【摘要】 随着国家对“海洋强国”战略和21世纪“海上丝绸之路”建设的贯彻落实,推进全球海洋中心城市建设已成为我国提升对外开放水平和国际竞争力的重要战略举措,建设全球海洋中心城市有利于促进沿海城市海洋经济发展,提升城市中心竞争力,扩大国际影响力,充分地发挥地域支撑和辐射带动作用。论文在梳理总结国内外关于海洋城市、中心城市、全球城市及全球海洋中心城市的概念和评价指标体系的研究成果的基础上,进一步理解和把握全球海洋中心城市内涵和特征。根据全球海洋中心城市的特征,对全球海洋中心城市评价指标体系进行构建与优化。然后,以我国上海等8市为例,利用上述构建的评价指标体系对上海等8市的全球海洋中心城市建设水平进行评价比较分析和耦合协调程度分析。在评价结果的基础上,梳理总结国际典型城市建设的经验启示,提出我国建设全球海洋中心城市的主要思路和对策。主要结论如下:(1)关于全球海洋中心城市的内涵和特征,本文认为,全球海洋中心城市是以港口和腹地为依托,各项海洋事业比较发达,海洋综合实力领先,集聚整合能力突出,综合服务功能完善,区域引领和辐射带动作用明显,具有重要国际地位和全球影响力的城市。全球海洋中心城市可以看成是海洋城市、中心城市和全球城市的结合体,既具备海洋城市的特征,又具备中心城市和全球城市的特征,海洋性、中心性和全球性是全球海洋中心城市的基本特征。(2)在全球海洋中心城市指标体系的构建与优化方面,通过指标体系的构建原则和方法,借鉴海洋城市、中心城市和全球城市评价指标体系的研究成果,立足于现有公开数据,构建了包含26个具体指标的全球海洋中心城市建设评价体系,将全球海洋中心城市评价指标体系框架分解为海洋综合实力、中心竞争力和国际影响力3个子系统。(3)通过对全球海洋中心城市建设水平评价与比较研究发现,上海等8个城市的全球海洋中心城市建设水平综合排序相对稳定,上海、深圳位于前两位,就3个子系统而言,评价值存在不平衡现象,城市间的差异性比较显著;全球海洋中心城市耦合协调程度除上海处于优质协调状态外,其他7个城市的耦合协调水平都较低,多处于濒临失调或失调阶段,目前只有上海在全球海洋中心城市建设过程中的协调发展水平较高。不论是自身发展还是政策导向,上海和深圳最具备率先建成全球海洋中心城市的条件。(4)我国的全球海洋中心城市建设的着力点应放在以下几个方面:(1)以国家战略需求为导向,加强顶层设计。(2)错位竞争,凸显特色。采取差异化发展策略,避免同构竞争。(3)协调发展,共创共享。加强区域合作与分工,促进区域协调发展。更多还原

【Abstract】 With the implementation of the national strategy of "Ocean Power" and the construction of "The 21 st Century Maritime Silk Road",promoting the construction of a global marine central city has become an important strategic measure to improve China’s opening up level and international competitiveness.Building a global marine central city is conducive to promoting the marine economic development of coastal cities,improving the competitiveness of urban centers,expanding international influence,and giving full play to the role of regional support and radiation.On the basis of combing and summarizing the domestic and foreign research results on the concepts and evaluation index system of Marine City,Central City,Global city and Global Marine Central City,the thesis further understands and grasps the connotation and characteristics of global marine central cities.According to the characteristics of Global Marine Central City,the evaluation index system of Global Marine Central City is constructed and optimized.Then,taking 8 cities such as Shanghai as an example,the evaluation index system constructed above is used to evaluate and compare the construction level of eight cities and analyze the degree of coupling and coordination.On the basis of the evaluation results,it combs and summarizes the experience and enlightenment of international typical city construction,and puts forward the main ideas and countermeasures for China to build a global marine central city.The main conclusions are as follows:(1)With regard to the connotation and characteristics of the Global Marine Central City,the thesis believes that the Global Marine Central City is a city with important international status and global influence,relying on ports and hinterlands,relatively developed marine undertakings,leading marine comprehensive strength,outstanding gathering and integration capabilities,perfect comprehensive service functions,obvious regional leadership and radiation belt actions.The Global Marine Central City can be seen as a combination of marine city,central city and global city,which has the characteristics of marine city,central city and global city.Oceanity,centrality and globality are the basic characteristics of Global Marine Central City.(2)In terms of the construction and optimization of the indicator system of the Global Marine Central City,through the construction principles and methods of the indicator system,drawing on the research results of the evaluation indicator system of Marine City,Central City and Global city,and based on the existing open data,the evaluation system of the Global Marine Central City construction has been constructed,which contains 26 specific indicators.The evaluation index system framework of the global Ocean Centre city is decomposed into three subsystems: marine comprehensive strength,central competitiveness and international influence.(3)Through the evaluation and comparative study of the construction level of Global Marine Central City,it is found that the comprehensive ranking of the construction level of Global Marine Central City in eight cities,including Shanghai,is relatively stable,with Shanghai and Shenzhen in the top two.As for the three subsystems,the evaluation values are unbalanced,and the differences between cities are significant;In addition to Shanghai,the overall coupling and coordination level of other seven cities are not high,and most of them are on the verge of imbalance or imbalance.At present,only Shanghai has a high level of coordinated development in the process of building a global marine central city.Regardless of their own development or policy orientation,Shanghai and Shenzhen are the most qualified cities to take the lead in building Global Marine Central City.(4)The focus of China’s global marine central city construction should be placed on the following aspects:(1)Strengthen top-level design guided by national strategic needs.(2)Displaced competition,highlighting characteristics.Adopting differentiated development strategies to avoid isomorphic competition.(3)Coordinated development,co creation and sharing.Strengthen regional cooperation and division of labor,and promote coordinated regional development.更多还原
