C市机关事务管理部门公务用车标准化管理研究

【摘要】 机关事务标准化工作在“十三五”时期取得了长足的发展和进步,2018年在国管局全面推进机关事务标准化建设之后,全国各级机关事务管理部门都将标准化工作作为重要抓手,机关事务管理部门的标准化工作也初步融入了国家标准化工作大局。尽管取得了一些成绩,但由于起步比较晚的原因,大部分地区都还面临着一些现实挑战,例如发展不均衡、标准使用不充分以及标准化人才欠缺等。2021年正值“十四五”规划的开局之年,“十四五”时期国管局也明确要求机关事务工作要做到以下几点:一是机关事务的标准化管理体系更加的完善,二是机关事务标准实施效果更加的凸显,三是机关事务标准化工作机制更加的顺畅,四是机关事务标准化工作基础更加的坚实,持续深化机关事务标准化工作。C市机关事务管理部门作为该省第一批机关事务标准化试点单位,先行先试,把标准化的实践经验上升到理论高度,用理论来指导和规范实践。通过分析当前C市机关事务管理部门公务用车的标准化体系建设及管理现状,为后续推进公务用车标准化管理奠定基础。本文以C市机关事务管理部门为例阐述了公务用车标准化管理的意义以及优化思路,提高C市机关事务管理部门全市公务用车“一张网”管理效率,在“上下联动”的基础上促进公务用车的标准化管理,推动公务用车标准化管理体系的建设及完善,根据C市机关事务管理部门的实际情况,公务用车标准化管理体系主要包括公车的配置和报废处置流程,在公务用车标准化管理中引入流程再造理论对公务用车管理的配置和报废处置流程进行优化。在流程再造理论中采用ASME表格分析法对公务用车配置管理流程和报废处置流程进行分析梳理,针对流程中出现的问题,从制度、管理等方面挖掘背后的深层次原因。与此同时调研和借鉴了杭州和南京机关事务管理部门在公务用车标准化管理方面的经验,可以在借鉴经验的基础上根据自身实际情况加以改造变成适合本地的理论指导。实践和理论研究的结合是机关事务标准化管理的重点工作,公务用车的标准化管理要加强建立健全相关的规章制度,将标准真正的“化”到公务用车的管理中去,而不是注重“面子工程”。在“上下联动”的基础上推动全市、全省的公务用车管理更好地做到一个平台、“一张网”管理,要加强上下级的业务沟通和指导,在互联网背景下依托信息技术推动公务用车管理往标准化的方向前进。

【Abstract】 The standardization of agency affairs has made considerable development and progress during the "13th five year plan" period.After the State Administration of Taxation comprehensively promoted the standardization of agency affairs in 2018,the standardization work has been taken as an important starting point by the administrative departments of agency affairs at all levels throughout the country,and the standardization work of the administrative departments of agency affairs has also been initially integrated into the overall situation of national standardization work.Although some achievements have been made,due to the late start,most regions still face some practical challenges,such as uneven development,inadequate use of standards and lack of standardized talents.2021 is the first year of the 14 th five year plan.During the period of the 14 th five year plan,the State Administration also clearly requires that the standardization management system of agency affairs should be improved,the implementation effect of agency affairs standards should be more prominent,the working mechanism of agency affairs standardization should be smoother,and the foundation of agency affairs standardization should be more solid,We will continue to deepen the standardization of government affairs.As the first batch of pilot units for the standardization of government affairs in the province,the administrative department of government affairs of City C has made the first attempt,raised the practical experience of standardization to a theoretical level,and used theory to guide and standardize practice.By analyzing the current construction and management status of the standardization system of official vehicles in the government affairs management department of City C,it lays a foundation for the follow-up promotion of the standardization management of official vehicles.Taking the government affairs management department of City C as an example,this paper expounds the significance and optimization ideas of the standardized management of official vehicles,improves the "one network" management efficiency of the government affairs management department of City C,promotes the standardized management of official vehicles on the basis of "up-down linkage",and promotes the construction and improvement of the standardized management system of official vehicles.According to the actual situation of the government affairs management department of City C,The standardized management system of official vehicles mainly includes the configuration and scrap disposal process of official vehicles.The process reengineering theory is introduced into the standardized management of official vehicles to optimize the configuration and scrap disposal process of official vehicles.In the process reengineering theory,the ASME table analysis method is used to analyze and sort out the allocation management process and scrap disposal process of official vehicles.Aiming at the problems in the process,the deep-seated reasons behind the process are excavated from the aspects of system and management.At the same time,the experience of Hangzhou and Nanjing government affairs management departments in the standardized management of official vehicles has been investigated and used for reference,which can be transformed according to their own actual situation on the basis of experience to become a local theoretical guidance.The combination of practice and theoretical research is the key work of the standardized management of office affairs.The standardized management of official vehicles should strengthen the establishment and improvement of relevant rules and regulations,and truly "standardize" the standards into the management of official vehicles,rather than focusing on "face Engineering".On the basis of "upper and lower linkage",we should promote the management of official vehicles in the whole city and the whole province to better achieve a platform and "one network" management,strengthen the business communication and guidance between the upper and lower levels,and promote the standardization of official vehicle management by relying on information technology in the context of the Internet.
