【摘要】 国家安全是国家的根本利益,为国家长久生存发展作前提、为人民幸福安康打基础、为中国特色社会主义事业发展提供重要保障。党中央自十八大以来,着眼于新时代新时期的历史方位,统筹谋划国内外国家安全形势,创造性地提出了一系列地新思想、新战略、新观点,进而形成了我国总体国家安全观,指明了国家安全事业的发展道路。新时代国家安全覆盖领域广、涉及部门多、统筹多条发展路线,需要全方位、多层次的总体性布局,从总体角度来顶层设计,全面科学统筹总体,全方位把握发展的五对要素之间的辩证关系,即要科学统筹好外部与内部的安全关系、国土安全与国民安全的关系、传统安全与非传统安全的关系、发展与安全的关系、自身安全与共同安全的关系“五对要素”,也就是本文所研究的“五对关系”。本文以新时代国家安全视角下五对关系的当代价值和时代意义为主题进行研究,分析总体国家安全观及五对关系在历史沿革、思想溯源以及现实实际基础的历史背景,讨论五对关系的内涵要义,并对比分析中美两国在国家安全观念上的特点和差异。“五对要素”的辩证关系研究,强调国家安全工作的统筹性和系统性,关键领域的要协调把握好,准确把握传统与非传统二者之间的内在联系和制约条件;要强调大局观念的目标追求,平衡好自身的内部安全和外部的共同安全尺度,充分发挥内外协动作用,共同实现安全目标;要突出对安全与发展的总体性思考,双向发展均衡。鉴于前文的分析总结,并借鉴国际经验,探讨新时代国家安全形势下“五对关系”的当代价值和时代意义。更多还原

【Abstract】 National security is the fundamental interest of the country,serving as a prerequisite for its long-term survival and development,laying the foundation for the happiness and well-being of the people,and providing important guarantees for the development of socialism with Chinese characteristics.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has focused on the historical orientation of the new era and new era,coordinated the planning of domestic and foreign forms of national security,creatively proposed a series of new ideas,strategies,and viewpoints,and thus formed China’s overall national security concept,pointing out the development path of the national security industry.In the new era,national security covers a wide range of fields,involves multiple departments,and coordinates multiple development routes.It requires a comprehensive and multi-level overall layout,top-level design from an overall perspective,comprehensive and scientific overall planning,and a comprehensive grasp of the dialectical relationship between the five elements of development.That is,it is necessary to scientifically coordinate the relationship between external and internal security,the relationship between homeland security and national security,and the relationship between traditional and non-traditional security The relationship between development and security,as well as the relationship between self security and common security,is known as the "five pairs of relationships" studied in this article.The paper analyzes the contemporary value and significance of the five pairs of relations from the perspective of national security in the new era,analyze the background of the overall national security concept and the five pairs of relations from the perspective of historical orientation,ideological origin and practical basis,discuss the connotation and significance of the five pairs of relations,and compare and analyze the characteristics and differences in the concept of national security between China and the United States.The study of the dialectical relationship between the "five pairs of elements" emphasizes the overall and systematic nature of national security work,and focuses on coordinating and grasping the areas of concern,accurately grasping the internal connections and constraints between traditional and non-traditional aspects;We should emphasize the goal pursuit of the overall situation concept,balance our own internal security and external common security standards,fully leverage the role of internal and external coordination,and jointly achieve security goals;We need to highlight the overall consideration of security and development,and achieve balanced development in both directions.In view of the previous analysis and summary,and drawing on international experience,this paper discusses the contemporary value and significance of the "five pairs of relations" under the national security situation in the new era.更多还原
