【摘要】 对公共服务进行创新,实施公共服务方面的改革,不只是在对现代政府进行改革过程中的至关重要的内容,更是全球范围内迫切需要解决的关键问题。我国诸多地方政府已经实施过或者正在实施公共服务方面的改革,广东、山东、四川、香港等省市标新立异,在实施公共服务改革的过程中累积了诸多经验,无论是其改革模式还是其改革理念,都给予了我们以借鉴和参考。本文以L区为例,运用公共服务供给理论、公共产品理论、委托代理理论,采用问卷调查法和访谈法,立足于基层民政系统购买公共服务层面,对L区目前基层民政系统购买公共服务的相关政策进行了梳理。通过对L区基层民政系统负责的街道办事处以及其购买服务的社区进行调研,对L区基层民政系统购买公共服务的历程、主体、范围、特点、流程等内容展开分析,指出L区基层民政系统在购买服务过程中存在的不足:购买决策过程不透明、财政资金投入不够、监督评估体系不健全、社会组织发展遇到瓶颈。并指出其存在不足的原因:社会公众参与度低、政府尚处在探索阶段、法律制度保障体系不健全、民间组织行政色彩较浓。而后结合L区的案例以及相关理论提出当前以及将来一段时间内L区基层民政系统购买社区公共服务发展的具体策略:明确角色地位;对基层民政系统购买服务运行和保障机制进行完善,培育社会组织。通过归纳总结我国一些地方政府购买公共服务取得成功的案例,包括L区基层民政系统购买公共服务的经验,本文认为,L区基层民政系统要在对公共服务购买进行实践的过程中有一定成效,政府需要对其理念进行转变,努力对服务型政府进行打造;同时在对公共服务进行购买的过程中,引入竞争机制,对公共服务组织进行引导并鼓励,使其参与其中。此外,需要在政策法律以及监督机制方面对购买服务方式加以制约,使其更加规范。更多还原

【Abstract】 The innovation of public service and the implementation of the reform of public service are not only the crucial content in the process of the reform of modern government,but also the key issue that needs to be solved urgently in the global scope.Many local governments in China have carried out or are carrying out public service reform.Guangdong,Shandong,Sichuan,Hong Kong and other provinces and cities are distinctive and have accumulated a lot of experience in the process of carrying out public service reform.Both their reform modes and reform ideas provide us with reference.Taking District L as an example,this paper applies public service supply theory,public goods theory,principal-agent theory,questionnaire survey method and interview method to purchase public service in grass-roots civil administration system,this paper sorts out the relevant policies of purchasing public service in the grass-roots civil administration system of District L.Through a survey of the street offices responsible for the grass-roots civil affairs system in District L and the communities in which they purchase services,to analyze the process,subject,scope,characteristics,process and other contents of the purchase of public services by the grass-roots civil affairs system in District L,the paper points out the disadvantages of the grass-roots civil administration system in District L in the process of purchasing service:the decision-making process of purchasing is not transparent,the financial investment is not enough,the supervision and evaluation system is not perfect,and the development of social organizations meets the bottleneck.It also points out the reasons:the public participation is low,the government is still in the stage of exploration,the legal system is not perfect,and the civil organization has a strong administrative color.Then,combining with the case of L-district and related theories,the paper puts forward the concrete strategies of the development of L-district grass-roots civil administration system purchasing community public services in the present and future period of time:Clear Role Status;To perfect the operation and guarantee mechanism of purchasing service of grass-roots civil administration system,and cultivate social organizations.By summing up the successful cases of purchasing public services by some local governments in our country,including the experiences of purchasing public services by the grass-roots civil administration system in District L,this paper holds that,the grass-roots civil administration system of District L should have some effect in the process of practice of public service purchase.The government should change its idea and make efforts to build a service-oriented government at the same time,in the process of purchasing public services,the introduction of competition mechanism to guide and encourage public service organizations to participate in them.In addition,the way in which services are purchased needs to be regulated and regulated in terms of policies and laws as well as monitoring mechanisms.更多还原
