【摘要】 棚户区改造是群众身边的民生工程,助推了城镇住房改造的同时,提升了城市形象。自2005年启动以来,经历了由点到面、由小规模试点到大范围推进、由低速到高速再到减速的过程,特别是经历大规模拆除重建,余下的多半成为“难啃的硬骨头”,还因此出现了很多遗留下来的“城市病”。剩下的项目多数为难以实施的遗留问题,对城市的发展影响越来越大,政府部门必须下决心解决。城市更新理念随着城市建设不断演变、丰富和成熟,潜移默化中成为其关键组成部分,尤其是“十四五”期间明确要实施城市更新,通过理念、空间、技术的不断完善,进而引领棚户区改造深入实施,破除城市发展过程中遗留问题,提升城市发展水平。论文工作按照找问题、理思路、提办法的脉络展开,分析归纳相关理论,研判具体实践项目,提出六安城区棚改策略。在发现问题方面,从城市更新政策、房地产市场调控、老旧小区改造、棚改实施现状等研究背景入手,学习国内外文献,梳理贫民窟、城市更新等理论,通过文献调查、实例分析、分析归纳等过程,全面掌握国外研究人员与本国专家教授对棚户区改造最新理论。在分析问题方面,首先对城市更新理论、棚户区改造理论等基础理论进行研究,既包括国内外城市更新的过程,又剖析了棚户区的基本特征、类型、形成与现状分析,棚户区改造动力机制,棚户区改造投资模式分类、改造和安置模式、回迁安置面临问题等,为论文的研究提供理论基础。随后,分析、研判国内外城市更新案例,解析六安城区棚户区改造历程和问题,总结了更新的趋势以及六安城区棚户区的改造历程、实施方式、机制体制,分析了棚户区征地拆迁工作机制和补偿安置、安置房建设模式,理清了改造总体趋势、规划用地分配情况、规划设计条件情况、主要经济指标情况。在解决问题方面,按照精改造、微改造、实改造的思路,从引入城市体检机制、统筹近期远期更新计划、丰富完善改造措施、树立典型发挥示范作用等途径和方式,为六安城区棚户区改造提供策略。更多还原

【Abstract】 Renovation of the shanty areas is the work of great public concern,which not only promotes the renovation of urban dwellings,but also improves the city’s appearance.Since 2005,the renovation of shanty areas has experienced from one unit to a whole area,from several pilots to large-scale popularization,from a slow start to the rapid expansion and back to the deceleration stage.In particular,after the extensive demolition and reconstruction,most of the remained areas become the "tough nut to crack",which adds up to various inherited "urban diseases".Most of the remaining projects are difficult to implement and the impact on the development of the city is increasing.It is critical for the public authorities to solve them.With the evolution,enrichment and maturity of city construction,the concept of urban renewal has gradually become an important component.Especially during the "14th Five-year Plan" period,the Government has clearly announced that the urban renewal must be implemented,which will contribute to the in-depth implementation of the shanty areas,eliminate the remaining problems in the process of urban development and improve the level of urban development through the continuous improvement of concept,space and technology.This thesis aims to put forward a renovation strategy for shanty areas in Lu’an City,by analyzing and evaluating both the relevant theories and specific practical projects in a sequence of identifying the problems,organizing the methods,and proposing a solution.As for identifying the problems,the thesis starts from the background research of urban renewal policies,regulation of the real-estate market,renovation of old residential areas,implementation status of shanty areas renovation,etc.,studies domestic and foreign literature and sort out the theories about the renewals of slums and urban renewal.By means of literature review,case study and summarizing,the latest theories of shanty areas renovation are collected thoroughly.With regard to the problem analysis,I firstly study the basic theories on urban renewal and shanty areas,including the process of urban renewal in domestic and international cites,the basic characteristics,different forms,forming and current status of shanty areas,the dynamic mecha nism,the classification of investment modes for shanty areas renovation,the re construction and resettlement modes,and the problems related to moving-back resettlement.All aforementioned parts provide a theoretical basis for the research.Then,I analyze and evaluate the cases of urban renewal in domestic and international cites,and analyze the renovation process and the problems of shanty areas renovation in Lu’an City.The renewal trend of Lu’an City’s development,the renovation process,the implementation methods,as well as its institutional mechanism.I also analyze the working mechanism of land expropriation and demolition,the modes of compensation and resettlement,and the construction of resettling hous es.Therefore,the overall trend of renovation,the distribution of planned land use,the conditions of planning and design,and the key economic indicators are sorted out.As for solving the problems,according to the ideas of fine-,micro-and real renovation,strategies on renovation of shanty areas in Lu’an City are provided by introducing mechanism of urban physical examination,managing both short-term and long-term renewal plans,enriching and perfecting measures of shanty areas renovation,establishing typical models and playing a demonstra tion role.更多还原
