【摘要】 目前,我国借鉴西方发达国家的成功经验,把社会组织作为参与社会协同治理的重要角色,让社会组织参与提供公共产品和公共服务,克服政府失灵和市场失灵,从而增进社会公众福祉。在我国内地沿海省市,社会组织越来越多地依靠其第三方的身份以及专业优势,成为政府与群众沟通的桥梁,在协调利益分配、居民自治、社区服务、第二次分配等方面发挥了积极的作用。由此,社会组织培育工作也逐渐受到重视,内地经济发达省市逐步推动培育工作,取得了显著成绩。对比内地省市,昌都市在社会组织培育工作中做出了一定的努力,但仍存在培育力度不足、培育效果不理想等问题,导致社会组织在参与社会治理中作用发挥有限,成为全市社会治理创新工作中的短板。本文以昌都市作为研究对象,从公共管理出发,围绕新公共管理、协同治理等理论,运用查阅文献、问卷调查、访谈调研的方式,摸清和提炼昌都市社会组织培育现状,从社会组织培育主体和客体、培育内容、培育成效等方面对社会组织培育中存在的问题进行全面系统地梳理,深入剖析产生问题的原因,尝试提出昌都市社会组织培育工作的改进措施,为政府部门提供参考。首先,本文研究发现昌都市社会组织培育存在以下问题:培育政策制定和执行不到位,培育措施薄弱、创新不足,培育体制机制不健全,培育工作目标不够明确,培育服务功能不全、专业性不足等问题。其次,本文深入分析这些问题存在的原因:培育主体对社会组织培育工作认识不足,培育主体在培育工作中存在保守思想,培育主体人员力量薄弱,培育工作起步晚,培育的外部条件薄弱等。最后,结合本地实际提出相应对策:转变培育思路,强化社会组织地位;加强培育规划,明确培育目标;加大财政投入,完善政策配套;建立部门协作机制,形成培育合力;创新培育手段,建立第三方培育机构;加强监管,依法管理社会组织。更多还原

【Abstract】 At present,according to the successful experiences of NPO in western developed countries,China regards social organizations as an important role in social collaborative governance.In order to overcome government failures and market failures and Increase people’s well-being,China allows social organizations to provide public goods and public service.The social organizations in coastal cities of China increasingly rely on their third-party identities and professional advantages to become a bridge between the government and the masses,and play an active role in coordinating the distribution of benefits,resident’s autonomy,community services,the second wealth distribution.As a result,the cultivation of social organizations has gradually received the government’s attention,and the economically developed cities of China have gradually promoted the cultivation work and achieved remarkable results.Compared with the developed cities of China,Changdu City has made some efforts in the cultivation of social organizations,but there are still problems such as insufficient cultivation and poor cultivation effects.This has caused social organizations to play a limited role in participating in social governance,and cultivation work becomes a shortcoming in the city’s social governance innovation work.This paper studies Changdu City as the research object,from the perspective of public management,guided by the theory of new public management and collaborative governance,using the methods of literature analysis,questionnaire surveys and interviews,to find out and summarize the current situation.Through studying the basic situation of the cultivation,cultivating measures,and cultivating effects,this paper tries to systematically sort out the problems existing in the cultivation of social organizations in Changdu city and find the reasons.This paper tries to propose effective measures to improve the cultivation of social organizations in Changdu City,and provides reference for government departments.In this paper,we find that there are some problems in the cultivation of social organizations in Changdu City: inadequate formulation and implementation of cultivation policies,weak cultivation measures,insufficient innovation,incomplete cultivation systems and mechanisms,insufficient cultivation goals,insufficient cultivation services,insufficient professionalism,etc.Secondly,this paper analyzes the causes of these problems in depth: insufficient understanding of social organization cultivation,the government has conservative thinking,Weak government personnel,late start of cultivation work,weak external conditions for cultivation,etc.Finally,with local conditions proposed countermeasures: change cultivation ideas,strengthen social organization status;strengthen top-level design,clarify cultivation goals;increasing financial investment,strengthen policy making;establish a departmental coordination mechanism to form a joint force for cultivation;innovate cultivation methods and establish a third-party cultivation institution;strengthen supervision and manage social organizations according to law.更多还原
