【摘要】 改革开放40年来,我国经济快速发展,贫困人口数量急剧下降,贫困发生率逐年降低,我国农村的贫困状况得到了极大的改善。然而,我国在扶贫过程中出现部分返贫和脱贫不彻底的问题,农村贫困问题至今仍尚未彻底解决。截止到2017年底,我国仍有近3064万贫困人口尚未脱贫,阻碍贫困人口脱贫,造成已脱贫人口返贫的根本原因是地区产业发展落后,产业基础薄弱。农村产业发展是保证贫困人口脱贫,并防止已脱贫人口返贫的重要途径,因此研究产业发展对农村减贫的作用,具有重要的现实意义。本文在前人研究的基础上,根据相关理论,分析了农村减贫的作用机制,阐述了产业发展对农村减贫的作用路径。接着,本文对亳州市调查的情况进行了深入分析,发现亳州市在产业发展和农村扶贫过程中存在一些问题,然后,利用调研的1207户样本数据构建计量模型,分析了不同产业发展对农村减贫的作用,最后提出政策建议。研究结果表明:农村产业发展通过促进贫困人口所拥有生产要素的转移和农村经济的增长,提高了贫困人口的工资性收入、财产性收入和转移性收入,进而提升了贫困户的收入水平,实现农村减贫的目的。发展农村产业通过拓宽贫困户增收渠道,提升贫困人口自身发展能力,促进地区经济增长,进而实现贫困人口脱贫增收。在具体实施的过程中,因地制宜发展特色产业,改善贫困户种养业结构,为贫困户提供就业机会,提高贫困人口的收入水平;发展种养业托管模式,破解贫困户劳动力限制,促进贫困人口脱贫增收;创新金融业扶贫模式,解决贫困户融资难问题。根据已有的研究成果并结合实际情况,针对亳州市农村产业发展和农村贫困的现状,提出相应的建议,从而达到农村减贫和贫困户脱贫增收的目的。更多还原

【Abstract】 Over the past 40 years of reform and opening up,China’s economy has developed rapidly,the number of poor people has dropped dramatically,the incidence of poverty has decreased year by year,and poverty in rural China has greatly improved.However,in the process of poverty alleviation in our country,there has been a problem of partial return to poverty and incomplete poverty eradication.The issue of rural poverty has not yet been completely resolved.By the end of 2017,there are still nearly 30.64 million poor people in China still not out of poverty,which restricts the poverty-stricken population from getting out of poverty and causes the poverty-reducing population to return to poverty.This is because the industrial development of the region is backward and the industrial foundation is weak.Rural industrial development is an important way to ensure that the poor get out of poverty and prevent poverty-stricken people from returning to poverty.Therefore,it is of great practical significance to study the role of industrial development in rural poverty reduction.Based on previous researches,this paper analyzes the mechanism of poverty reduction in rural areas according to relevant theories and expounds the role of industrial development in reducing poverty in rural areas.Then,this article makes an in-depth analysis of the situation in Bozhou City and finds that there are problems in the process of industrial development and rural poverty alleviation in Bozhou City.Then,using the surveyed sample data of 1,207 households to construct an econometric model,it analyzes the development of different industries to rural areas.The role of poverty,finally put forward policy recommendations.The results of the study indicate that rural industry development promotes the transfer of the production factors owned by the poor and the growth of the rural economy,and raises the wage income,property income,and transfer income of the poor,and thus raises the income level of poor households.The purpose of poverty reduction in rural areas.The development of rural industries will increase the income of poverty-stricken households and increase the poverty-stricken population’s ability to develop themselves so that poverty-stricken people will benefit from rising poverty.In the specific implementation process,develop special industries according to local conditions,improve the structure of the households in poverty,provide employment opportunities for poor households,raise the income level of the poor,develop the custody mode of farming and farming,break the labor restrictions of poor households,and promote poverty.Get rid of poverty and increase income;innovate the poverty alleviation model of the financial industry to solve the problem of financing difficulties for poor households.Based on the existing research results and the actual situation,the current situation of rural industrial development and rural poverty in Bozhou City was put forward and corresponding suggestions were made to achieve the purpose of poverty alleviation in rural areas and poverty-stricken households lifting poverty and income.更多还原
