营商环境视角下达州市不动产登记优化对策研究

【摘要】 营商环境是市场经济发展之壤,优化营商环境是中共中央、国务院在社会经济发展新形势下作出的重大战略部署,也是中国深化改革开放的重要措施。营造国际化、法治化、便利化的营商环境成为中央及各级政府工作的焦点,不动产登记作为营商环境优化与建设的重要指标备受关注,达州市是川渝地区双城经济圈北翼振兴战略支点,亟待以优质营商环境吸引各类企业,在区域竞争中创造新优势。本文以营商环境视角下达州市不动产登记为研究对象,通过不动产登记平台数据进行统计,对当前达州市不动产登记优化现状展开分析,采取对比分析和访谈等研究方法,概括和总结了达州市不动产登记优化存在的主要问题及其成因,并提出了针对性的优化对策。除绪论外,本文主要由五个部分构成:第一部分是基本概念和理论,详细阐述了营商环境、不动产登记、登记财产指标等概念和新公共管理理论、行政效能理论、服务型政府理论;第二部分是营商环境视角下达州市不动产登记优化现状分析;第三部分是营商环境视角下达州市不动产登记优化存在问题及成因分析。通过研究发现,达州市在不动产登记优化过程中存在着很多问题,例如,登记流程复杂,互联网登记发展缓慢、不动产登记政策宣传不到位等。对其成因进行剖析发现审核权力过于集中、政策宣传渠道不广泛、各部门数据壁垒未打通是造成这些问题的重要原因。第四部分借鉴他地市先进经验基础上,对达州市不动产登记优化可以借鉴的措施进行对比梳理。第五部分是对达州市不动产登记优化提出建议,上级行政部门应该牵头各部门打破数据比壁垒,进一步简政放权,精简流程,登记部门应加强登记队伍建设。论文围绕达州市不动产登记优化进行探讨和研究,一方面,试图为达州市不动产登记优化建设提供有价值的行政参考。另一方面,本文的研究也在一定程度上反映了四川省地级市不动产登记优化建设中普遍存在的问题。本文提出的优化路径和建议具有共性和通用性。同时,对达州市不动产登记深度优化形成理论性综合探索,可以进一步补充和完善我国不动产登记营商环境视角的相关理论,拓展当前学术界关于不动产登记、营商环境及不动产登记营商环境等领域的既有研究。

【Abstract】 The business environment is the soil for the development of a market economy.Under the new circumstances,optimizing the business environment is a major decision and deployment made by the Party Central Committee and the State Council,and it is also an important measure for China to deepen reform and opening up.and it is also an important measure for China to deepen reform and opening up.Creating an internationalized,legalized,and convenient business environment has become the focus of the work of the central government and governments at all levels.At the same time,real estate registration is a significant indicator of business environment construction.To revitalize the strategic fulcrum,it is urgent to attract all kinds of enterprises with a high-quality business environment,stimulate the vitality of various market players,and shape new regional competitive advantages.This paper takes the real estate registration of Dazhou City as the research object from the perspective of business environment,conducts statistics through the data of the real estate registration platform,analyzes the current situation of the optimization of real estate registration in Dazhou City,adopts research methods such as comparative analysis and interviews,and summarizes and summarizes the impact of Dazhou City.The main problems and causes of real estate registration optimization construction,and the targeted optimization countermeasures are put forward.In addition to the introduction,this paper mainly consists of five parts: the first part is the basic concepts and theories,which elaborates the concepts of business environment,real estate registration,registered property indicators and other concepts,as well as the new public management theory,the administrative efficiency theory,and the service-oriented government theory;The second part is the analysis of the status quo of real estate registration optimization in Dazhou from the perspective of business environment.By analyzing the data of the real estate registration platform in Dazhou,the current situation of real estate registration optimization in Dazhou is described;the third part is from the perspective of business environment in Dazhou.Problems and causes analysis of real estate registration optimization.Through research,it is found that there are many problems in the optimization process of real estate registration in Dazhou City,such as the complex registration process,the slow development of Internet registration,and the lack of proper publicity of real estate registration policies.Analysis of its causes found that the review power is too centralized,the policy publicity channels are not extensive,and the data barriers of various departments are not opened up are the important reasons for these problems.The fourth part compares and sorts out the measures that can be used for reference in the optimization of real estate registration in Dazhou City,based on the advanced experience of other cities.The fifth part is to put forward suggestions on the optimization of real estate registration in Dazhou City.The higher administrative department should take the lead in breaking the data ratio barriers,further simplifying administration and delegating powers,streamlining the process,and the registration department should strengthen the construction of the registration team.This paper discusses and studies the optimization of real estate registration in Dazhou City.On the one hand,it tries to provide valuable administrative reference for the optimization and construction of real estate registration in Dazhou City.On the other hand,the research in this paper also reflects the common problems in the optimization and construction of real estate registration in prefecture-level cities in Sichuan Province to a certain extent.The optimization paths and suggestions proposed in this paper have commonality and generality.At the same time,the theoretical comprehensive exploration of the deep optimization of real estate registration in Dazhou can further supplement and improve the relevant theories from the perspective of real estate registration business environment in my country,and expand the current academic circles on real estate registration,business environment and real estate registration business environment.of existing research.
