【摘要】 目前化工产值占世界总产值的40%以上。随着我国工业化水平不断提高,化工项目成为了很多地区的支柱产业。在化工行业中,危险化学品行业占据了很大比例,危险化学品生产、储存和使用的方法过程复杂,条件苛刻,具有很高的安全风险,如果管控不到位,极易发生生产安全事故,导致出现重大的人员伤亡和财产损失,同时会造成巨大的社会影响,对政府形象和公信力造成巨大的冲击。H区位于D市北部,目前,化工产业是H区的支柱产业,但是H区危化品安全监管手段还有一定差距。为了能够更好的做好D市H区危险化学品的安全监管工作,笔者以H区危险化学品安全生产监管作为研究对象,通过案例分析、问卷访谈等研究方法,深入分析H区危化品监管存在问题和存在问题原因,针对H区危险化学品安全生产监管提出有针对性的措施和建议。本文的主要研究工作如下:(1)对H区危险化学品安全生产监管现状进行分析。对H区危险化学品企业的数量、规模、涉及的危险化学品种类等各项数据信息进行摸底,梳理H区目前的安全生产监管主要方式、监管人员和取得的监管成效,综合分析H区的安全生产监管现状。(2)分析H区危险化学品安全生产监管存在问题和原因。在H区安全生产监管现状的基础上,采取调查问卷、现场座谈和统计分析的形式,通过对H区目前的监管成效进行综合评估,结合对笔者日常参与安全检查的统计分析,提出H区安全生产监管存在监管手段匮乏,安全生产监管收效甚微、常态化行政处罚效果有限等三个方面问题。笔者结合日常工作,深入分析H区危险化学品安全生产监管之所以出现这三个方面问题,其主要原因有危化品安全生产监管体制机制不成熟、常态化行政处罚改变监管重心、考核追责机制不完善等方面原因。(3)对H区危险化学品安全生产监管的建议和对策。在存在问题和原因的基础上,提出健全完善安全监管的机制、进一步改善奖惩和考核制度以及开展多样化的危化品安全监管方式三个层面建议,为H区政府和安全生产监管部门提高危化品安全生产监管能力提供参考。更多还原

【Abstract】 At present,the output value of chemical industry accounts for more than 40%of the world’s total output value.With the continuous improvement of China’s industrialization level,chemical projects have become a pillar industry in many regions.In the chemical industry,the hazardous chemicals industry accounts for a large proportion.The process of production,use and storage of hazardous chemicals is complex,the conditions are harsh,and the safety risk is high.Once the control is not in place,accidents are likely to cause major casualties and property losses.At the same time,they will cause huge social impact,and have a huge impact on the image and credibility of the government.Zone H is located in the north of D City.At present,the chemical industry is the pillar industry of Zone H,but the safety production supervision of hazardous chemicals in Zone H cannot meet the requirements of safety production supervision of hazardous chemicals.In order to do a better job in the safety supervision of the hazardous chemicals industry,the author takes the safety production supervision of hazardous chemicals in Zone H as the research object,through case analysis,questionnaire interview and other research methods,in-depth analysis of the problems and underlying reasons behind Problems in the supervision of hazardous chemicals and puts forward targeted measures and suggestions for the safety supervision of hazardous chemicals in Zone H.The main research work of this paper is as follows:(1)Analyze the current situation of hazardous chemicals safety supervision in Zone H.To find out the number,scale,types of hazardous chemicals involved and other data information of hazardous chemicals enterprises in Zone H,sort out the current main methods of safety supervision in Zone H,supervisors and regulatory results,and comprehensively analyze the current situation of safety supervision in Zone H.(2)Analyze the existing problems and reasons of safety supervision of hazardous chemicals in Zone H.On the basis of the current situation of the safety supervision in the H area,by taking the form of questionnaire,on-site discussion and statistical analysis,and through comprehensive evaluation of the current supervision effect in the H area,combined with the statistical analysis of the author’s daily participation in the safety inspection,this paper points out that there are three problems in the safety supervision in the H area,including the lack of supervision means,the low efficiency of supervision,the little effect of safety supervision,and the deviation of supervision direction caused by administrative punishment.Combining with daily work,the author deeply analyzes the reasons for the three problems in the safety production supervision of hazardous chemicals in Zone H,mainly including the immature regulatory system and mechanism of hazardous chemicals safety,the drift of regulatory status caused by administrative punishment,and the imperfect assessment and accountability mechanism.Suggestions and countermeasures for safety supervision of hazardous chemicals in Zone H.On the basis of the existing problems and reasons,this paper puts forward three suggestions:improving the safety supervision mechanism,improving the reward and punishment assessment system,and carrying out diversified safety supervision methods for hazardous chemicals,to provide reference for the government of H District and the safety supervision department to improve the safety supervision of hazardous chemicals.更多还原
