【摘要】 党的十九届五中全会提出,坚持创新在我国现代化建设全局中的核心地位,把科技自立自强作为国家发展的战略支撑。当前,中美贸易摩擦不断升级,要实现科技自立自强,掌握“卡脖子”关键核心技术,就一定要培养企业的创新主体地位。科技型中小企业作为一支创新生力军,必须要加强培养与壮大,推动其创新发展,才能更好地推动国家创新驱动发展战略的实施。我国科技型中小企业在大众创业万众创新的浪潮下,正如雨后春笋般遍地生长,但也如同一颗颗的小树苗,面临许多成长的困难。四川作为科教大省、人口大省、经济大省,坚持深入实施创新驱动发展战略,把推动科技型中小企业创新发展作为促进经济高质量发展的重要途径,科技型中小企业数量居全国前列,科技对经济增长贡献率逐年提升。但是,四川科技型中小企业创新能力不强、支持创新政策不够精准,未能起到支撑四川经济转型升级发展的作用。本文主要从四川科技型中小企业发展现状及政策支持情况、创新发展面临的问题及成因、发展对策建议等方面进行研究,旨在进一步推动四川科技型中小企业创新发展,提升四川创新驱动发展水平,推动经济高质量发展。从四川科技型中小企业的现状分析入手,对区域分布、行业分布、经营状况进行分析,对税收优惠政策、财政科技项目、提升企业创新能力、营造创新服务环境等方面四川现有政策支持情况进行调查研究。从政府政策角度出发,梳理出四川政府培育科技型中小企业创新能力不够、区域和行业创新政策不同、财税优惠政策不够精准、政产学研合作不够深入、服务环境体系不健全等问题。针对存在的问题,逐一研究提出对策建议:一是加强培育企业自主创新能力;二是优化区域和行业创新发展政策;三是加大财政资金支持力度;四是推动产学研深度融合;五是优化创新发展服务环境。更多还原

【Abstract】 At the fifth Plenary Session of the 19 th CPC Central Committee,it was pointed out that innovation should play a central role in Chinese overall modernization drive,and self-reliance in science and technology should be regarded as the strategic support for China’s development.At present,trade frictions between China and the United States are constantly escalating.To achieve self-reliance in science and technology and master the key core technologies,we must cultivate the leading role of enterprises in innovation.As a new force of innovation,small and medium-sized enterprises of science and technology(SMES)must strengthen their cultivation and development,and promote their innovation development,so as to better promote the implementation of national innovation-driven development strategy.Under the tide of mass entrepreneurship and innovation,SMES in China are growing everywhere like bamboo shoots after a spring rain,but they are also facing many difficulties of growth.Sichuan is rich in science education population and economic,continue to fully implement the strategy of innovation-driven development and take the innovative development of SMES as an important way to promote the strategy of innovation-driven development and high-quality economic development.The number of SMES ranks among the top in China,and the contribution rate of science and technology to economic growth has been increasing year by year.However,the overall scale of SMES in Sichuan is small,uneven distribution,and innovation ability is not strong,which has not played a role in supporting the economic transformation and upgrading of Sichuan.This article mainly studies the current situation of the development of SMES in Sichuan,the government’s policy support,the problems and causes of innovation and development,and the development countermeasures and suggestions,aims to further promote the development of SMES in Sichuan,enhance innovation development level in Sichuan,promote the quality and economic development.From the analysis on the current situation of SMES in Sichuan,analyzes the regional distribution,industry distribution,operation status,asset scale and technological innovation.This paper analyzes the problems of SMES in Sichuan Province,such as weak independent innovation ability,unbalanced regional and industrial distribution,weak fiscal and tax policy support,lack of in-depth industry university research integration,and poor service environment system construction.Through analysis and carding,this paper puts forward countermeasures and suggestions: first,strengthen the cultivation of enterprise independent innovation ability;secondly,reasonably optimize the enterprise layout;thirdly,increase financial support;and then,establish an innovation system of deep integration of industry,university and research;finally,optimize the service environment for enterprise development.更多还原
