【摘要】 私家车数量的飞速增长,在给人们出行带来方便的同时也给车辆停放管理带来了巨大的压力。尤其是在天津这样历史悠久人口众多的城市,受配套停车设施建设相对滞后的影响,中心城区社区内“一位难求”和“乱停乱放”问题突出。本文将目光聚集在天津中心城区社区的停车问题研究中,希望能够在多中心治理视角下找准问题,为改善天津市中心城区社区的停车管理起到积极作用。本文采用文献研究法了解社区停车管理的国内外研究现状,发现当前学者对停车管理的研究,大多关注于停车设施、停车方式改善及某一主体在停车管理中的作用,但对天津中心城区社区停车研究尤其是在多中心治理角度上进行研究的较少。在此基础上,通过调查法、实地观察法、访谈法、文献分析法深入了解了天津中心城区社区停车现状,分析了政府、物业、业主三方在社区停车管理中存在的问题及原因,通过对国内外先进停车方式的总结归纳,对相关主体有针对性地提出改进对策。将多中心治理理论运用于天津中心城区的停车管理建议中,综合分析不同主体应该在社区停车管理中发挥的作用及实际发挥情况,通过多元主体协作管理为天津中心城区社区停车管理提供新的思路。通过对调查结果的分析明确天津市中心城区社区停车管理中存在社区停车配建不足,停车资源紧张;停车管理体系建设不完善;社区专用停车设施利用率偏低,不能达到效益最大化;物业管理存在失位;社区居民以“自我方便”为中心,对无序停车引发的问题淡漠等问题。从多角度探讨未来天津市中心城区社区停车管理的有效招法。更多还原

【Abstract】 The rapid growth of private cars not only brings people convenience to travel,but also put huge pressure to the parking management.Especially in Tianjin,a city with a long history and a large population,influenced by the relatively lagging construction of supporting parking facilities,the problems of "difficult to seek one parking place" and "disorderly parking" are outstanding in the central urban community.This paper focuses on the research of community parking problems in the central district of Tianjin,hoping to concentrate the problem from the perspective of multi-center governance,so as to play an active role in improving the parking management in this area.This paper utilizes literature research method to understand the research status of community’s parking management at home and abroad,and finds that current researchers of parking management are mainly focusing on the parking facilities,the improvement of parking mode and the role of one certain entity in parking management,but the research on community parking in the central district of Tianjin,especially in the perspective of multi-center governance,is less.On this basis,we have a deeply understanding of current parking situation in the central district of Tianjin,and have analyzed the problems and reasons existing in the community parking management of the government,the property,and the owner through questionnaire method,field observation method,interview method,literature analysis method.In addition,summarizing the advanced domestic and foreign parking methods,we propose the improvement countermeasures to the correlative main body.This paper applies the multi-center management theory to the parking management suggestions in the central district of Tianjin,synthetically analyzes the role and actual performance of different entities in the community parking management,and provides a new idea for the parking management in the central district of Tianjin by the cooperative management of multiple entities.Through the analysis of the investigation result,it is obvious that exist problems in the community parking management in the central district of Tianjin,such as insufficiency of community parking allocation,shortage of parking resources,imperfection of parking management system,low utilization rate of community specific parking felicities causing that the benefits cannot be maximized,property management out of place,community residents take "self convenience" as the center and indifferent to disordered parking.The paper discusses the effective methods of the future’s community parking management from multiple angles in the central district of Tianjin.更多还原
