【摘要】 近年来,中央多次把“乡风文明”列为新农村建设的必要要素之一,乡风文明作为乡村振兴的总目标之一,是全面实现乡村振兴的关键,是推动农村经济、文化、社会等全面发展的重要力量,加强乡风文明建设既有利于推动乡村产业兴旺和生态宜居,也有利于促进乡村治理有效和生活富裕。公众作为建设社会主义新农村的主体力量,在乡风文明的建设过程中同样也承担着举足轻重的作用。要加强乡风文明建设,就必须借助好公众的力量,让其参与其中形成创建合力,填补不合理、空白之处。青岛市X镇属于典型的城乡结合部地区,近年来,该地结合当地实际积极加强乡风文明建设,从公共文化建设、思想道德建设、移风易俗等方面进行有力探索。2018年6月开始,该地作为全国第二批、山东省首批的试点地区,在乡风文明建设方面大力推行新时代文明实践工作,取得了一定成效。本文以X镇为研究对象,综合运用案例分析法、问卷调查法和访谈法,以多中心治理理论和公众参与理论为依据,对青岛市X镇乡风文明建设中公众参与现状进行论述,分析了公众参与存在的问题:公众参与意愿不高、公众参与过程不畅、乡风文明建设领域基础设施建设薄弱、社会组织发挥作用不足,并结合调研内容对原因进入了深入分析:公众参与意识和公众精神缺乏、公众参与的保障性制度法规不健全、资金投入不足且使用未吸纳公众意见、志愿者组织建设薄弱;在借鉴国内优秀地区案例经验的基础上,提出乡风文明建设过程中推进公众参与的对策建议,构建起以公众积极参与,政府与公众为多元主体的乡风文明建设模式,促进乡村社会永续发展。更多还原

【Abstract】 In recent years,the central government has repeatedly listed "rural style civilization" as one of the necessary elements of the new rural construction.Rural style civilization,one of the general objectives of rural revitalization,is not only the key to achieve rural revitalization in an all-round way,but also an important force to promote the comprehensive development of rural economy,culture and society.Strengthening the construction of rural style civilization is conducive to promoting the prosperity of rural industries and ecological livability,as well as promoting effective rural governance and prosperity.Masses,as the main force of building a new socialist countryside,also plays an important role in the construction of rural style civilization.If we want to strengthen the construction of rural style civilization,we must make good use of the power of the masses,integrate them into it to form a joint force,and fill the unreasonable and blank places.X Town in Qingdao is a typical urban-rural fringe area.In recent years,the local area has actively strengthened the construction of rural civilization according to local conditions.The construction of public culture,ideological and moral construction,changing customs and other aspects have been vigorously explored.Since June,2018,this area has become the second batch of pilot areas for rural civilization construction in China and the first batch in Shandong Province.Accordingly,the local government has vigorously promoted the practice of civilization in the new era and achieved certain results.This paper takes X Town as the research object,and comprehensively uses case analysis,questionnaire and interview.And based on the multi-center governance theory and public participation theory,this paper discusses the current situation of public participation in the construction of rural civilization in X Town.This paper analyzes the following problems of public participation:low willingness to participate,unsmooth process of public participation,weak infrastructure in the field of rural customs and civilization construction,and insufficient energy of social organizations.In addition,the paper enters into an in-depth analysis of the reasons based on the research:lack of public participation awareness and public spirit,imperfect systems and regulations for public participation,insufficient capital investment with unsatisfactory financial transparency,and weak volunteer organization construction.Based on the experience of excellent regions in China,this paper puts forward some countermeasures and suggestions to promote public participation in the construction.In order to promote the sustainable development of rural society,we should build a rural civilization construction model with the active participation of the public and the government and the public as multiple subjects.更多还原
