【摘要】 县域作为我国社会治理实践的基本单元,正经历着经济社会发展“硬实力”与满足群众美好生活需求“软实力”不相匹配的难题。近年来,P县通过加强党建引领,密切各部门、各单位之间联系,发挥市场组织、社会组织、居民群体等主体的参与作用,逐步建立起政府指导的城市社区网格化管理协同共治模式。目前,P县城市社区网格化管理协同共治工作初显成效,但仍有巨大探索空间,也具有一定的研究价值。论文运用了案例分析、访谈调研、问卷调查相结合的方法,以协同治理理论和SFIC模型为理论依据和分析框架,通过分析P县网格化管理主体基本情况和基于SFIC模型对网格化协同共治情况展开分析;同时,结合访谈人员和居民反馈评价,从起始条件、催化领导、制度设计和协同过程四方面分析出了城市社区网格化协同共治工作中存在的问题及其成因。P县在推进网格化管理协同共治过程中,在起始条件阶段,因各主体缺乏共同的行为导向引发主体间利益冲突;在催化领导阶段,因政府强势主导协同共治过程导致各主体能动性发挥不足;在制度设计方面,因制度机制建设滞后,引发权责模糊、监管不力等问题;在协同过程方面,由于各主体协同共治基础薄弱难以形成良性循环,导致协同共治成果不显著。对于上述问题,本文尝试提出建议和方法,以期提高县域城市社区网格化管理协同共治成效:一是理顺主体之间的利益归属,畅通各主体的利益表达渠道,提高各主体价值取向的协同性,从而实现各主体高效合作;二是建立党建引领协同机制、资源合理分配机制、明确居民群体权责关系,厘清政府在协同共治中的权责范围;三是通过健全法律法规规范主体行为,建立权责清单明确各主体权责边界,完善评估机制优化协同制度设计;四是通过培育公民共同体意识、为社会组织和市场组织提供专业支持和信任支持,激发社会力量协同共治精神,推动协同过程的良性循环。更多还原

【Abstract】 As the basic unit of social governance practices in our country,the county area is experiencing problems that the "hard strength" of economic and social development does not match the "soft strength" of people’s demands for a better life.In recent years,P County has gradually established a government-guided grid management and collaborative governance model for urban communities by strengthening the guidance of Party building,keeping close ties between various departments and units,and giving full play to the participation of market organizations,social organizations,resident groups and other subjects.At present,the grid management and collaborative governance work of urban community in P County has achieved initial results,but there is still a huge space for exploration and a certain research value.This paper uses the method of case analysis,interview research,questionnaire survey,collaborative governance theory and SFIC model as the theoretical basis and analysis framework,by analyzing the basic situation of P county grid management subject and based on SFIC model to carry out analysis of grid collaborative governance situation;At the same time,based on the feedback and evaluation of interviewers and residents,the problems existing in the grid collaborative governance of urban communities and their causes are analyzed from four aspects:initial conditions,catalytic leadership,system design and collaborative process.In the process of promoting collaborative governance of grid management in P county,in the initial condition stage,the lack of common behavior orientation of each subject leads to conflicts of interest among subjects.In the catalytic leadership stage,the initiative of each subject is insufficient due to the government’s strong dominance in the collaborative governance process.In the aspect of system design,due to the lag of system and mechanism construction,the power and responsibility are blurred and the supervision is weak.In terms of the collaborative process,it is difficult to form a virtuous cycle due to the weak foundation of the collaborative co-governance of various subjects,resulting in insignificant collaborative co-governance results.To solve the above problems,this paper tries to put forward suggestions and methods in order to improve the collaborative governance effect of grid management of county urban communities.First,it is to straighten out the interests belonging among the subjects,smooth the channels of interest expression of each subject,improve the synergy of each subject’s value orientation,so as to realize the efficient cooperation of each subject.Second,establish a collaborative mechanism for guiding Party building,a mechanism for rational allocation of resources,clarify the relationship between rights and responsibilities of residents,and clarify the scope of powers and responsibilities of the government in collaborative governance.Third,by improving laws and regulations to regulate the behavior of the subject,establishing a list of rights and responsibilities to clarify the boundaries of rights and responsibilities of each subject,improving the evaluation mechanism and optimizing the design of the collaborative system.Fourth,by cultivating the sense of community among citizens,providing professional support and trust support for social organizations and market organizations,we can stimulate the spirit of collaborative governance among social forces and promote a virtuous cycle of collaborative process.更多还原
