【摘要】 营商环境是一个地区或城市经济软实力的体现,对于推动地方经济社会发展,提升地区竞争力,具有非常重要的意义。党的十八大以来,党中央、国务院高度重视营商环境建设,为打造国际化、法治化、便利化的营商环境,作出了一系列的重大决策部署。在中央政府的政策引导下,全国各地掀起了一波营商环境建设的热潮,多措并举推进营商环境建设。近年来,为全面提升经济发展质效,S市W区政府出台了一系列的政策文件,持续推进营商环境建设。相关工作虽然取得显著成效,大大优化了 W区的营商环境,但仍然存在一些问题。通过现场调研、查阅文献、问卷调查、实地访谈等方式,本文对W区营商环境建设情况进行了系统的调查研究。调查发现,W区在营商环境建设过程中存在着政务服务不够便捷、市场秩序不够规范、资源要素供给不够强、法治保障不够完善等问题。产生这些问题的主要原因为政务服务改革力度不大、执法规范化建设不够、政策措施不完善、法治化建设不到位、宣传教育不够深入。通过深入分析以上问题,本文提出W区可以通过提高政务服务能力和水平、规范市场监管秩序、提升资源要素配置能力、优化营商环境法治化建设、做好营商环境宣传教育等五个方面,进一步优化营商环境,实现地区高质量发展。本文还存在如下不足:一是营商环境建设涉及一些法律法规的出台、修订和完善,需要从国家、省级层面入手,论文中提及的部分对策只是针对W区能够开展的一些工作,因而部分对策具有地方性,不具普适性。二是在访谈过程中,访谈对象主要为W区内部分企业、机关的中层干部和一般工作人员,与企业高管和政府负责人访谈的数量有限,因此资料收集可能还不够充分。更多还原

【Abstract】 Doing business is the embodiment of a region’s or city’s economic soft power,which is of great significance for promoting local economic and social development and enhancing regional competitiveness.Since the 18th National Congress of the CPC,the CPC Central Committee and the State Council have attached great importance to optimizing the doing business,and have made a series of major decisions and arrangements to foster an international,law-based and convenient doing business.Guided by the policies of the central government,a wave of doing business improvement has been set off across the country.In recent years,to enhance comprehensively improve the quality and efficiency of economic development,the S city W District Government has issued a series of policy documents to continuously promote the construction of doing business.While significant progress has been made in optimizing the doing business,there are still some problems.Through field investigation,literature review,questionnaire survey,field interview and other methods,this paper conducted a systematic investigation and research on the construction of doing business in W District.It is found that there are some problems in the process of optimizing the doing business in W District,such as the lack of government service,irregular market order,insufficient supply of resource elements and imperfect legal guarantee.The main reasons for these problems are that the reform of government service is not enough,the standardization of law enforcement is not enough,the policies and measures are not perfect,the construction of rule of law is not in place,and the propaganda and education are not thorough enough.Through in-depth analysis of the above issues,this paper puts forward that W District can improve the ability and level of government service,regulate the market order,enhance the ability of resource allocation,optimize the legal construction of doing business,and do well the propaganda education of doing business to achieve high-quality development in the region.This paper still has the following shortcomings:First,optimizing the doing business involves the promulgation,revision and improvement of some laws and regulations,which need to be started from the national and provincial levels.Some of the countermeasures mentioned in the paper are only aimed at the work that can be carried out in W District.therefore,some of the countermeasures are local and not universal.Second,in the course of the interview,the interviewees were mainly middle-level cadres and general staff of some enterprises and organs in the W District,and the interviews with senior executives and government officials are limited,so the data collection is not sufficient.更多还原
