【摘要】 社会治理和社会进步息息相关,一个国家的社会治理水平能直接反映出本国的经济、文明建设程度。改革开放至今,中国创造出许多举世瞩目的成就,也实现了党的第一个百年奋斗目标,全面建成小康社会已经实现,困扰中国多年的贫困问题得以解决。正在昂首阔步地朝着全面建成社会主义现代化强国的第二个百年奋斗目标前进。随着中国特色社会主义迎来新时代新发展,我们也要清醒地认识到,当前中国的社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,经济社会发展呈现出一系列新特点新趋势,提升社会治理能力变得更加迫切。立足H市经济社会发展现状,探索具有时代特征、区域特色、地方治理特点的社会治理有效路径,事关新时期H市社会大局和谐稳定、经济建设高质量发展、人民群众安居乐业,有着重要而深刻的历史意义。该文以国内已有成果为基础,全面总结了H市在社会治理中所采取的措施及取得的成效,客观指出其现实中存在的问题,根据“十四五”时期经济社会发展形势,深入总结了H市社会治理现状,社会治理中存在的问题与挑战,参考借鉴了国内发达城市先进经验做法,从政治引领中统一多元利益、持续化解民生领域矛盾问题、全方位加大社会治安防控建设、完善网络领域安全风险防控体系、加强社会治理体系的规范化建设六个角度提出了提升社会治理能力的完善对策,力求解决经济社会发展和群众急难愁盼的问题,最大限度地营造社会和谐氛围,满足人民多层次、多样化的需求实现治理效果与群众意愿相统一,让广大人民群众同享社会治理进步成果。更多还原

【Abstract】 Social governance is closely related to social progress.The level of social governance of a country can directly reflect its economic and cultural construction.China has achieved the First centenary goal of the CPC,completed the building of a moderately prosperous society in all respects,eliminated absolute poverty in a historic way,and is now marching toward the second centenary goal of building China into a great modern socialist country in all respects.Socialism with Chinese characteristics into a new era,we should also be soberly aware that China’s current social principal contradiction has been converted to the good life is people’s increasing need and inadequate imbalance,the contradiction between the development of economic and social development present a series of new characteristics of the new trend of governance ability put forward new and higher request to the society.Based on the current situation of H city’s economic and social development,it is of important and profound historical significance to explore the effective path of social governance with the characteristics of The Times,regional characteristics and local governance,which is related to H City’s overall social harmony and stability,high-quality development of economic construction and people’s living and working in peace and contentment in the new period.In this paper,based on the domestic research results,comprehensive summary of H city in social governance measures taken and results of objective points out its problems existing in reality,according to the "difference" period of economic and social development situation,in-depth summary of the current situation of H city social governance,social governance problems and challenges,reference the advanced experience of the domestic developed cities,Unity from the political lead diverse interests,continue to resolve the people’s livelihood fields contradiction problem,strengthen public security prevention and control construction,improve the network security risk prevention and control system,strengthening the construction of the standardization of the system of social governance six Angle puts forward some countermeasures to promote the improvement of the social governance,makes every effort to solve the problem of distress sorrow for economic and social development and the masses,We will create a harmonious atmosphere in society to the greatest extent possible,meet the people’s diverse and multi-tiered needs,ensure that the results of governance are aligned with the will of the people,and ensure that the people share in the fruits of progress in social governance.更多还原
