demand survey and lack of community medical nursing services professional team training and barriers to entry,community endowment service legal risk prevention does not reach the designated position,etc.At the same time,drawing on the experience of community elderly care services in foreign countries such as the United States,Japan and Nantong in China,this thesis aims to start from three aspects of elderly care service content and facilities,elderly care service team and elderly care service funds.Old-age support mental health services,and puts forward to carry out the old-age service concept of "medical raise combination",the introduction of intelligent pension service facilities,professional service team,create volunteer service team,specify the perfect endowment service supply subject,supervision and management system,building diversified funds reasonable allocate funds these optimization measures of the construction of the datong city community endowment service.更多还原
