【摘要】 成渝双城经济圈上升为国家战略,旨在以双核驱动形成强大合力,助力区域协同发展。现有研究发现,要充分发挥成渝双核带动作用,需要通过IGR(Intergovernmental Relations)机制的制度化方式为成渝府际合作和双城战略实施提供组织和制度保障。因此,基于成渝发展实际建构成渝IGR机制的制度化分析框架,以成渝双城的深度稳定合作推动双城经济圈发展具有重要的现实意义和学术价值。在此背景下,本文借鉴国外IGR机制的研究成果,从制度化(规则和机构)和互动网络(多边关系/双边关系)搭建IGR机制,重点分析成渝IGR机制的制度化形成问题;借鉴本尼斯组织发展理论中提出的组织内外部环境要素,从外部适应和内部协调的两个维度共五个方面提出IGR机制的制度化形成的必要条件,据此搭建本文的理论分析框架。为了更科学地观测和考察IGR机制的制度化形成的可能性,本文以成渝城市群提出为分界点,选取2016-2019年的研究时段,构建修正引力模型分析成渝双城的引力联系,探究成渝在区域内可能存在的IGR机制的制度化需求,从内外部两个维度的条件分析成渝IGR机制的制度化未形成的可能原因,并据此提出政策建议。研究发现:2016-2019年研究时段内成渝尚未形成IGR机制,成渝间的合作仍然是未有制度保障的自发性合作。引力模型结果表明成渝双城本身的联系程度较低,成都与区域内各城市的联系更密切,成渝双城对各城市的吸引力存在呈现“错位互补”的分布特点和“核心高、边缘低”空间分布格局,这些问题反映出成渝府际合作需要制度化规范和保障的发展需求。成渝IGR机制的制度化未形成的原因主要是:(1)外部适应性不足:区域共识层次偏低、共同利益相对不足、公认领导轴心缺乏;(2)内部协调性不足:处理重叠和外部性的能力不够、理性官员的偏好不一致。因此建议:实现权力与观念的有机融合、筑牢制度化合作的经济基础、创新区域跨职能管理新机制、推进区域行政权力有效衔接,以及健全政府官员监督管理体系。更多还原

【Abstract】 The Chengdu-Chongqing Shuangcheng Economic Circle has been elevated to a national strategy,aiming to form a strong synergy with dual-core drive to help regional coordinated development.Existing research has found that to give full play to the leading role of the Chengdu-Chongqing dual-core,it is necessary to provide organizational and institutional guarantees for the Chengdu-Chongqing intergovernmental cooperation and the implementation of the twin-city strategy through the institutionalized approach of the Intergovernmental Relations(IGR)mechanism.Therefore,based on the actual development of Chengdu-Chongqing to construct an institutionalized analysis framework of the Chengdu-Chongqing IGR mechanism,it is of great practical significance and academic value to promote the development of the economic circle of the two cities with the in-depth and stable cooperation between Chengdu and Chongqing.In this context,this paper draws on the research results of foreign IGR mechanism,builds IGR mechanism from institutionalization(rules and institutions)and interactive network(multilateral relationship/bilateral relationship),and focuses on analyzing the institutionalization of Chengdu-Chongqing IGR mechanism;The internal and external environmental elements of the organization proposed in the Nice Organizational Development Theory put forward the necessary conditions for the institutionalization of the IGR mechanism from two dimensions of external adaptation and internal coordination.In order to observe and investigate the possibility of the institutionalization of the IGR mechanism more scientifically,this paper takes the proposed Chengdu-Chongqing urban agglomeration as the dividing point,selects the research period from 2016 to 2019,and constructs a modified gravity model to analyze the gravitational connection between Chengdu and Chongqing.This paper explores the institutionalization needs of the IGR mechanism that may exist in Chengdu-Chongqing region,analyzes the possible reasons why the institutionalization of the Chengdu-Chongqing IGR mechanism has not been formed from the conditions of internal and external dimensions,and puts forward countermeasures and suggestions accordingly.The study found that during the research period from 2016 to 2019,Chengdu-Chongqing has not yet formed an IGR mechanism,and the cooperation between Chengdu and Chongqing is still a spontaneous cooperation without institutional guarantee.The results of the gravity model show that the Chengdu-Chongqing Shuangcheng itself has a low degree of connection,and Chengdu is more closely connected with the cities in the region.These problems reflect the development needs of institutionalized norms and guarantees for inter-governmental cooperation between Chengdu and Chongqing.The main reasons are:(1)Insufficient external adaptability: low level of regional consensus,relatively insufficient common interests,and lack of recognized leadership axes;(2)Insufficient internal coordination:the ability to deal with overlapping and externalities is insufficient,and rational officials’ Preference is inconsistent.Therefore,it is suggested that: realize the organic integration of power and ideas,build a solid economic foundation for institutionalized cooperation,innovate new regional cross-functional management mechanisms,promote the effective connection of regional administrative powers,and improve the supervision and management system of government officials.更多还原
