【摘要】 公路建设是国民经济发展的重要组成部分。要想富,先修路。公路建好了之后,维护公路质量,使其不但能确保民众能顺通行,还能提供美观的环境,让民众舒适、安全的出行是目前相关管理部门的工作重点。在以建设公路为主的时期,民众对公路的要求只是可以顺利安全通行,但现阶段,民众对公路的要求不仅限于安全出现,更多的使注重在出行过程中感受到的服务。现阶段的公路养护管理工作是以提高公共服务能力,为广大人民群众提供优质的行车环境为宗旨。公路建设不是建设成路就完事大吉,更重要的是建设成路后期的服务管理水平的提高。国省干线公路的养护管理与国计民生紧密相连,现在处于全民奔小康的关键时期,提高公路养护的管理水平,增强公路养护的管理能力,优化公路养护的管理机制,给公路管理工作健康的发展添砖加瓦,为社会经济腾飞做出贡献。桓仁是地处辽宁东部一个偏僻的小山城,是八山一水一分田的特殊地貌,国省干线公路养护管理面临的困难很大,存在的问题较多。本文就以桓仁县国省干线公路养护管理为主要研究对象,结合桓仁县国省干线公路养护管理的实际,针对养护管理体制不完善、管理人员知识能力与管理技术不匹配,机械配置老化严重、法律制度不完善,超载严重等诸多问题,通过分析和借鉴国内外先进的公路建设管理方式及成功的公路养护管理的有效方法,运用文献研究法、实地研究法等进行科学研究。充分运用公共产品理论、新公共管理理论,分别从管理体制、技术管理、培训人员、投入资金、法律法规等方面深刻挖掘桓仁县在国省干线公路养护管理中存在的问题,提出加强对桓仁县国省干线公路养护管理的建议和改进措施,找出符合桓仁县实际的国省干线公路养护管理问题对策,探求合适解决桓仁县国省干线养护管理问题的有效途径。希望能为县级国省干线山区公路养护管理工作提供参考。更多还原

【Abstract】 Highway construction is an important part of national economic development.If you would be rich,build roads first.After the highway is built,it is the focus of the relevant administrative departments to maintain the quality of the highway,so that it can not only ensure the smooth passage of the public,but also provide a beautiful environment for the public to travel comfortably and safely.In the period of highway construction,the public’s requirements for highways are only for smooth and safe passage.However,at the present stage,the public’s requirements for highways are not limited to safety,but pay more attention to the services they feel in the travel process.The purpose of highway maintenance management at the present stage is to improve the public service ability and provide the masses with a quality driving environment.Highway construction is not finished road,more important is the improvement of service management level in the later stage of road construction.The provincial trunk highway maintenance management and the national economy and people’s livelihood is closely linked,now in a critical period of the rush of well-off,improve the management level of highway maintenance,enhance the capacity of highway maintenance management,optimizing the management of highway maintenance mechanism,contributing to the development of highway management of health,economic take-off to make a contribution to society.Huanren is located in a remote small mountain city in the east of Liaoning province.It is a special landform with eight mountains,one water and one subfield.In this paper,the provincial trunk highway maintenance management in HuanRen County countries as the main research object,combines the actual conditions of HuanRen County countries provincial trunk highway maintenance management,maintenance management system is not perfect,management ability and knowledge management techniques do not match,serious aging,imperfect legal system,mechanical configuration are overloaded,and many other issues,through the analysis and reference of domestic and foreign advanced management methods and successful highway construction of highway maintenance management of the effective methods,using literature research,field study method for scientific research,etc.Make full use of public product theory,new public management theory,respectively from the management system,technology management,training personnel,funding,laws and regulations and so on deep mining HuanRen County in the province main problems existing in the highway maintenance management,put forward to strengthen HuanRen County the provincial trunk highway maintenance management Suggestions and improvement measures,find accord with the actual kingdom HuanRen County provincial trunk highway maintenance management countermeasure,to explore suitable solution to the problem of provincial trunk maintenance management HuanRen County countries effective way.It is hoped that it can provide reference for the maintenance and management of the highway in the county level.更多还原
